About this file

This solicitation is for a design-build contract to repair storm damage from Hurricanes Irma and Maria at 16 sites on 13 roads in St. Croix, USVI. Work includes design and construction of roadways, drainage, slopes, sidewalks, bridges, utilities, and erosion control. The estimated value is over $10 million.

The Federal Highway Administration is using a two-phase selection process, with Phase One involving a qualifications-based evaluation of statements of qualifications. Phase Two will involve a request for proposals sent to the top three scorers, evaluating both technical and price proposals. Evaluation criteria for Phase One include past performance and experience, key personnel and organization, quality management, and project understanding. Statements are due March 25, 2020. Award is targeted for July 2020 with notice to proceed in August 2020 and completion by June 2022.
