FEDERAL HIGHWAY ADMINISTRATION

Eastern Federal Lands Highway Division

SCOPE OF WORK

PROJECT: NPS GRSM 10N(1)

Ground Penetrating Survey for Pavement Layer Thicknesses and Areas of Stripping on a Section of US-441 in Sevier County, Tennessee

I. PROJECT INFORMATION

A. INTRODUCTION

This Scope of Work (SOW) is to contract services for the Federal Highway Administration, Eastern Federal Lands Highway Division (EFLHD). The Consultant will conduct a Ground Penetrating Radar (GPR) survey, using specialized equipment, on a section of US-441, from Mile-Marker (MM) 12.4 to MM 14.8, in the Great Smoky Mountains National Park in Sevierville, TN.

B. SCOPE

This SOW is provided to the Consultant to conduct a GPR survey to determine pavement layer thicknesses, areas of stripping, and deeper (up to 10 ft) subsurface anomalies. The GPR collection shall consist of two GPR antennas; one antenna to determine the pavement layer thicknesses and to determine areas of stripping (a 1-GHz air horn antenna) and a second antenna for the deeper subsurface investigation. GPR collection will be done at driving-speed and resolve pavement layers down to 1 inch while penetrating the entire pavement section (bound and unbound pavement layers). GPS data is to be collected concurrently with the GPR data with a one meter horizontal accuracy.

GPR data is to be collected continuously and analyzed or processed at 5-foot intervals. The results of the pavement thickness data analysis should be presented in both tabular and graphical formats. The milepost, latitude, longitude, asphalt concrete pavement layer thicknesses, total asphalt concrete pavement thickness, and aggregate base layer thicknesses for the centerline of both lanes is to be provided in tabular format. A stripping and deeper subsurface anomalies investigation analyses should conducted with the results provided in tabular outputs with the locations and approximate dimensions of all identified areas. The report should also to include a summary of the data collection procedures and analysis method.

Along with the above report, the raw data files and any video of the GPR collection should be provided.

The Consultant is expected to explain his data collection, analysis and interpretation concepts and respond to any questions by EFLHD office in Sterling, VA.

II. DELIVERABLES

The Consultant will perform all work in accordance with AASHTO R 37, ASTM D4748, ASTM D6432, and generally accepted engineering and reporting practices for GPR work and data collection. The list of deliverables includes the followings:

1. Conduct GPR collection at driving-speed, with no traffic control. EFLHD to provide a shadow vehicle with strobe lights.

2. Collect and provide concurrent GPS data at a maximum one meter horizontal accuracy.

3. Draft report to EFLHD within 21 days following award.

4. Final report within 7 days following receipt of comments on the draft report.

5. Report should include the followings:

· Project photos – Document conditions and survey.

· Raw and processed GPR survey data files.

· Note range of accuracy for method used.

· Data interpretation with explanations.

· Imagery of data results produced.

· Methodology – including equipment specifications, field collection/processing parameters and discussion of data interpretation.

III. WORK PERFORMANCE SPECIFICATIONS, QUALITY STANDARDS AND REPORTING REQUIREMENTS Each product is expected to meet an Acceptable Quality Level (AQL) with respect to the thoroughness and appropriateness of the analyses and recommendations, the clarity of presentation, and the accuracy of the completed products. Conduct work according to the documents referenced in Section VI of this SOW, and satisfying any specific requirements of this SOW, ensuring they will meet the thoroughness, appropriateness and clarity criteria of the AQL. Where the Standard of Practice currently differs from this criteria, work should follow the current Standard of Practice. The Consultant should assure that work products are accurate and of high quality through an established and documented quality control and assurance process.

IV. COORDINATION REQUIREMENTS

Coordination will be required with the COR. All communications affecting the SOW and all coordination will be through the COR or alternate COR and per contract.
