At the option of the Contractor, a Class A Marshall mix design with a 1/2-inch nominal maximum size aggregate designed in accordance with Section 402 may be submitted for approval, provided the mix also meets the requirements of Table 401-1A, Type F. If approved, follow Section 402 specifications for all asphalt work.
3. Add the following after Section 401 of the Special Contract Requirements:
Section 402. — ASPHALT CONCRETE PAVEMENT BY
HVEEM OR MARSHALL MIX DEISGN METHOD
402.03(c). Add the following:
If a state department of transportation asphalt concrete pavement mixture is requested for approval, submit a state department of transportation JMF approved within the past 12 months which conforms to Table 402-1, Marshall, Class A, has the same nominal maximum size aggregate, and conforms to Table 401-1A, Type F. Include documentation from a state department of transportation official certifying that the JMF is an approved state department of transportation asphalt concrete pavement mixture and sufficient test results to validate that the proposed mix design conforms to the required design parameters.
402.03(c)(1)(a)(2). Delete the Subsection and substitute the following:
(2) Designate target values within the gradation band specified for the nominal maximum size aggregate grading shown in Table 703-4;

402.12(b)(2). Add the following after the first paragraph:
Provide documentation of passes for each roller used in the control strip. Identify breakdown, intermediate, and finish rollers in the documentation. Document if roller was operated in vibratory or static mode. Provide frequency and amplitude settings if operated in vibratory mode. Furnish this documentation to the CO after completion of the control strip.
402.12(b)(2). Delete the second sentence of the second paragraph and substitute the following:
Density is acceptable if all test results exceed the minimum specification limit and the calculated pay factor for density is 0.90 or greater.
402.12(b). Add the following:
(3) In-place mat condition. Areas of the asphalt pavement course which exhibit physical or visual defects or distresses, such as, but not limited to, tearing, cracking, checking, rutting, shoving, segregation, bleeding, excessive pavement roughness, or poor joints, may constitute rejection of the control strip or asphalt mix design.
402.12(b). Delete the fourth sentence of the last paragraph and substitute the following:

Questions / Clarifications
The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The Government response or clarification is provided. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Question: Section 107 indicates that the prime contractor is responsible for submitting an ADOT encroachment permit application. Who is responsible for permit fees or bonding requirements? If the contractor please provide cost of permit fees and required bonding information.
Response: The Contractor is responsible for obtaining the encroachment permit, which includes paying any fees and meeting the applicable insurance and/or bonding requirements. The Contractor is also responsible for researching those requirements.
2. Question: The specifications reference FAR 52.214-7 which allows bid modifications, but no instructions for bid modifications was provided in the solicitation. Please provide instructions for facsimile or email bid modifications.
Response: 52.214-7 -- Late Submissions, Modifications, and Withdrawals of Bids - is in relation to modifications before the bid opening date, the SF1442 of the Solicitation specifies that the bid opening is scheduled for July 25, 2019 at 2:00 p.m. EST, anything received after that is considered late. Page 3 (Block 2) of the SF1442 states “Facsimile and electronic bids will not be accepted.”
3. Question: We respectfully request that the AC specification be changed to 403. On other
FHWA projects of similar size, the AC specification is 403 (i.e. Cattail Cove State Park AZ FLAP 302(1) started at 7000 tons was reduced to 5,976 tons). The local suppliers have told us that SHRP/Superpave mixes are not available for this project and the quantity of 7,000 tons does not justify mobilizing a temporary asphalt plant nor is there a suitable pit in that area for a portable plant. We would recommend an ADOT 409 or 416 mix design.
Response: The asphalt specification will not be changed to FP-14 Section 403.
However, at the option of the Contractor, a Class A Marshall mix design with a 1/2-inch nominal maximum size aggregate, in accordance with Section 402 of FP 14, may be submitted for approval. An amendment will be issued to modify the Special Contract Requirements.
4. Question: Will a material transfer vehicle be required for asphalt paving?
Response: No, a material transfer vehicle is not required for asphalt paving.
5. Question: The standard specification for full depth reclamation requires a gradation with
100% passing the 2” sieve. Due to the deteriorated condition of the existing asphalt/chip
Info Page 2 of 2 seal, the material may chunk in lieu of being properly pulverized. Would FHWA consider relaxing this specification?
Response: The Contractor has the option to propose a different target gradation for the pulverized material, subject to the approval of the CO. However, any proposed changes will not be considered during advertisement. Alternative proposals can be submitted to the CO for approval after contract award.
6. Question: Please provide proposed color for colored concrete work.
Response: The location of the existing colored concrete sidewalk to match is provided in Subsection 601.03(i), on page J-22. The Contractor is responsible for determining the mix design necessary to match the color of the designated sidewalk.
7. Question: Section 304 of the standard specifications for full depth reclamation indicates that crushed aggregate should be added if required to achieve final plan grade. Please confirm that crushed aggregate if required to get to plan grade will be paid under item 30101-4000.
Response: Yes, additional crushed aggregate, if required to achieve the final plan grade, will be paid as aggregate base under 30101-4000. An amendment will be issued to modify the Special Contract Requirements.
