The purpose of this Amendment is to:

1) Replace the Environmental Assessment (EA) and Finding of No Significant Impacts (FONSI) for Lost Valley Road and Parking Relocation with the FONSI for Erbie Road Improvements.

2) Provide responses and clarify contractors’ questions.

The Bid Opening date of May 30, 2019, at 2:00 P.M. EST will remain the same.

Response to Bidder Question:

Question: With the clearing being restricted to October 16 to March 31 and a contract completion within 260 consecutive calendar days, it appears that the proposed box culvert and low water crossing would have to be constructed in a time period with a much greater risk of substantial rainfall and severe flooding. How will contract time be assessed if weather does not allow work to continue?

Response: See Subsection 155.04A on page J-6 for how weather delays are handled. See FAR clause 52.249-10(b) for delays related to flooding.

Question: Are there any specific stream protection requirements beyond the stage designs shown that effect means and methods for construction of drainage features? (i.e.

downstream turbidity curtains).

Response: The erosion and sediment control plans provide a general concept for how the work at the Cove Creek crossing might be staged, and the locations and lengths of the temporary diversions shown in the plans are only approximate. The Contractor is responsible for developing temporary diversion and stream protection plans in compliance with all permit requirements, as well as Sections 157 and 650.

Question: Will the contractor be required to apply water for dust control and provide maintenance of gravel and dirt county roads used during the hauling of materials and equipment to the project site?

Response: The Contractor must comply with all county regulations and restrictions when hauling on county roads, including maintenance and watering for dust control. See also FP-14 Section 158.

Question: Will the ditch reconditioning only be done where directed by the contracting officer? What are the expectations for the shape and appearance of ditches at the end of the project?

Response: Yes, the ditch reconditioning will only be done where directed by the Contracting Officer. The planned ditch cross section for reconditioning is shown on the Typical Sections, sheets B01 and B02. The general requirements for shaping and finishing ditches are provided in the FP-14, Subsections 204.12 and 204.13.

Question: Will any clearing of limbs over the top of the proposed roadway improvements be required or allowed?

Response: The Contractor may cut tree limbs over the road only where necessary to safely transport or operate equipment. Clearing of limbs over the top of roadway improvements is allowed from October 16 through March 31 with prior approval of the

CO.

Question: In reference to the Sub-excavation, minimum 36” depth as shown in the Typical Sections on Sheet B01, is the Unclassified Borrow used to backfill the Sub- Excavation paid for under the Unclassified Borrow pay item per cubic yard or is it considered incidental to the Sub-Excavation line item?

Response: The Unclassified Borrow will be used to backfill the Sub-Excavation, as shown in the Typical Sections, and will be paid for by the cubic yard under the Unclassified Borrow pay item.
