Solicitation 6933A220Q000010 Amendment 00001
Question 1: Item 10. In the removal of the pump assemblies, will it be satisfactory to leave the pumps in their general location vs. moving up to the machine shop?
Answer: Yes, providing a clean and proper overhaul is performed.
Question 2: Item 18. Can the effluent pumps line up to the rail for overboard discharge to a truck to empty the MSD?
Answer: There is hard piping which can permit discharge of the effluent pumps (which also serve to evacuate the media tank) to discharge to a shore-side truck (via the ship’s rail). However, this procedure has not been tried in some years and so it’s success cannot be guaranteed, especially if an obstruction in the media tank or discharge piping is present/encountered. If the procedure cannot be successfully performed, a CFR should be submitted to accomplish emptying of the tanks (effluent and media) via portable pumps and hoses.
Question 3: Item 24. Please identify the containment with a pin hole to be repaired.
Answer: The containment serves fuel oil tank 5-47-0 and is located at frame 65, starboard side, 01 deck.
Question 4 A: Item 25. Is the intent to reuse the existing deck compensators and weld a new pipe at the top of these?
Answer: The intent of this Item is to repair the kick pipe assemblies (pipe, gland, compensator) to a “like-new” condition. Any components which can be cleaned and made to look like new can be re-used. The Contractor should be aware that many of the compensators are screwed couplings and that corrosion of the kick pipe threads inside the compensator may require that the compensator also be replaced (if replacing with a threaded kick pipe). An alternate means of making the repair is to clean up and/or drill out the compensator sufficiently to weld a new kick pipe into it. Schedule 80 pipe will provide sufficient compensation and rigidity on its own if inserted far enough into a cleaned/drilled out compensator.
Question 4 B: And can you verify the quantity of kick pipes as 6 or 11. 23.9.3.2 has 6 in its description plus the others?
Answer: The following line items in the SOW are corrected to read:
25.2.1 It is the intent of this Item to crop and renew eleven (11) “kick pipes” and their stuffing boxes/strain reliefs installed on eleven (11) different wire runs.
25.9.3 Disconnect all wiring (at the nearest terminal connection point) and pull all wiring through the following eleven (11) kick pipes:
25.9.3.2 03 reception deck at aft railing (Total of 6 kick pipes).
25.9.4 Crop and scrap the eleven (11) kick pipes and their stuffing boxes.
A corrected Statement of Work will be provided during subsequent contract award.
Question 5A: A general question on supplemental. What amount of administrative labor is allowed on delivery orders that have procurement only?
Answer: In accordance with MARAD clause MCH.H-2, Supplemental Work Requests, which is included by reference in this solicitation, any supplies or subcontracts required to complete supplemental work will be charged as a direct cost reimbursable under the applicable supplemental work CLIN; additional indirect charges for materials and subcontracts will not be allowed. Please review the MARAD clause link of:
https://voa.marad.dot.gov/Solicitation_Awards/docs/mar- 380/MARAD%20Clauses%20MCL%20for%20HTML.htm for details.
Question 5B: And when we fill out the pricing sheet. Will our hourly labor number be added in with the rest of the line items?
Answer: The hourly labor rate will not be added into the total for work items 1 – 25. The hours negotiated for services against supplemental CLIN 26 will be invoiced/paid at the Contractor’s quoted hourly rate.
Question 6: WI # 9, Duplex strainer, due the size of the additional flange and lug valve, is it possible to move each strainer Aft between 4-6 inches to better accommodate the flange/valve installation? This may entail adding an offset to one 4” CuNi pipe and one vent line.
Answer: Yes, the strainer may be moved to accommodate the new valve. All modifications required to the strainer foundation, piping interferences, etc., as a result of moving the strainer, shall be the responsibility of the Contractor.
Question 7: WI # 9, Duplex Strainer, from the following reference drawing, NAVSEA Dwg 524-6251458 Rev E, Piping Diagram for Mn and Aux Sea Water Piping. The list of Materials identifies the valve trim as ASTM B-164, Monel. Whereas, WI # 9 identifies the valve and trim as B-62 (bronze). Please clarify?
Answer: A Bronze valve body of ASTM B61 or B62 is permitted as is nickel aluminum bronze.
Disc shall be stainless steel 316 or nickel aluminum bronze. Stem shall be Stainless steel 316 or Monel K500. Seat shall be bonded BUNA-N. Valve operator shall be lever or wheel/gear operated.
Question 8: WI # 22, Fire Stations, the fittings identified in the item call out 3000# fittings, can fittings rated for 600 lbs be used instead as the pressure for this line is less than 225 psi?
Answer: No. The SOW requires schedule 80 pipe and socket weld fittings. Socket weld fittings are only available in 3 pressure ratings; Class 3,000, 6,000 and 9,000. Class 3,000 corresponds to schedule 80.
Question 9: WI # 24, Containments, on the Stbd side of the 01 deck, Aft house, there are two vents adjacent to each other. Can the vents be modified to go into the same tank? If so, does the tank have to 42 USG or 84 USG capacity?
https://voa.marad.dot.gov/Solicitation_Awards/docs/mar-380/MARAD%20Clauses%20MCL%20for%20HTML.htm https://voa.marad.dot.gov/Solicitation_Awards/docs/mar-380/MARAD%20Clauses%20MCL%20for%20HTML.htm
Answer: The two vents can share the same containment providing the total volume of the containment is not less than 84 gallons (2 barrels). The new containment must not impede into the walkway more than any of the other existing containments.
Question 10: WI # 25, Kick pipes, request clarification as to the number of kick pipes that will need to be renewed 6 or 11?
Answer: See answer to question 4B
