Q&R
| FTA RFP/Solicitation No.69319521R000005 |
| Drug and Alcohol Audit Compliance |
| No. | Noted Section Reference | Questions | Government Responses |
| 1 | N/A | The 2016 RFP's page limitation for Volume 1 (technical) was 30 pages. The current RFP limits the same volume to 20 pages, but requires a description of new tasks (e.g. newsletters, one day trainings). Can FTA return the page limit to 30 (or more) pages? | This request is within reasonable accomadations. The RFP/Solicitation has been amended to reflect the adjustment. |
| 2 | Section L.2 pg 71 | Section L.2 states that this will be a Labor Hour contract. Can FTA verify the referential incorporation of FAR 52.246-7 (Inspection of Services - Fixed Price) at section E (p.12)? | The correct FAR clause reference should be FAR 52.246-6. The update will be made to the RFP/Solicitation amendment. |
| 3 | Section L.10 (p.79) | Section L.10 (p.79) directs the offeror in a note at the bottom of the page to send the Attachment J-2 Past Performance Questionnaire to "at least 3 references" concerning similar past/current projects. The outset of this same section directs the offeror to submit (with the proposal) a list of three relevant current/past contracts, each supported by the descriptive information outline in subsection L.10.1. Is it acceptable for the offeror to submit a list of more than three relevant contracts (e.g., to mirror the questionnaires sent out to past/current COs and CORs)? | You may submit more. However, three is the minimum requested. |
| 4 | Attachment J-1 | The pricing table provided as attachment J-1 includes an allowance for travel of "109 trips," which is unchanged from 2016. An analysis of all requirements listed in the RFP’s statement of work suggests, however, significantly more travel than 109 trips. We believe the RFP, as written, requires approximately 142 trips per year across all CLINs, rather than 109. Can FTA clarify the approximate number of person-trips it anticipates the contractor undertaking in an average year? | Revised table is included in the amendment. The SOW list the number of trips for audits, conference days, go-teams and one day workshops. Instead of set travel trips, the attachment J.1 is revised to reflect NTE in the travel/materials/supplies CLIN. |
| 5 | Attachment J-1 | Regarding the travel allowances discussed in the previous question, the per-trip reimbursement rate provided in the current RFP remains unchanged from 2016, at $1,830. While some travel costs, such as airfares, have not risen significantly in the intervening five years, other costs have risen such that we are concerned that this rate may not be sufficient to cover the winning offeror’s costs during their execution of the stated work requirements. In addition to a marked increase in costs of items like rental cars, the General Services Administration has increased meal, incidental, and entertainment (MI&E) rates by 16% during this period (2016-2021) and has increased lodging rates by 7%. Accordingly, we respectfully ask that FTA consider a per-trip rate that is more reflective of actual travel costs the program will experience in the coming five years, probably a rate of at least $2,000 per trip. | This is reasonable given the cost of travel due to COVID will be significantly higher. Revised Attachment J.1 has been provided via this amendment 0001. |
| 6 | Attachment J-1 | The RFP’s pricing table (J-1) includes 8,000 hours per year for technical work performed by audit team leaders, team members, and program managers. This represents a ~15% reduction in available hours versus the same program's 2016 RFP, even though there is a significant increase in the work requirement (e.g., 25% more field audits, 8 one-day field trainings, 24 newsletter articles, etc.). We feel that an allotment of approximately 13,000 hours would more accurately reflect the increase in work requirements added on top of the total of 9,718 hours established in the 2016 RFP. Can FTA update its pricing table at J-1 to reflect this level of effort instead of the current 8,000 hours? | This has been addressed in the revised Attachment J.1 per amendment 0001. |
| 7 | Attachment J-1 | Can the offeror modify the number of hours entered into column B of the Attachment J-1 pricing table? | This has been addressed in the revised Attachment J.1 per amendment 0001. |
| 8 | Section F, pg. 13 | Section F of the request (p.13) requires the offeror to provide a formal Performance Work Plan "in response to the SOW." Is this product something FTA would like provided within/with the offeror’s technical proposal? Can FTA provide a sample or template PWP that includes its desired components? | Yes, incorporate this in the Technical Proposal. We are not able to provide a sample for a PWP. |
| 9 | N/A | Does it require me to be in the region or is it something virtually/remotely doable in CA? | Audits will be conducted in-person. |
| 10 | N/A | Can I get more information on the contract opportunity? | No, further information regarding this procurement is not available at this stage. Review the RFP/Solicitation with its attachments, amendements etc. online via Contract Opportunities. |
