Further, the Offeror and/or Awardee are required to follow all clauses, requirements, prohibitions, restrictions and limitations referenced in the SIR.
4. Information about the Tendering Procedure and Guidelines FAA Response: All information regarding responses to the solicitation are posted on beta.sam.gov.
5. Estimated Budget for this Purchase FAA Response: The FAA will not provide this information.
6. Any Extension of Bidding Deadline? FAA Response: Due date for proposals is extended until 5:00 EDST September 30, 2020.
7. Any Addendum or Pre Bid meeting Minutes? FAA Response: If an addendum is issued, or if a Pre Bid meeting is scheduled, it will be posted on beta.sam.gov.
8. Are these services, currently being performed? If so, can you tell me the incumbent name and contract number? FAA Response: Currently the services are performed as a Task Order under contract number DTFACT-15-D-00007 with CSRA/GDIT.
9. Based on the government provided contract estimate for this solicitation, the expected fully burdened average hourly rate for this contract is approximately $53 calculated from estimated loaded labor of $3.05M per year against the 57,276 hours per year provided. In comparison, the government provided estimate for the 2015 solicitation anticipated an average hourly rate of $88. Can the government please verify that 57, 276 hours are the expected yearly effort projected for this contract and that the expectation for a fully burdened rate is an average of $53 per hour? FAA Response: FAA did not provide a contract estimate. A not to exceed amount for the aggregate of Task Orders was provided. The FAA has provided a revised pricing spreadsheet to identify estimated labor hours in each year. See Attachment A v8.26.
9.a Section B of the SIR indicates the contract will not exceed $9,603,152. In addition, the FAA staffing spreadsheet provided indicates 57, 276 hours per year. The staffing spreadsheet also indicates $150,000 per year in ODC’s. In developing our cost proposal, our expectation is that we need to propose hourly rates that add up to the $9.6M.
· Have we misunderstood the staffing spreadsheet? FAA Response: The FAA cannot provide a response to this question. The Pricing Spreadsheet has been updated for clarification. See Attachment A v8.26.
· Is FAA’s thinking that less than 57,000 hours will be issued on tasks each year? FAA Response: This will be an IDIQ contract and the hours provided are estimates only. The exact amount of hours to be ordered for each labor category is unknown at this time.
· Would bids exceeding $9,603,152 be considered non-responsive? FAA Response: No, however, the price proposal will be evaluated in accordance with AMS Policy Section 3.2.3, Pricing Methodology, Principles and Standards and AMS Policy and Procurement Guidance Section T3.2.3, Cost and Price Methodology, in accordance with the SIR.
· Would FAA be able to make an award to a bidder with a total price of $10M or higher? FAA Response: The FAA can make award to a vendor whose total evaluated price exceeds $10 million, however the total contract value will not exceed $9,603,152.00.
10. Based on the statement of work provided in Section C, there appears to be services best suited for pavement technicians, however this labor classification is not listed in the staffing spreadsheet. Can the FAA please confirm that you don’t anticipate the need for pavement technician services on this contract? FAA Response: The FAA does not require pavement technician services.
11. The SIR Attachment B Labor Category Descriptions states the Senior Civil Engineer 4 must have a “professional accreditation”.
a. Would an international license or certification meet this requirement? If not, what accreditation would meet the requirement? FAA Response: Yes, an international license or certification would meet the requirement.
12. We request an extension of the proposal due date until 5 pm on Tuesday September 8. FAA Response: Due date for proposals is extended until 5:00 pm EDST on September 30, 2020.
13. In Appendix A – On the Pricing Sheet it shows a total of 57,276 hours. Is that the combined hours over a 3 year period or is that the total hours for one year? FAA Response: The Pricing Spreadsheet has been updated for clarification. See Attachment A v8.26.
14. In Section B – Supplies or Services/Prices it shows a total of $9,603,152. Is that the total for the three year Contract? FAA Response: The aggregate value for all orders placed against this contract will not exceed $9,603,152 for the total extent of the contract.
15. Due to the Covid-19 situation it is taking some time to put together this Solicitation, can we request an extension to the 21st of September, 2020? FAA Response: Due date for proposals is extended until 5:00 pm EDST September 30, 2020.
16. In Attachment A: Pricing Spreadsheet lists the Labor categories in Column A and associated hours for each in Column C. In 5 instances (rows 14, 19, 23, 25 & 33) there are hours in Column C with no associated Labor category in Column A. FAA Response: The associated labor category for rows 14, 19, 23, 25 & 33 is the same as the labor category in the row above, however, the second entry is for the off-site rate. Spreadsheet has been updated for clarification. See new Attachment A v8.26.
17. Can the FAA clarify, do the hours with no labor category listed in Column A belong to the Labor category in the row above each? In other words, are these hours with missing Labor categories in Column A the off-site hours for the Labor category in the row above each? FAA Response: The associated labor category rows 14, 19, 23, 25 & 33 is the same as the labor category in the row above, however, the second entry is for the off-site rate. Spreadsheet has been updated for clarification. See new Attachment A v8.26.
18. In Attachment A: Pricing Spreadsheet, when pricing data is entered, Column K (G&A cost) is too narrow to show the resulting cost computed. Can the FAA either modify the pricing template to widen column K or allow bidders to edit the template? FAA Response: Spreadsheet has been modified to widen all locked columns. See new Attachment A v8.26.
19. In the SIR, on page 3, in the section CONTRACT MINIMUM AND MAXIMUM, it is stated that the aggregate value for all orders placed will not exceed $9,603,152. Can the FAA clarify, is this aggregate value for one year, or is this not to exceed value supposed to cover all 3 years (36 months), meaning not to exceed value would be approximately $3,201,051 per year? FAA Response: The aggregate value for all orders placed against this contract will not exceed $9,603,152 for the total extent of the contract.
20. Are resumes limited to just the 4 key personnel or can more be submitted for other roles and subject matter experts? If so, is the page limit of 3 remain the same? FAA Response: Resumes are limited to key personnel identified in the SIR only.
21. Will consideration be given to extending the due date of September 7, 2020 since this is a holiday? FAA Response: Due date for proposals is extended until 5:00 pm EDST September 30, 2020.
22. Is a letter of intent needed if one of the key personnel works for a subcontractor and not the prime? FAA Response: See SIR Section L.9; Technical Evaluation Factors; Factor 3; Key Personnel: Letter of Intent - If the intended Key Personnel is not employed by the prime Contractor at the time of proposal submission, a signed and dated Letter of Intent must also be provided. The letter must be dated after the release of the SIR and indicate that he/she will be available for employment by the prime Contractor within three (3) weeks of contract award.
