About this file

This is a Questions and Answers document for federal contract 6923G526Q0037 A00001 concerning AtoN Buoy Chains.

The solicitation requires 1-1/8" diameter by 90 feet open link buoy chain, galvanized, new with mill certification. The product is subject to Buy America requirements. A revised pricing sheet has been issued to clarify quantities and specifications, as the initial documentation contained conflicting information regarding whether the requirement was for 2-1/8" or 1-1/8" diameter chain. The 45-day mandatory delivery requirement, established through market research indicating commercial availability within this timeframe, applies to the full quantity. While partial shipments may be considered, the Government requires complete delivery of all items within 45 days after award. Offerors must propose delivery solutions that satisfy this requirement without exceptions based on production lead times.

# Question Answer 1 Can you clarify size and whether or not this has domestic requirements?

2-1-1/8" is not a material size.

Yes. The size is 1-1/8"x90' AtoN Buoy Chain, see revised pricing sheet.

2 Is the chain 2.1/8” dia with PL 131,000 lbs/MBL 262,000 lbs?

Or is it 1.1/8” dia, fitted with end links each end and PL 38,500 lbs/MBL 77,000 lbs?

1-1/8"(inch) X 90' (feet) Open Link Buoy Chain, Galvanized, New with Mill Certification

3 Is this Bid required BUY AMERICA?

Yes.

4 The attached Excel sheet says 2 1-1/8"(inch) X 90' (feet) Open Link Buoy Chain, Galvanized, New with Mill Certification QTY 12.

And SOW shows 1-1/8"(inch) X 90' (feet) Open Link Buoy Chain, Galvanized, New with Mill Certification.

Please clarify.

A revised pricing sheet has been issued.

The solicitation states delivery must be made no more than 45 days after award. I would like to confirm:

1. Is the 45-day delivery requirement mandatory, or is there any flexibility depending on production lead times?

2. Would partial shipments be acceptable if full quantity cannot be delivered within 45 days?

3. Is the delivery timeline based on historical supplier stocking assumptions, or is GLS aware that some manufacturers may require production lead time?

The 45-day delivery requirement stated in the solicitation is mandatory. Offerors shall propose delivery that meets this requirement.

Partial shipments may be considered; however, the Government requires the full quantity to be delivered within 45 days after award.

The 45-day delivery requirement was established based on market research indicating that the required buoy chains are commercially available within this timeframe.
