Performance Work Statement (PWS)

Eisenhower and Snell Locks Core Drilling and Pipe

Installation

1. Background Information:

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which operates and maintains that portion of the St. Lawrence Seaway in US territorial waters between Lake Ontario and Montreal, Quebec. A major part of the Corporation’s mission of facilitating the safe and efficient passage of commercial vessels through the Seaway is the operation and maintenance of Eisenhower and Snell Locks which are located in the town of Massena, New York.

2. Mission/Purpose:

GLS is seeking a contractor to perform core drilling, installation, and grouting of new pipes at multiple locations at Eisenhower and Snell Locks in Massena, NY during the winter shutdown season on or about January 12th through March 9th, 2026, when the locks have been dewatered. GLS has differential pressure pipes installed in the locks that allow for a pressure reading to be obtained just above (upstream) and below (downstream) the miter gates in the lock. These readings are used in the operation of the lock. The existing pipes begin at internal stairwells or passages in the concrete structure of the lock and terminate at the lock wall itself. Over time, the pipes have become obstructed at three gate locations, creating the need to core drill new holes in slightly different locations and install new pipes and grout. The work consists of both indoor and outdoor portions. The work shall be completed at the following miter gate locations: Eisenhower Upstream, Eisenhower Downstream (190A Barnhart Island Road, Massena, NY 13662 address), and Snell Downstream (145 Snell Lock Road, Massena, NY 13662), all on the North wall.

3. Scope

This project is for the core drilling and installation of pipes at Eisenhower and Snell Locks in various locations, which intersect void spaces within the lock concrete monoliths. Photos and reference drawings have been included for a general guide to the existing structures. Areas where core drilling, pipe installation, and cable protection in void spaces is required include:

Eisenhower Locations:

- Upstream miter gate area (one bore hole upstream of gate, one bore hole downstream of gate)

- Downstream miter gate area (one bore hole upstream of gate, one bore hole downstream of gate)

Snell Locations:

- Downstream miter gate area (one hole upstream of gate, one hole downstream of gate)

The dimensions and depths of the drilled holes are detailed in the Reference Drawing Attachments. The

Contractor shall provide all labor, equipment, materials, and costs required to complete this performance work statement.

The Contractor will be authorized to commence work in the lock after initial dewatering which is anticipated to be on or about January 12, 2026. The lock chambers are dewatered to the lowest level possible but there is residual water in the bottom of the chamber that can vary by approximately 4 feet.

Access to the areas around the upstream miter gates and the vertical lift gate will be restricted until on or about January 19, 2026. Refer to reference drawing 326-C-20-1 for the approximate limits of the restricted access area. Once GLS work in this area is complete, the area will be turned over to the Contractor. Under no circumstances shall the Contractor be authorized to access or have materials, tools or equipment within the dewatered lock work areas after March 9, 2026. The Contractor must demobilize all material, tools, equipment and debris offsite by no later than March 16, 2026.

The Contractor shall provide means for heating and enclosing work areas as necessary. The Contractor shall be responsible for a safe work environment and provide means to ensure work areas are always accessible for work and inspection. The Contractor shall submit a project safety plan for approval prior to mobilization for work.

The Contractor’s personnel must not drive vehicles or equipment over any recess covers or gratings located on the lock walls, nor set up cranes or outriggers on any recess covers or gratings because they are not designed for these loads. The location of recess covers and gratings are indicated on the contract reference drawings however, the Contractor is responsible for verifying the recess cover and grating locations in the field prior to submitting the work site layout plan for approval and commencing work.

GLS has a requirement for core drilling, pipe installation, and grouting of drilled holes at Eisenhower and

Snell Locks. A number of holes shall be drilled horizontally into concrete at separate locations at

Eisenhower and Snell Locks. The Government has carefully selected starting and ending points for the drilled holes starting on the outside (dewatered lock chamber) to avoid intersecting critical items within the concrete monolith. These are to be surveyed, marked, and drilled by the Contractor. The smaller 4” holes are full depth, and there are shallow larger 12” holes to create void space for pipe fittings on either end of each 4” hole. Drilled holes shall be required to penetrate rebar reinforcement in some areas.

Water stops shall be installed near each end of the drilled holes. The holes shall be drilled with the bit breaking through the void space within the tolerances called out in the section 4.3.1. Due to the proximity of the new drilled holes to critical support structures embedded in the concrete on the end of the miter gate, blasting and percussive drilling methods shall not be permitted for this work. On the interior stairwell space, partial demolition of steel hanger bars consists of unmounting, tying back, and fully guarding utility cables to avoid damage when the drill bit penetrates the stairwell space, as well as installation of a small number of ground wires to re-ground the partially demolished hanger bars. New stainless steel pipes shall be installed in the core-drilled holes with supports, and with water stops installed on the o.d. at intervals specified on the drawings. The new pipes shall then be fully grouted in place without voids and tested to refusal. These operations are detailed on the contract drawings. Since the 4” holes are required to be drilled from the lock chamber side and the selected elevations are midway up the lock chamber, a work platform suitable for winter weather conditions and means of access shall be designed and constructed for work in each location. Work by other contractors or

Government workers in the same general area as this project is likely. The COR may designate the starting location at which Contractor performs work in order to minimize interference with other

Contractors or GLS personnel. Direct coordination between contractors working on different projects or

Government employees working on projects shall be required on an as-needed basis and shall be the responsibility of the Contractor. The Contractor shall be required to furnish all plant, personnel, material, and equipment to complete the work. All work shall be performed in accordance with the contract drawings.

The Contractor shall perform all work in a safe manner in accordance with applicable OSHA regulations and shall submit a Health and Safety Plan (HASP) for GLS approval prior to commencing work. The Contractor shall take precautions to not damage any GLS equipment, machinery and facilities. This also includes any terrain or vegetation. Any damage to GLS property shall be repaired expeditiously and at the expense of the Contractor.

4. Performance Work Requirements

4.1 – Schedule:

The contractor will be required to submit a detailed project schedule showing dates and timelines for materials procurement, fabrication and performing the salient features of the work.

4.2 – Project Work Plan:

The contractor will be required to submit a Project Work Plan explaining all project activities to be performed by the Contractor and any subcontractors. The Work Plan shall address field surveying, core drilling, pipe and pipe support installation, water stop installation, grouting, temporary movement and guarding of electrical and signal cables, and interior core drilling for the work under the Contract. The

Work Plan shall show each activity with planned timelines. These work areas will also be used for inspection hold points and allocating progress payments. Means for meeting utility requirements shall be included in this Plan. The Work Plan shall also include cut sheets on surveying equipment and core drilling equipment.

4.3 – Submittal Log:

The contractor will be required to submit a submittal Log that includes a comprehensive list of all materials used during the performance of the work. This includes manufacturer’s data sheets for:

grouting materials, pipe, fitting and pipe supports, water stops, electrical mountings, sealants.

4.4 – Communications Plan:

The contractor will be required to submit a communications plan that describes a communications system that provides reliable real-time connection between drilling personnel on the exterior and personnel on the interior of the stairwell through many feet of concrete. The plan will include make and model of communications equipment, and a description of how the system will be used by personnel and whether it is wired or wireless.

4.5 – Wastewater Management Plan:

The contractor will be required to submit a Wastewater Management Plan addressing collection, treatment and disposal of any waste drilling water generated during the project. The Plan shall consider the character of the wastewater and water quality standards applicable to the work. In all cases the

Contractor shall not allow drilling slurry, bleed water, debris, or other Contractor generated waste to be discharged into the surface water, the Lock Chamber, or into Government facility interior drains.

4.6 – Requirements for Scaffolding, Work Platforms, and Means of Access

Scaffolding, work platforms, and means of access must be designed, and their drawings stamped by a

Professional Engineer licensed in the state of New York and constructed in strict accordance with the drawings. They shall also be designed and maintained in accordance with Occupational Safety and

Health Administration (OSHA) regulations, and the Scaffolding, Work Platforms and Access Plan. Lack of reference herein to a particular regulation does not excuse the Contractor from compliance with the regulation. Alternative means of access and platforms will be considered. In the case of floating platforms/barges, because of work happening by other contractors in the culvert areas, the locks will be dewatered per usual though residual water will remain. In the relevant areas on the bottom of the lock it is not uncommon for natural bedrock to be partially exposed. Also, the water levels may fluctuate based on water ingress/ice melt. Therefore, the locks may not contain sufficient water to fully float a barge. The Contractor shall provide documentation or certification, for commercially available scaffolding systems, that they meet the current OSHA required criteria. Weather conditions should be considered outdoor winter in the northern NY region. Upon completion of the work at each location scaffold, work platform, and means of access mountings and attachment points shall be demolished and the surface restored back to original condition. No removed fasteners, appurtenances, or debris created during their demolition shall remain in the Lock Chamber; they must be removed and disposed of properly.

Anchoring of scaffold, work platforms, or means of access directly to the newly installed diffuser structures at the downstream lock locations is strictly prohibited. This includes drilling into or landing structural members directly on top of the unprotected diffuser structures. Proposed designs using protective cribbing over the diffusers will be considered. In between the diffuser structures, legs of scaffold may be landed on the bottom of the diffuser pit or cribbing, and anchoring methods to the floor or wall of the diffuser pit are permitted.

4.6.1 Scaffolding, Work Platforms, and Access Plan: This plan shall include designs and construction drawings, equipment specifications, and calculations for all specially constructed work platforms, scaffolding, stairs, and associated anchoring systems. The

Contractor shall submit calculations and drawings, signed and sealed by a Professional

Engineer licensed in the State of New York, Engineer of Record, that assure the structural integrity of the structure under the live and dead loads imposed, including the design wind loading. The drawings shall and indicate the method(s) of support between scaffolding, work platforms both to each other and to the structure(s). The submittal shall include copies of the manufacturer’s specifications for the materials and equipment that will be used to provide a complete system including ventilation. The Contractor shall provide documentation or certification, for commercially available scaffolding systems, that they meet the current

OSHA, ANSI and/or NIOSH standards and/or recommended practices. Any field changes made to equipment or assemblies shall be approved by the Engineer of Record prior to use.

4.7 – Requirements for Electrical Work and Protection of Utility Cables

The stairwells that will be intersected by the new drilled holes contain many electrical and signal wires that are critical to operation of the Locks. The stairwells also contain a pair of 13,800 Volt cables that run down the stairwell and under the lock via a crossover passage. All cables must remain undamaged during the performance of the work. The Contractor shall construct protective wooden or metal structures around the 13,800 Volt pair of cables in the stair riser to keep them from being damaged during work or rigging operations. These structures shall be later removed from the work area fully and the cables returned to original locations. The 13,800V cables are not on the same wall the drill bit will penetrate but still require protective structures. All other cables in the stair riser on the walls that will be penetrated by the drill bit shall be fully protected by wooden or metal structures or approved means devised by the Contractor and included in their Work Plan. It is critical that the cables are protected and carefully watched when the bit is nearing breakthrough into the recess. The load rating of the fiberglass stair riser floors is 500 pounds per square foot with a maximum per floor of 4,500lb evenly distributed.

The stair treads between the stringers are the pivoting type that can be tilted out of the way to allow rigging of some objects down through them.

4.7.1 13,800V Cable Temporary Protective Structures: The Contractor shall design and construct a means of protecting the live 13,800V cables to protect them from any damage. The protective structures shall be fully removed when the work is complete, including removal of any temporary fasteners and mountings. All fasteners used in attaching temporary protective structures to concrete shall be of Stainless Steel grade 304.

4.7.2 Tie Back and Temporary Protection of Utility Cables: The Contractor shall loosen the mountings on all cables that are in the potential path of a drill bit breaking through the wall of the stairwell. The cables shall be then tied back and guarded using means devised by the

Contractor in the Work Plan. To obtain enough slack on the cables, this may require loosening the mountings at multiple stair levels. At all times the cables shall be adequately supported and not over strained. The cables shall be handled carefully so that they are not damaged internally or externally. The cables, especially large ones, shall not be allowed to hang from a single top mounting. This work shall be performed by qualified electricians. Cable protection is also required at the Eisenhower Upstream location which will penetrate the horizontal crossover passage instead of a vertical stairwell. At that particular location the cables run in horizontal trays and may not require loosening of mountings. After the work has been completed, all cables shall be remounted in their original condition using original or exact replacement hardware. Many of the original cables utilize a braided copper strap for retention. The Contractor shall keep and reinstall the straps when work is completed or may elect to purchase and install exact replacements. Plastic cable ties shall not be permitted unless currently used. The Contractor should assume that all cables will be electrically live.

4.7.3 Installation of Minor Cable Hanger Bar Grounds: The Contractor shall install new solid copper ground wires between cable hanger bars as indicated on the contract drawings. The ground wires shall be the same size and fitting type as the original. One new ground wire shall be installed in each of the stairwell work locations. The length of each ground wire is approximately two feet.

4.7.4 Appurtenance Demolition and Removal: The work described herein pertains to the demolition of portions of cable hanger bars to facilitate the new drilled holes in the walls of the riser. The cable hanger bars are ¾” x 4” steel. The work is detailed on the contract drawings. The work also includes minor demolition, removal, and disposal of unused electrical and mechanical appurtenances. These items include unused sections of piping, conduit, mechanical and electrical appurtenances in the work area. The Contractor shall communicate with the COR about what needs to be removed.

The Contractor shall supply all labor, materials, and equipment necessary for removal and reinstallation of the appurtenances, except as described in section 5.1 Government-

Furnished Equipment and Information.

4.8 – Core Drilling

4.8.1 Surveying and Core Drilling of 4” holes: A total of six (6) new four inch (4”) diameter holes shall be core drilled at separate locations at Eisenhower and Snell locks. The orientation of the drilled holes is in the horizontal direction into the vertical face of the Lock wall, sometimes at an angle. The maximum hole depth for this work will be approximately 45 feet on certain holes. Actual depth of drilled holes is called out on the contract drawings. Some holes shall be required to be drilled at an angle to main surface where the bit starts. The locations of the start of the bore holes at the lock wall have been carefully chosen by the Government to avoid hitting miter gate wall quoin anchorages, previously installed post tensioned steel anchors, concrete monolith joints, and other utilities. The start locations of drilled holes have not been marked in the field. The Contractor shall be responsible for careful field surveying, layout, and marking of hole locations as they are called out on the drawings. The holes will be in pairs, one upstream and one downstream of three different miter gates. The miter gates where work shall be performed are Eisenhower Upstream, Eisenhower Downstream, and Snell

Downstream locations. The holes shall be drilled from the exterior in, starting from the face of the Lock Chamber wall and intersecting void spaces in the concrete as detailed on the contract drawings. The miter gate pintle center point which has a station number (STA) in the contract drawings shall be used as the reference point for surveying in the upstream/downstream directions in the Lock Chamber and can be access at the top hinge of the miter gate. The lock wall top elevation shall be used as the reference point for survey elevations.

Drilled hole Accuracy Requirements: The 4” drilled hole start points shall be surveyed on the outer face of the lock wall and laid out to a center point tolerance of within 1 inch in any direction from the theoretical center point. All holes shall be drilled to full depth such that the center point of the hole where it terminates in the stairwell space shall not exceed 8 inches in any direction from the location of the center point called out in the contract drawings. The

Contractor shall design and construct the drilling apparatus and mountings to be sufficiently rigid to maintain at the proper angle a straight and level borehole within the tolerances above.

Due to the proximity of the new drilled holes to critical support structures embedded in the concrete on the end of the miter gate, percussive drilling methods shall not be permitted for this work.

4.8.2 Shallow Core Drilling of 12” Holes: Short 12” diameter holes shall also be core drilled on each end (interior and exterior) of the main drilled 4” hole in accordance with the contract drawings. The depth of these holes will be approximately 10”. Core drilling will involve cutting through rebar reinforcement primarily around the void spaces to be intersected

(stairwell space) and are shown on the reference drawings.

4.8.3 Concrete Core Disposal: The Contractor shall collect all cores and dispose of them at a designated site near Eisenhower Lock. The Contractor shall not dispose of any concrete cores, or debris in the Lock Chamber.

4.8.4 Drilling Slurry Collection and Disposal: The Contractor shall not dispose of any drilling slurry in the Lock Chamber. All drilling slurry shall be collected by slurry vacuum or other method and disposed of properly. In the interior stairwell, drilling slurry is strictly prohibited from entering the Government’s drains or sumps, including the sump at the bottom of the stairwell. The

Contractor shall collect all drilling slurry and bleed water in a tank and dispose of properly.

4.9 – Pipe Installation, Grouting, and Materials:

4.9.1 All new 4” drilled holes shall have new stainless steel pipes installed with all supports and fittings as indicated on the contract drawings. The pipes shall be one and one quarter inch (1-

1/4”) Nominal Pipe Size, Schedule 80, Alloy 304 Stainless Steel conforming to ASTM A276. The lengths of pipe shall have standard National Pipe Taper (NPT) threaded ends and pipe sections shall be joined with 1-1/4” 1000# bar stock style (MSS SP-114 standard) threaded couplers of

304 Stainless Steel material conforming to ASTM A276. Couplers shall be sealed with Teflon tape or an appropriate pipe sealing compound such as products by Gasoila, Inc. or equal. The pipes shall be supported every 5 feet with 304 Stainless Steel centering type supports such as made by Spider Inc. or equal. The pipes shall have hydrophilic water stops fabricated from Sika

SS-0320 and bonded to the pipes with Sika Hydrotite sealant (or approved equal products) every 10 feet as indicated in the contract drawings. In addition, hydrophilic rubber water stops shall be fabricated from Sika SS-0320 rubber stock and bonded to the inside of the concrete drilled hole with Sika Hydrotite sealant (or approved equal products) near each end of the drilled holes as indicated in the contract drawings. The minimum installation distance of the water stop from the end of the grouted hole shall be observed in accordance with the manufacturer’s recommendation.

All pipes, couplings, supports, fittings, and fasteners shall be of Alloy 304 Stainless Steel. Pipes and pipe fittings shall conform to ASTM A276 or approved equal and made in the USA.

Substitutions of galvanized carbon steel versions of any of these parts are strictly prohibited.

Grout for the boreholes shall be Sika Masterflow 928 or approved equal that the Contractor has proven experience with. The grout manufacturer’s instructions shall be strictly adhered to for handling, storage, and usage, and all acceptable field conditions for installation and cure.

Due to the proximity of the new drilled holes to critical support structures embedded in the concrete on the end of the miter gate, percussive drilling methods shall not be permitted for this work.

4.9.2 Grouting: All 4” bore holes shall be pressure grouted to their full depth to refusal using a grout pump. The Contractor shall devise the plumbing and pump apparatus appropriate for the work . Void spaces shall not be permitted. The Contractor shall design and construct the appropriate plumbing and forms to facilitate this activity. The Contractor shall also design, and construct means of enclosing and heating any grout exposed to winter conditions to the extent and duration the grout manufacturer requires. The finished grouted boreholes holes shall remain leak free under the head of water in the Lock Chamber when placed into service.

4.10 – Quality Control:

4.10.1 Quality control shall be the responsibility of the Contractor. The Contractor shall designate a person for this activity who shall document compliance with the contract drawings and this document. The Contractor shall issue to the Government documentation of the drilled hole surveyed layout and drilled hole accuracy compliance and borehole grouting refusal testing.

All new 4” drilled holes shall have new stainless steel pipes installed with all supports and fittings as indicated on the contract drawings.

4.10.2 Drilling and Grouting Procedures and QC Plan: This Plan shall be provided describing use of the proposed drilling equipment, including number, length, and type of drill bits, and boring equipment model. The plan shall include how the Contractor intends to meet the bit breakthrough location tolerance. It shall include how the drilling equipment shall be mounted and the proper angles maintained. It shall also include a description of how grouting of the full depth of the drilled hole can be proven/tested (refusal test description). It shall describe how temperature conditions will be maintained during the cure of grout.

4.10.3 Field Measurements: Prior to drilling each of the six drilled 4” diameter holes, the Contractor shall field record the as-laid-out dimensions of the exterior entry point (start end) of the drilled hole. The Contractor shall notify the COR of any deviations from the tolerance requirements for entry point as specified in section 4.3.1 of this document within one hour and before proceeding with drilling so that the COR may check any potential interference issues.

Within one hour after each hole drilling is completed, the Contractor shall field record the locational dimensions of where the center of the bit exited in the interior void space for all six of the 4” diameter drilled holes. The Contractor shall notify the COR of any deviations or expected deviations from the tolerance requirements for entry point as specified in section

4.3.1 of this document within one workday of the measurements.

4.10.4 Grouting Refusal Testing: During the grouting of each of the 4” diameter drilled holes, the

Contractor shall document the point of refusal or when and how the hole is proven to be full of grout. Refusal pressures and visual indicators shall be documented for each hole for inclusion in the Final Report.

4.10.5 Field Measurements and Grouting Final Report: The combined field measurement and grouting data shall be compiled into the Field Measurements and Grouting Final Report. The report shall show that both the pre-drilled and as-drilled hole center point location at both entry and exit points is compliant with the tolerance requirements as specified in section 4.3.1 of this document. The report shall also include documentation that each hole is fully grouting including all refusal pressures and visual indicators. The report format shall identify the work area and specific location of each drilled hole and its dimensional and grouting data (e.g., Eisenhower Downstream work area, Upstream bore hole). The report shall include one labeled photograph of the entry and exit points of each drilled hole at each location.

4.11 – Communications System:

4.11.1 The core drilling work will require a real-time means of communication, particularly when the drill bit is about to break through the wall of the stairwell interior. This is to protect all cables that can be potentially interfered with during drill bit break through as well as personnel in the stairwell. There are many feet of concrete between inside and outside, therefore the communication method must be absolutely reliable, clear, and with adequate volume. The contractor shall devise and implement the means of communication as detailed in the

Communications Plan.

The Contractor shall field demonstrate to the COR one time the fully functioning communications system prior to drilling of the first full depth hole. The same system shall be used at all drilling locations in the project.

4.12 – Monitoring and Inspection of the Work:

The COR will visit the site regularly to assess progression of the work and for technical correspondence. The Contractor shall provide the COR access to inspect work at the COR’s request.

5. General Requirements

5.1 – Government Furnished Equipment/Information/Utilities

Process water, potable water, heat, air, and any other utilities needed for this PWS shall be the responsibility of the Contractor. All temporary facilities, including restroom facilities, shall be provided by the Contractor. The GLS will provide the Contractor with two (2) load centers which will be located on top of the lock wall or other locations agreed upon by the Contractor and COR. There are physical limitations of where the load centers can be placed and still be able to be energized. Historically, there has been unscheduled temporary power loss to GLS facilities. Therefore, the Contractor shall make provisions and plan accordingly. Each load center will provide the Contractor with a total electrical capacity of 60 amps of three-phase 208/120 volt power. The load centers each have six (6) 120V single phase twist-lock receptacles, 20 amp each, two (2) standard 120V single phase receptacles, 20 amp each, two (2) 208V three-phase twist-lock, 30 amps combined, and one 208V single phase twist-lock at 20 amps. GLS will not provide housing/break rooms and the contractor will be responsible for any and all utilities/facilities aside from the load centers indicated above. The Contractor shall provide all remaining construction materials to complete the project.

5.2 – Facilities Access

All locations are normally submerged in water. Construction work can only be done when the lock is out of service and dewatered during the annual winter navigation shutdown period (season). Access to the work areas is restricted in that the diffuser pit area where scaffold may land is below the adjacent lock wall surfaces. This will require temporary special access means (at the Contractor’s expense) such as construction stairways, elevators, etc. for personnel access, and crane service (at the Contractor’s expense) will be required to insert and remove materials and equipment. GLS cannot fully dewater the work areas. Additionally, water will infiltrate into the dewatered areas. Water levels are anticipated to fluctuate by as much as approximately 4-feet in the work areas. Therefore, the Contractor shall provide means to manage water in the work area as needed.
