# Ques on Answer

1 Water Level at the Bo om of Lock Chamber and Emptying/Filling Culverts Please confirm if there will be exis ng water at the bo om of the lock chamber and emptying/filling culverts on both the South and the North side. And please clarify how much water is expected during the construc on period

Please refer to Sec on 5.2 on page 5 of A achment A:

PWS. “Addi onally, water will infiltrate into the dewatered areas. Water levels are an cipated to fluctuate by as much as approximately 4-feet in the work areas. Therefore, the Contractor shall provide means to manage water in the work area as needed.”

2 Material/Equipment Access Point – West Side It is understood that at the Northside of the Lock, there is a 15’-6” x 8’ opening located on top of the downstream (Northwest) for material and equipment access. Is it possible to provide addi onal access from the East side, specifically at the bo om of the downstream area where the contract work to be performed?

Contractors may access the culvert tunnels through the upstream culvert valve recesses, see Sec on 5.2 on page 5 of A achment A:

PWS. Any access through the downstream culvert valve recesses will require advanced coordina on and approval with GLS.

3 Power Supply Kindly specify the power source available onsite. Will con nuous 24-hour power be permi ed for equipment opera on during mul -shi work?

Please refer to Sec on 5.1 on page 5 of A achment A:

PWS. GLS will provide the Contractor with 2 electrical load centers. Any addi onal power shall be provided by the Contractor at their expense. Con nuous 24-hour power is permi ed, but historically, there has been unscheduled temporary power loss to GLS facili es.

Therefore, the Contractor shall make provisions and plan accordingly.

4 Site Access Hours Can unrestricted access to the facility be granted 24/7, con ngent upon the contractor’s shi schedule?

Access to the site will be restricted to Contractor personnel who have completed the required background inves ga on.

Contractor personnel who have completed the required background inves ga on may access the site 24/7 con ngent upon the contractors shi schedule.

5 Disposal Area and Responsibili es As instructed during the site visit, the designated disposal area is located approximately ¼ mile north of the facility.

Please confirm the disposal area is an open area where contractors dump any disposal material to the designated disposal site.

Please, clarify if there are any restric ons on disposable materials. Will the contractor be required to supply and manage the disposal containers?

Please refer to Sec on 4.1.11 on page 4 of A achment A:

PWS. The disposal area is an open area where the Contractor may dispose of shotcrete rebound, demolished concrete, and excess aggregate only. All other materials (including steel reinforcement) must be disposed of offsite at the Contractors expense. The Contractor must supply and manage their own disposal containers for trash, steel reinforcement, other construc on materials, etc.

6 Requirements for Reinforcement Please confirm the reinforcement specifica ons:

� For areas with concrete removal up to 6" deep, install W6xW6 wire mesh.

� For depths exceeding 6", install #6 reinforcement grid at 12” on center, and install #8 dowels at 3’ on center, no W6xW6 wire mesh.

� Are there any addi onal requirements or clarifica ons for these reinforcement zones?

Please refer to Sec on 4.1.6 on pages 3 and 4 of A achment A: PWS. All reinforcement requirements are in the PWS.

7 Curing Requirements We understand curing must maintain a minimum temperature of 50°F for at least 72 hours.

Please confirm if this is correct and if any addi onal curing procedures (e.g., wet burlap, curing compounds) are required.

Please refer to Sec on 4.1.10 on page 4 of A achment A:

PWS. Shotcrete applica on areas shall be cured at least 3 days (72 hours) and at a minimum be maintained at an ambient temperature of 50 degrees Fahrenheit. There are no addi onal curing procedures.

8 Tes ng and Quality Control Will material and placement tes ng be provided by the DOT, or is the contractor expected to engage a third-party tes ng and inspec on firm? Please provide approved concrete tes ng labs.

Please refer to sec on 4.1.2 on page 3 of A achment A:

PWS. The Contractor is responsible for engaging an approved laboratory to provide coring and tes ng of test panels.

9 Access to Culverts – Safety and Durability Please provide details on the condi on, load capacity, and weather durability of stair access to the culverts. Is there an established emergency access/egress plan that contractors should follow?

Please refer to Sec on 5.2 on page 5 of A achment A:

PWS. The Contractor is responsible for providing access to the work areas.

10 Weight Limita ons for Equipment Kindly provide the weight restric ons, if any, for construc on equipment opera ng within or around the lock area and inside the culverts.

There are no weight limita ons for construc on equipment, provided the equipment fits through the approximately 15’x8’-6” opening in the culvert valve recess. Please also refer to Sec on 3 on page 2 of A achment A: PWS. The Contractor’s personnel must not drive vehicles or equipment over any recess covers or gra ngs located on the lock walls, nor set up cranes or outriggers on any recess covers or gra ngs because they are not designed for these loads.

11 As-Built Drawings Please provide exis ng as-built drawings detailing reinforcement layouts in the walls, ceilings, and port areas.

Please see a ached reference drawings (326-C- 20-22, 326-C-20-65, R-N44- 6B, R-N44-9, R-N64-2A, R- N64-2B, R-N64-4, R-N64-5A, R-S11-6B, R-S11-9, R-S31-2, & R-S31-5A) detailing reinforcement layouts.

Drawing 326-C-20-22 is only provided for general reinforcement notes. At the flushing port sweeps we do not believe there is reinforcing bar, but there is a possibility of reinforcing mesh. This area is now shown on any record drawings.

12 Required Work Sequence If the owner mandates a specific sequence of work for demoli on, reinforcement, and/or concrete placement ac vi es, and loca on (i.e. Southside culverts, Northside culverts), please provide the required sequence for planning purposes.

The Contractor is required to provide a construc on scheduling deno ng the sequence of work ac vi es.

Please refer to Sec on 3 on page 2 of A achment A: PWS for the meline and areas where access will be temporarily restricted.

13 Bonding Please clarify bonding requirements. Is there a bid bond that is required to be submi ed with the bid and at what percentage of the contract value?

As specified in the RFP, bonds must comply with FAR 52.228-15. Bonds are required to be submi ed 10 calendar days a er award.

Bonds are required to be 100% of the original contract price.

14 Would the GLS provide the 2025 Eisenhower and Snell Lock shotcrete repair project value and incumbent.

This requirement is only for Eisenhower Lock. In accordance with FAR 36.204, the magnitude of this project is between $1,000,000.00 and $5,000,000.00. The incumbent was Pa erson- Stevens, Inc.
