# Ques on Answer
1 Do you have the Sta on #s for work to be performed in Eisenhower Lock –
Southside Filling?
- Downstream Ramp – Btw Sta. 649.00B & 734.00B
- Between Tear Drops and 1st Culvert Valve – Btw Sta. 63.00A & 30.00B
- Bu erfly Valve – Btw Sta. 24.00A & 30.00B
- Port 7 – Btw Sta. 341.00B & 385.00B
- Upstream Culvert Bulkhead Slot – Btw Sta.
30.00B & 87.00B
2 Under Snell loca ons – there is a reference to sheet #327-C-20/27;
however, that sheet # is not provided.
Sheet #327-C-20/27 is provided in A achment D – Snell Lock Technical References
3 Na onwide Shotcrete may not have a vast resume for work of this nature within the past 3 years. However, NSI has recently performed over $45Million dollars in Shotcrete work throughout the US and has a management team that has been working in the Shotcrete industry for the past 35 yrs. This being said, despite our ability to provide a significant history of projects over the past 3 years, do you believe that if we present a detailed work plan, project schedule and compe ve pricing; that we may be considered for award on this project?
If the offeror has no past performance history OR the Contrac ng Officer has determined that the past performance informa on provided is not directly related or similar to the requirements in the RFP, the offeror will receive a Neutral past performance ra ng.
4 When will the site visit list be posted on SAM.gov?
The site visit company a endees were Kubricky Construc on, Na onwide Shotcrete, Patriot Shotcrete.
5 Under Sec on 3.1: Eisenhower loca on for Locks “second Eisenhower Lock Loca on” – there are no sta on #s provided…can you please provided those for us.
Please see response to Ques on #1.
6 There was discussion that certain por ons of the lock will be under 4’ of water, as you will not be able to abandon all the water and we will be required to pump that water out. Do you know what the rate of flow into that
The exact flow rate of water into the lock a er the stop logs are placed and the locks are drained is unknown and will fluctuate based on various factors such as precipita on, ice mel ng, etc.
area will be, such that we can determine pumping requirements?
7 In the A achment B Pricing Sheet – there is an Item #12 for Shotcrete at “other loca ons”. Given the logis cs of this project, the pricing for this item will be determinant upon how the noted 76cyds is broken down. For example, if we assume that the remove & replace is 6” deep…this would be about 4,104 SF. If the repair area is for example 4 loca ons x 1,000SF each and readily accessible, the pricing for this work would be substan ally less than 16 loca ons x 250SF, with difficult access. This being said, the pricing of this unknown work is difficult to determine. The other considera on is me for contract. Would it be advisable to award any addi onal work on a cost + basis, once the work has commenced?
Line item 0012 in the pricing schedule is a NOT TO EXCEED line item for “other loca ons” that may be iden fied by the Government to need repair.
8 There were discussions about certain areas that may leak and affect the work areas and then become subject to freeze condi ons that would then affect the placement of Shotcrete. Would it be possible to submit those costs on a T & M Basis, should they avail themselves throughout the course of the work? This would avoid the unnecessary alloca on of funds in advance of work that may or may not arise.
Work areas a er demoli on will need to be covered and heated per the PWS Sec on 3.2.9, prior to the placement of shotcrete. The prevailing ambient temperature will need to be maintained at 50°F within the work area, thus elimina ng the possibility of freeze condi ons impac ng the placement of shotcrete.
9 As it relates to the badging/approval of workers, how long will it take? We would like to know that if we submit certain personnel for work by a certain date, that they will be allowed to work onsite; once the contract me commences; such that we can complete the contract on me.
The Contractor will be required to start the background inves ga on process once the contract award is made. The contractor is responsible for submi ng all required documents.
Historically it has taken 5-10 days for fingerprin ng, security forms, and the applicant preliminarily cleared by Security provided the applicant completes their eApp in a mely manner.
10 Will the disposal area for concrete debris removals be maintained by the Great Lakes St Lawrence Seaway Development
GLS does plow and maintain this area, but may not get to it in a mely manner for the Contractor. In this situa on it is the Contractors responsibility to
Corp, or will the contractor be required to maintain it? ie: snow removal remove the snow from this area if immediate access is required.
11 The installa on of “Steel reinforcement” is noted under the demoli on items, but the size & frequency is not specified. Please advise to bar size, frequency and any rela onships to depth.
This is noted in Sec on 3.2.6 of the PWS (Performance Work Statement) A achment A.
12 Is there a detail for the Shotcrete placement/rebar interface a achment?
Shotcrete placement requirements and reinforcement requirements are located in Sec on
3.2 of the PWS (A achment A). There is no detail drawing.
13 Are there any specifica ons/requirements for rebar prepara on, removal, etc…of bar that may be le in place, but deteriorated?
All exis ng deteriorated reinforcement located within the repair areas shall be removed and new reinforcement shall be installed per Sec on 3.2.6 of the PWS (A achment A).
14 Are there any equipment restric ons, as it relates to size & type of equipment that can be used to perform demoli on work.
See Sec on 3.5.5 of the PWS (A achment A) for size restric ons related to entering the culvert valve areas.
15 Will there be any site specific training requirements of personnel, before they can work onsite.
No.
16 Solicita on, Offer and Award documents page 5 and page 16 reference Clauses 52.222-34 Project Labor Agreement and 52.222-33 No ce of Requirement for Project Labor Agreement respec vely.
Will this project have a project labor agreement? If it does, please provide the PLA.
These clauses were input in error and are not applicable to this requirement.
17 The Solicita on, Offer and Award document page 3 states that the contract type will be a firm fixed price contract. The Performance Work Statement Sec on 3 states "The contractor will only be paid for actual volumes of completed concrete demoli on and installa on at each loca on." Further GLS has provided a unit price sheet to be turned in with the
In accordance with FAR Part 36; this is a firm-fixed-price contract that is priced on a unit-price basis.
proposal. Please confirm that this is a unit price contract and not a firm fixed price contract.
18 The Performance Work Statement Task 12 is described as "Install new concrete at other loca ons as iden fied by GLS
COR."
o Is this item intended to include shotcrete only?
If not, please provide a descrip on of the work included in this item (demo, prep, reinforcing, heat, access, dewatering, supervision, overhead, etc.).
o Should the Offeror presume that these addi onal areas will be iden fied before or while the work of PWS iden fied tasks are being prosecuted?
o Will addi onal repair areas require the Offeror to establish new heated and dewatered areas or will addi onal repairs fall within the heated enclosures and dewatered areas as defined by the PWS?
- Any addi onal loca ons shall include demoli on, prep, reinforcement, heat, access, and dewatering prior to the placement of new shotcrete.
- These areas will be iden fied a er access to the repair areas has been provided by the Contractor.
- These areas may require establishment of addi onal heated and dewatered areas if they do not fall within the vicinity of already heated and dewatered areas.
19 The Performance Work Statement (PWS) Sec on 3.1 describes shotcrete replacement areas with depths ranging from 10"-12". PWS Sec on 3.2.6 lists two cases for reinforcement. One for removal depths less than 6" and one for depths greater than 6" (rela ve to the finished surface). Should the Offeror assume only depths greater than 6" based on Sec on 3.1? Since the surface prepara on (SF) and reinforcement (LB or SF) of have no correla on to the
Removal depths may vary throughout the various repair areas and actual depths will be unknown un l the areas have been demolished to sound concrete.
removal pay item (CY) and the offeror cannot determine the depth at the me of bid, it may be beneficial for both GLS and the offeror to break up the removal into the two depth based condi ons (less than and greater than 6" rela ve to the finished surface).
20 Under Sec on 3 of the contract documents, the third iden fied loca on at the Snell Lock includes work to be performed at the stop log sill. It has been iden fied through past projects that significant water comes over this area due to the stop logs leaking. This water infiltra on will create both a challenge to perform the scope of work at that loca on as well as create a large safety hazard with overhead ice. Does SLSDC intend to perform any addi onal measures in order to mi gate this leaking?
GLS will install the stop logs and a empt to stop the leaking as much as possible, but any addi onal water infiltra on into the work area will be the responsibility of the Contractor.
21 Last year, new security clearance measures were implemented that required each employee on site to provide a resume as well as perform a background check prior to being able to access the project site. This process took an extensive amount of me to complete and did not result in any employees receiving full clearance to be able to access the project without an escort. Will the same measures be in place this season? Will SLSDC be providing personnel for each shi of work for employees that are not fully approved to be escorted on site to perform the work? Will SLSDC be performing these security background checks at their main office in Massena or will the contractor be required to perform this process through a third party?
The awarded contractor will be required to follow all DOT/GLS Security requirements as stated within the solicita on. The contractor will be required to start and complete the background inves ga ons;
this process shall begin immediately a er contract award is made. The contractor is responsible for providing cleared escorts. At this me, the awarded Contractor will be required to complete finger prin ng outside of GLS and will then submit all required documents to GLS and DOT.
22 Will SLSDC be maintaining the access road to the demoli on disposal area at Eisenhower regarding snow removal?
Please see response to Ques on #10.
23 What are the measured depths from the Top of the North/South Walls and the invert of the Filling and Emptying Culverts?
Please refer to reference drawings in A achments C and D for eleva ons.
