GLS Mower

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement to purchase a mower and accessories as specified herein.

GLS intends to award a Firm‐Fixed‐Price (FFP) purchase order in accordance with (IAW) the subject Request for Quote (RFQ) and the additional requirements list listed below.

We invite you to submit a quote / offer for the subject RFQ. Please provide any applicable Government discount available

If quote(s) fail to offer all items in accordance with the requirements stated, it may be deemed not technically acceptable and disqualified from further consideration. Specified items shall be quoted and/or services will be quoted.

Instructions to Offerors – Commercial Products and Commercial Services

1.1 GENERAL DESCRIPTION OF WORK

The contractor shall provide all of the requested commercial items in accordance with the scope of work and all other contract documents and requirements.

1.2 COPIES OF SOLICITATION DOCUMENTS AND AMENDMENTS

Copies of the solicitation and amendments are available by INTERNET ACCESS ONLY. All solicitation documents will be posted through the SAM Contract Opportunities website at: https://sam.gov/content/home It shall be the offeror’s responsibility to check the SAM.gov website for any amendments. The offeror shall submit all requested information specified in this solicitation. Read the solicitation and all amendments in their entirety.

There will be no public opening of quotes received as a result of this solicitation.

1.3 OFFERORS’ QUESTIONS

Questions relative to this RFQ shall be submitted via email (reference instructions below). Any information given to an offeror which impacts the solicitation and/or offer will be given in the form of a publicized question and answer on SAM.gov and/or written amendment to the solicitation.

Quotes must set forth full, accurate, and complete information as required by this RFQ, (including amendments and attachments). The penalty for making false statements is prescribed in 18 U.S.C.1001.

This solicitation is being advertised under the North American Industrial Classification Systems (NAICS) Code 333112. 52.212‐2 EVALUATION‐‐COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Offerors will be evaluated based on Lowest Price Technically Acceptable (LPTA) for the “GLS Mower” requirement. The offeror shall submit sufficient information, description, quantities, and technical specifications in the quote for the Government to make a comprehensive evaluation of its capability in providing the requirements listed in the solicitation. Quotes submitted by vendors must meet characteristics presented in the RFQ to be deemed technically acceptable.

For evaluation purposes, the Government will evaluate selections based on the lowest priced offer, and then determine technical acceptability. If the lowest priced offer is not technically acceptable, then the next lowest offer shall be evaluated.

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Statement of Work

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement to purchase a mower and accessories that meets the specifications herein.

52.211‐6 Brand Name or Equal applies to this procurement.

Offerors can submit an equal product that meets or exceeds the following requirements.

Mower Specifications

1. Minimum 55hp tier 4 diesel engine

2. Minimum 109‐inch width of cut

3. Heated and air‐conditioned cab

4. Minimum of 5 rear discharge cutting decks with striping rear rollers

5. Variable speed hydraulic fan drive with automatic reversing capabilities based on oil and water temperatures

6. Minimum 10 gauge welded reinforced decks 7.4WD traction flow divider kit 7. 4WD traction flow divider kit

8. Power steering

9. Air ride suspension seat with armrests

10. Hydrostatic closed loop system with full time 4WD forward/ reverse in low, and in high transport range with traction flow divider

11. Foot operated traction pedal

12. Splined connection between hydraulic deck motor and blade spindle shaft

13. Greaseable tapered roller bearings in spindle housings

14. Minimum 6 ply front and 4 ply rear tires

15. Hydrostatic transmission

16. Front and rear deck rollers and welded on blade retainer anti scalp cups

The awarded vendor must deliver materials no later than 45 days after the order is received.

The vendor is responsible for all costs associated with delivery to GLS’ Receiving Warehouse, 251 Fregoe Road, Massena, New York 13662. GLS has limited receiving hours during non‐ Federal holiday weekdays and limited forklift capability to unload deliveries. Therefore, the vendor must coordinate deliveries at least two weeks prior to delivery and coordinate logistics of unloading materials if requesting GLS support to unload them.

*If offering an equal product, the meets or exceeds the specifications, the offeror shall submit the exact make, model, and specifications to evaluate the submittal.
