No. Question/ RFI Answer
1. Can item #5 be fabricated as two pieces? Item 5 may be fabricated in 2 pieces. All welds shall be performed as indicated on the drawings.
2. Can item #6 be fabricated as two pieces? Item 6 may be fabricated in 2 pieces. All welds shall be performed as indicated on the drawings.
3. Would an accelerated delivery schedule be permissible or is it constrained by annual funding?
Yes, an accelerated delivery schedule may be permissible for up to half of the required quantity of each in a given calendar year.
4. What color is the final coat of ablative antifouling paint?
Please refer to section 3.6.1.2 of USCG Specification No. 464 Revision K.
“3.6.1.2 Ablative antifouling paint. All exterior surfaces below the waterline and the inside surfaces of whistle tubes shall be coated with ablative antifouling paint (waterlines for the purpose of painting are indicated in Figure 1). Ablative antifouling paint shall meet the requirements of MIL-PRF-24647, Type II, Class 1, Grade A or B, Application 1, 2 or 3 and shall be listed in QPL- 24647. The colors required are red and black (manufacturers' standard colors are acceptable).
Apply by spraying two coats, 5-7 mils dry film thickness each, using contrasting colors for each coat (black followed by red). Commence application of the first coat of antifouling when the epoxy is tack-free (i.e., the epoxy can be lightly touched with no paint coming off on the fingertips) and no later than when the epoxy is still slightly soft to finger pressure. If the epoxy has cured too hard (no longer soft to finger pressure), apply another 1- 2 mils wet film thickness of epoxy, following the manufacturer's specified recoat interval. Then, commence application of the antifouling as described above. Failure to apply the antifouling to the epoxy in this manner may result in loss of adhesion and premature failure of the coating system. Sharp corners, edges, and other hard-to-coat areas shall be striped before each full coat is applied.”
5. Please clarify this order is for buoys with a solid color scheme of red or green, not a preferred channel or safe-water scheme.
Buoys are to be completed with a solid color scheme red or green as specified per quantity of each.
6. Is there a requirements package for such a RFI that I have overlooked?
A RFI is a “request for information”. Upon review of the solicitation package, all interested parties shall submit a RFI to clarify any specifics of the solicitation. This is simply a matter of submitting your request (RFI) as a question.
7. Will this email suffice for letting you know that we are actively preparing a formal quote package?
The offeror shall submit an official quote in accordance with (IAW) the RFQ instructions.
8. We are currently reviewing the solicitation package of 6923G523Q0320 – All Season Steel Buoys. We are interested in the potential of submitting a quote package that will satisfy the requirements listed in the specifications and drawings. However, we have one question concerning the requirement for submitting a RFI on January 10, 2023. I don’t see any requirements listed for that RFI.
