1.4 SITE VISIT

The government will hold a site visit on February 17, 2022 at 1:00 pm EST. It is strongly recommended but not required that interested contractors arrange for a site visit to familiarize themselves with GLS uniform delivery and drop off locations. Arrangements must be made through the GLS Procurement Office at 315-764-3260 at least three business days in advance to prepare for access to GLS property including necessary COVID-19 protocols. Any site visit expensed incurred shall be the responsibility of the attendees.

GLS COVID-19 protocols for Visitors:

At the time of this posting, St Lawrence County remains in a status of “high” transmission rate.

Therefore, all individuals are required to wear a mask while indoors, in vehicles or in any other close space, whether inside or outside. Also, persons must continue to social distance, and practice good handwashing. If an individual is experiencing symptoms, they should not be at our facility.

https://sam.gov/

The current Safer Federal Workforce Task Force update regarding visitors/contractors:

Q: Should agencies require documentation from visitors to verify their attestation of vaccination status?

A: Visitors (except those seeking a public benefit or service, who do not need to attest to or otherwise document vaccination status) must attest to their vaccination status using the Certification of Vaccination form, but agencies should not ask them for documentation to verify their attestation.

Q: Should agencies require documentation from onsite contractor employees to verify their attestation of vaccination status?

A: Prior to contractor employees being subject to a contractual requirement to be vaccinated, onsite contractor employees need only attest to their vaccination status using the Certification of Vaccination form.

For onsite contractor employees who are not yet subject to a contractual requirement to be vaccinated, agencies should not ask them for documentation to verify their attestation. When a contractor employee discloses that they are unvaccinated or declines to complete the attestation, agencies should treat that individual as not fully vaccinated for purposes of implementing safety measures.

If the agency has reasonable grounds to believe that an onsite contractor employee made a false statement on the Certification of Vaccination form, the agency may require that the contractor verify the contractor employee’s vaccination documentation and confirm to the agency that the employee has been vaccinated, as part of the agency’s review of the matter. If an onsite contractor employee who has attested to being vaccinated exhibits symptoms of COVID-19 illness, the agency should apply its safety protocols, but this is not an appropriate reason to request documentation to verify vaccination status.

This information is subject to change.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

An Award will be made using the lowest price technically acceptable (LPTA) source selection process. An Award will be made to the responsible offeror on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Award may be made without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation is Lowest Price, Technically Acceptable (LPTA). Award will be made on all or nothing basis. The following evaluation factors shall be used to evaluate offers:

Technically Acceptability and Price as outlined below:

EVALUATION PROCESS:

1. Technical acceptability: Offer will be found technically acceptable if the offer meets the salient physical, functional, or performances characteristic specified in this solicitation in accordance with the Statement of Work (SOW). Explain your firm’s capability to ensure the SOW standards are met. Statements that the offeror understands, can or will comply with all specifications, or statements paraphrasing the specification of parts thereof, or phrases such as “standard procedures will be used” or “well-known techniques” will be considered insufficient.

The technical proposal will be evaluated against all sections of the SOW.

(This part of the technical proposal shall be addressed in sufficient written detail for the Government to determine if the offeror possesses sufficient technical capability to obtain a rating of technically acceptable.)

This factor will be rated as either “acceptable” or “unacceptable.” This solicitation is Lowest Price, Technically Acceptable (LPTA).

Acceptable Rating - Proposal clearly meets all the requirements listed in the solicitation in accordance with the SOW.

Unacceptable Rating – Proposal does not clearly meet all the requirements listed in the solicitation in accordance with the SOW.

An “unacceptable” rating on any section of the technical evaluation will make the overall technical rating “unacceptable” which causes the proposal to be ineligible for award.

2. Price (a). The quote must clearly indicate the price. Evaluation of price will include a determination that the price is fair and reasonable.

(b). Proposals must be submitted NLT the offer due date/local time as indicated on the SF1449.

No telephonic questions or quotes will be accepted. A signed SF form 1449 must be submitted.

E-mail is the only method acceptable.

(c). Evaluation Process: Award will be made using the lowest-price, technically-acceptable source selection process. The government will initially list proposals from lowest to highest price. If a proposal is rated Technically Unacceptable, the government will not evaluate any other factor. USING THIS PROCEDURE, THE GOVERNMENT MAY NOT EVALUATE ALL PROPOSALS. Proposals receiving a rating of “unacceptable” will not be eligible for award. In order to be eligible for award the offeror must receive an acceptable rating.

(d). The Government will evaluate proposals based on:

Offeror shall provide unit pricing for all the line items on Section B. For the purposes of evaluation, estimated quantities have been listed in the table below to determine the Offeror' s overall price. The estimated quantities do not represent the actual number of shirts and trousers that will be required as the employee may select a combination of style and material.

Clothing Items Number Fire Retardant - shirt, long sleeve 660 Fire Retardant - shirt, short sleeve 220 Fire retardant - trousers 880 Fire retardant– T-shirts 880

(e). To establish price, GLS will evaluate offers by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate GLS to exercise the option(s).

(f) Price reasonableness will be determined by competition and compared with the Independent Government Cost Estimate (IGCE) and historical prices paid.

3. Past Performance

(a) The offeror shall provide past performance information for no more than two (2) of the most relevant contracts performed for Federal agencies, state/local governments and/or commercial customers within the last five (5) years from the issue date of this RFP or currently being performed. Relevant contracts include contracts similar or greater in scope, magnitude, and complexity than the effort described in this RFP. The Offeror shall provide a Contractor Performance Assessment Report (CPAR) for the referenced project, if one is available. It is the responsibility of the Offeror to include the completed CPAR as part of its proposal. If a CPAR is not available, the Offeror shall provide Past Performance Questionnaire (PPQ) to customer references. Customers references must complete, sign, and return PPQ directly to the Contracting

Office email, katie.maloney@dot.gov with RFP 6923G522RUniformRental on the subject line;

prior to the RFP submission deadline. Technical and past performance, when combined, carry the same weight as cost or price.

The Government will conduct a performance risk assessment of the offorer’s record of past and current performance, as well as that of its proposed subcontractors as it relates to the probability of successfully performing the requirements of the solicitation. See FAR 15.101-2(b) (1) for treatment of past performance relative to small business.

The past performance evaluation will consider the offeror’s demonstrated recent (within the past five (5) years from date of this solicitation) and relevant (services similar in size and scope to those specified in SOW) record of performance in supplying services that meet the solicitation’s requirements. The offeror should provide no more than three (3) recent and relevant past performance references for the prime and any subcontractor.

Offerors are advised that in conducting the past performance assessment, the Government may use data provided in the offeror’s submission. The Government may also use past performance information obtained from sources other than those identified by the offeror (i.e. CPARS). The offeror shall provide the information using the past performance questionnaire provided within this solicitation.

Past performance will be evaluated as Acceptable or Unacceptable as defined below:

RATING DESCRIPTION

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2) (iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
