NOTE TO OFFEERORS:
1. Offerors must include bid prices for all of the Basic and Optional Bid Items to be considered responsive. Bids will be evaluated by adding all Basic and Optional Bid Items to be considered responsive.
2. The Corporation intends to award the Basic Bid Items at the time of award. The Optional Bid Items may be awarded during project construction on a need only basis if funding is available.
3. The offeror shall provide a detailed cost breakdown to support each line item; labor, material and overhead.
4. Volumes are estimated quantities. Payment will only be for actual cubic yards of material installed.
5. The Corporation reserves the right to make award for only the Basic Bid Items, or for the Basic Bid Items and any combination of the Optional Bid Items, dependent upon the availability of funds.

6923G522R1167 – Eisenhower Shotcrete

1. Section C.6 of the Description/Specification/ Work Statement describe the type of shotcrete to be used is the “Dry” method whereas the water is introduced at the nozzle versus a “Wet” mix which would be delivered in a concrete truck or mixed in a volumetric mixer. Your specification also requires an Air Content between 6% - 9% which is nearly impossible in “Dry” mix applications. We are also concerned about the freeze thaw impacts to a dry mix shotcrete which is not up to the standard as modern “Wet” shotcrete regarding freeze thaw primarily due the inability to control the air percentage. The American Shotcrete Association (ASA) and several ACI publications describe these disadvantages of “Dry” mix shotcrete. We highly recommend for many reasons that “Wet” mix Shotcrete be allowed for the project as an acceptable method. We have no problem with keeping both options available for the bidders but for the application you are using shotcrete and the heavy freeze thaw environment we absolutely recommend “Wet” mix.
GLS has specified these requirements and has seen satisfactory results.
Therefore, GLS prefers to keep the requirements as is.
Refer to USACE Publication EM1110 Table 2-1 for verification regarding the very poor performance for freeze thaw and lack of ability to control air content.
2. Per the specifications all Nozzleman for the Shotcrete must be certified under ACI
CP-660 which is typical on major dam and water resource projects such as this project. We recommend that you also add the requirement for the certification to include the Overhead Position as that position is a special certification and based on some observations of the photos included in the RFP there may be some areas that need some overhead placement of shotcrete.
Recommendation is noted, but GLS will keep the specification as is.
3 Please confirm whether proposals can be submitted via email only (as stated on SAM.gov) or if 1 original & 1 copy must be sent to the Massena office (as stated in Item 13 of the solicitation).

4 Will the SLSDC supply a 480 volt power supply for large dewatering pumps should there be unexpected flooding in the diffuser pit?
Section C.3 has descriptive language about the load centers GLS can provide. The Contractor can power additional pumps with theses load centers. There is no limitation as to what equipment is allowed to be powered by these load centers.
However, as noted in this section, there are some limitations that need to be considered by offerors.
The GLS dewatering pit pumps that GLS uses to dewater the lock that are referenced in Section C.4 do have a backup power supply.
5 Will the Corporation seal the stop logs to prevent water infiltration through the stop logs?
GLS will attempt to use supplemental means and methods to improve the sealing on the stop logs to reduce infiltration past them. There are no guarantees on effectiveness, and there has been variations on the effectiveness observed in years past.
6 Using crane access to the diffuser pit for manpower will make access impossible on windy days. Will the Corporation provide temporary construction stairs to access the construction area as they have done in the past?
GLS does not intend to install or maintain access stairs to the diffuser pit area.
7 It is my understanding that there will be an incumbent contractor completing work on the diffusers while work on the diffuser pit walls is ongoing. Does the Corporation expect timing and construction delays or safety issues arising?
Kubricky Construction Corp.
(Kubricky), that has a limited amount of work to complete on the eastern most diffuser. Section C.15 discusses that there may be work by GLS or other contractors in the work area.
Without knowing the means, methods or approach of the awarded contractor for this contract, or for Kubricky to do their work, it would be impossible to speculate if
Kubricky’s work will affect the contractor awarded this work.
It is GLS’s expectation that all contractors and GLS personnel coordinate their work such that it limits the impact on others’ ability to perform their work.
8 Who is the incumbent contractor on the diffuser installation project?
See response to #7
9 Section 1.6 b under FAR 52.236-28 - Preparation of Proposals -- Construction (Oct 1997) states “The offeror shall submit a completed copy of FAR 52.212-3, Representations and Certifications – Commercial Items.”
Can you tell me how we can print that from our online registration in Sam.gov?
The offeror can obtain a copy via SAM.gov by logging into your SAM profile.
10. Is this bid email only? The project documents are a little contradicting. See response to #3

12. When will the bid results be shared with the bidding contractors? The Government shall make appropriate notices during the award announcement.
13. This bid includes 35 yards of Demo and 40 Yards of Placement. How were these quantities determined? The project last year in the Eisenhower Teardrops had 50 Yards of Placement in the Bid Last year and we ended up only doing 15 Yards.
This decrease in quantity resulted in a great loss in potential profit.
GLS estimated these volumes based on measuring the surface areas of concrete visibly deteriorated and/or unsound (determined by sounding the concrete surface). It was not practical or feasible to determine the depths of unsound concrete that would need to be removed. Therefore, the estimation has limitations and offerors are encouraged to give accurate pricing for each line item, including the volumetric unit prices, especially since the volumetric estimated quantities cannot be guaranteed.
Please note in Section B there is note #3 in the “Note to Offerors” that requires a detailed cost breakdown for each line item.
14. Was an inspection done on these walls last year via sounding? GLS performed sounding on walls in the diffuser pit recess during the previous winter.
15. What is the average depth of repair? It was not practical or feasible to determine the depths of unsound concrete that would need to be removed for specific repairs. See the response to #13 above.
16. Will water be diverted at the upstream stop logs to make it easier to deal with at the diffuser?
Water that infiltrates past the upstream stoplogs will ultimately drain to the lock chamber which then drains to a culvert that goes directly to the dewatering pit. Therefore, diverting this water to one filling/emptying culvert or the other will not affect the diffusers.
Of importance is how much water infiltrates past the stoplogs. The amount of infiltration will affect GLS’s dewatering pumps’ workload which will affect their ability to maintain the water levels in the diffuser pit area. See the response to #5.
17. What is the extent of “Other Locations” in Optional Item # 4. Any work outside the diffuser area would require extensive mobilization. Or is this item ment to pay for additional quantity in the diffuser area?
This is intended for concrete installation that is in areas not requiring extensive additional mobilization that would be in areas not indicated by scope description and photos. For example this could be concrete in the areas of the upstream three diffusers (Nos.1-3).
