Questions and Answers Q: What is the current Emergency Power Back-Up situation (generator, UPS etc) for each location?

A: Some locations currently have either/both. Most will likely require it. Study to determine this. Some additional Info available to successful bidder.

Q: Coverage Survey (TIA-TSB-88) based. TSB-88 is an extensive grid based test point location method of determining radio performance and coverage.

Existing radio system performance can be determined without the more stringent TSB-88 based requirement. Does the GLS require TSB-88 based test for the current existing system, which is expected to be replaced or upgraded, or would the GLS consider removing the TSB-88 requirement in lieu of selecting test point locations for RF measurements, in agreement with the GLS?

A: GLS will consider recommendations based on experience and results. Proposals will be evaluated based on all information provided. The successful contractor will be required to prove their study results and correct their methods, findings, results etc., until they meet the intensions of the RFP and purposes of the study as determined by GLS.

Q: If the TSB-88 based testing is required for testing the performance of the existing system. What is Delivered Audio Quality (DAQ) spec requirement?

A: Study to determine this. GLS will consider recommendations based on experience and results. Proposals will be evaluated based on all information provided. The successful contractor will be required to prove their study results and correct their methods, findings, results etc., until they meet the intensions of the RFP and purposes of the study as determined by GLS.

Q: Drive Test Measurements - Can the Drive Test measurements be done by selecting RF measurement test point locations in agreement with the GLS, in lieu of the more stringent TSB-88 requirement?

A: GLS will consider recommendations based on experience and results. Proposals will be evaluated based on all information provided. The successful contractor will be required to prove their study results and correct their methods, findings, results etc., until they meet the intensions of the RFP and purposes of the study as determined by GLS.

Q: Shipboard Test Measurements - can the GLS detail what type of measurements are expected for "Shipboard Test Measurements"?

A: GLS will consider recommendations based on experience and results. Proposals will be evaluated based on all information provided. The successful contractor will be required to prove their study results and correct their methods, findings, results etc., until they meet the intensions of the RFP and purposes of the study as determined by GLS.

Q: Many appurtances were observed mounted at elevations above grade on structure such as towers, buildings, weather lattice towers, dock gate repair/ assembly structures, etc.. . It was also indicated that an antenna is mounted to a international bridge structure. Does info exist on these appurtenances?, or will the consultant team be expected to climb the tower (structure) to access these items for "hands on" data gathering of manufacturer make & model?

A: Study to determine this. Some additional Info available to successful bidder. GLS will work with the successful bidder to determine if this is necessary.

Q: Can the Seaway provide a list and number of the sites that would need to be visited and their locations?

A: Approximately 4 sites. See Attached info.

Q: Is there any documentation that can be shared explaining the current legacy radio communications systems, frequencies, base station locations, current coverage areas, known areas of unreliable coverage, number of channels, etc.?

A: Much of this information is what the successful contractor will be compiling in the study. The information that GLS does have will be provided to that firm.

Q: Do you anticipate needing any new radio frequencies that would need licensing by the FCC and frequency coordination with Canada?

A: GLS does not anticipate this, however, the recommendations from the study results may require this.

Q: Are there any current radio frequencies (other than VHF Marine Band) that are used to communicate with stations in Canada?

A: GLS – we think so. The study should reveal this.

Q: Other than the existing telephone type hard-wired system, are radios used today to communicate within and from the below-grade areas?

A: Yes. They function poorly in most areas.

Q: Does the current communications system have the ability to communicate directly with St. Lawrence County public safety agencies (Law Enforcement, Fire, EMS) or the 911 Center?

A: GLS does not believe so.

Q: Does the current communications system (other than VHF Marine Band) have the ability to communicate directly with the U.S. Coast Guard?

A: GLS does not believe so.
