a. General:
The required work is shown on the contract drawings. It includes all excavation, grading, fill, base course, and asphalt paving for the parking area, including as necessary the removal of unstable subgrade material and replacement with compacted Granular Subbase Material as directed by the COR. The work also includes a hot-mix asphalt patch in ther existing paved parking area and the placement of asphalt paving and crushed stone shoulders for the boat launch area.
b. Materials:
1. Asphalt Pavement: Asphalt pavement shall consist of 2½" binder course and 1½" top course hot plant mix asphalt concrete pavement in accordance with the applicable provisions of the 2017 NYSDOT Standard Specifications (Section
400 "Hot Mix Asphalt"). Binder shall conform to NYSDOT 19 F9 binder course. Top course shall be NYSDOT 9.5 F1, F2 or F3 top course. All hot mix material shall be produced in accordance with a current NYSDOT approved job mix formula, which shall be submitted for review. Aggregates and asphalt cements shall conform to applicable provisions of the NYSDOT standard specifications. "Superpave" mix may be used but is not required. Furnish and place tack coat in accordance with NYSDOT Standard Specification Section 407 "Tack Coat".
2. Crushed Stone: Crushed stone base and shoulder material shall consist of NYSDOT Item 733.0402 – “Sub-base
Course”, Type 2 with 100% passing the 2-in. screen and shall be only the product of crushing ledge rock at a NYSDOT-approved quarry. Submit source with current NYSDOT approval and materials test results.
3. Granular Sub-base Material: This material shall consist of clean sand and gravel conforming to the requirements for
NYSDOT Item 733.0401, 733.0403 or 733.0404 “Subbase Course”, Type 1, 3 or 4 respectively (at the Contractor’s option) as shown in Table 733-4A of the NYSDOT Standard Specifications. Submit source with current NYSDOT approval and materials test results.
4. Geotextile: Geotextile shall consist of a permeable construction fabric conforming to NYSDOT 737-01E
“Stabilization Fabric”. This fabric must be on the current NYSDOT approved list. Submit source with current NYSDOT approval and materials test results.
5. Topsoil and Seeding: Topsoil and seeding is not anticipated. However, in the event the Contractor damages existing turf that is to remain, he/she shall be responsible for its restoration at his/her own expense. In that case, the restoration shall use suitable topsoil that has been stripped and stockpiled or topsoil from off-site sources that have been approved by the COR. Grass seed shall be a standard perennial mix suitable for commercial turf applications, and shall be approved by the COR. It shall be placed with a mulch that will allow for proper germination and not need removal.
6. Unsuitable Materials: The following materials shall not be included in subgrade or base; excessive fines, organic matter, rocks more than 4-in. diameter, topsoil, frost, ice, snow, saturated materials, debris, trash or other unsuitable materials as determined by the COR.
c. Other Requirements:
1. Stripping (Parking Area): Topsoil must be carefully stripped from the site and spoiled in an approved location.
Excavation shall be carried out to a level that will allow placement of granular subbase as needed, the crushed stone base and pavement.
2. Grading (Parking Area): The Contractor shall grade the subgrade soil to a level which generally parallels the existing parking lot, but at an elevation low enough to accommodate the 6-inch stone base and the 4-inch pavement with a pavement surface elevation corresponding to the existing pavement projection. If encountered, soft or unstable material shall be removed and replaced with Granular Subbase Material per the requirements of this specification. This material shall also be used where needed to bring low areas up to required subgrade elevation. Lifts shall not exceed 12-inches in loose thickness. Stripped material shall be stockpiled at a location designated by the COR. After the entire area to be surfaced is at the required subgrade elevation, compact the subgrade per the requirements specified on the drawings.
After completing the subgrade compaction, place the geotextile over the compacted surface in accordance with the manufacturer’s instructions. It may be necessary to place granular sub-base to bring low areas up to grade. The need for this will be based on actual field conditions. Saw-cut existing asphalt paving at new pavement interfaces as necessary to provide a square and straight joint. Finished grade of the area shall be such that surface water runoff pitches towards adjacent paved areas and/or green space without any ponding.
3. Base (Parking Area): Place a 6-inch layer of Crushed Stone per the requirements of this specification for the base course. Compact the crushed stone through repeated passes of a steel-drum vibratory roller until proof rolling with a fully loaded tandem dump truck (or equivalent wheel load) shows no visible rutting. This may take three or four passes or more, depending on the roller.
4. Crushed Stone Shoulders (Boat Launch). Place crushed stone material as per the “Crushed Stone” he requirements of this specification and the contract drawings in a 2-foot width strip around the perimeter of the pavement, to transition the pavement surface elevation to the surrounding ground surface.
5. Paving (Boat Launch and Parking Area). All paving work is to be done in the indicated areas in accordance with these Technical Provisions, contract drawings and applicable provisions of the NYS Specifications referenced in the contract drawings. The Contractor shall compute order quantities from actual site measurements. The paving is to be placed directly on the existing or new crushed stone base after removal of any trash or foreign material before placing the tack coat. The surface must be completely dry and level before placing any tack coat or paving. At the boat launch, the paving shall be carried to the edge of the existing crushed stone base. At the water’s edge the launch surface interfaces the land apron, the paving shall be carried as close as practical to the water’s edge, but no greater than 12-inches, with the edge tapering about 2-inches rise in 12-inch run so there is no sharp drop-off at the edge of the pavement.
6. Pavement Patch (Maintenance Base Parking Area) The Contractor shall coordinate the placement of this patch with the COR. The patch work comprises about 50 square feet of hot mix paving to patch around an existing catch basin in the Maintenance Building parking lot (see contract drawings). The base for this patch will be prepared ahead of time, so all the Contractor is required to do is to place the hot mix patch. The Contractor must coordinate the timing of this paving work with sufficient notice for GLS to complete the repair work to the catch basin structure.
7. Pavement Patches (Eisenhower Lock North Overlook Parking Area) This work comprises four (4) approximately
100 square foot areas that need hot mix paving. These locations were formerly light poles with concrete pedestals which were recently removed. Their locations were filled with stone. The Contractor shall verify if the stone is suitable material and compacted to the requirements of the project’s specifications, otherwise must prepare the base material in accordance with this project’s specifications prior to paving if it is not.
1.14 QUALITY CONTROL
The project is subject to the normal quality standards for this type of work in commercial/industrial applications. The work is subject to inspection by the COR during the work and/or after completion to verify conformance with these specifications, contract drawings and industry standard workmanship.
