SECTION C

DESCRIPTION/SPECS./WORK STATEMENT

SPECIAL PROVISIONS

C.1. DESCRIPTION OF WORK.

The work covered by these specifications consists of furnishing all plant, labor, equipment and materials and performing all work to construct a steel reinforcement structure for the damaged concrete base for Aid to Navigation (ATON) Light No. 199 located at Comfort Island Shoal in the St. Lawrence River, about 1 mile southwest of the Village of Alexandria Bay, in Jefferson County, New York. The damage consists of cavities eroded and spalled into the concrete foundation and also loss of the upper part of the foundation northeast corner as shown in the site photos and contract drawing. The steel reinforcement structure will make the concrete base redundant thus eliminating the need for in-water concrete repairs.

C.2. CONTRACT AND REFERENCE DRAWINGS AND SPECIFICATIONS.

The full list of drawings is found in Section J, Attachments.

C.3. WORK SITE REQUIREMENTS.

a. General. The Contractor acknowledges that he/she has satisfied himself/herself as to the nature and location of the work, the general quality and condition of the concrete to be repaired as far as can be ascertained by a visual inspection, general and local conditions, including but not restricted to those bearing upon permit requirements, transportation, disposal, handling, and storage of materials, availability of labor, water, electric power, access, uncertainties of weather or similar physical conditions at the site, the conformation and conditions of the structure, and the character of equipment and facilities needed preliminary to and during prosecution of the work. The Contractor further acknowledges that he/she has satisfied himself/herself as to the character, quality and quantity of surface and subsurface materials or interference from existing structures or related facilities to be encountered insofar as this information is reasonably ascertainable from an inspection of the site as well as from information presented by the contract and reference drawings and these specifications. If the Contractor fails to properly acquaint himself/herself with the available information and existing work site conditions, he/she will not be relieved from responsibility for properly estimating the cost of successfully performing the work. The Contractor shall be responsible for performing all work in strict accordance with applicable Occupational Safety and Health Administration (OSHA) Regulations.

The Contractor is advised that there may be delays caused by weather, traffic or other factors not under the control of the SLSDC. The SLSDC will not be responsible for any costs incurred by the Contractor due to weather or other delays that are not the fault of the SLSDC.

TECHNICAL PROVISIONS

C.19. SUBMITTALS.

a. Bidders. Bidders must complete any required forms associated with this IFB and include them with their bid.

b. Contractor. The Contractor shall submit the following after contract award and prior to a preconstruction meeting:

1. A detailed work plan and progress schedule showing the order in which work is to be performed and the dates on which the Contractor contemplates starting and completing the salient features of the work including acquiring materials, plant and equipment. The project schedule shall be in the form of a progress chart of suitable scale to indicate approximately the percentage of work scheduled by any given date during the period. The work plan shall include a detailed description of all project tasks, including how the Contractor intends to drill the borehole for the pedestal column and install grout inside and outside the pedestal column.

2. A list of all plant the Contractor intends to place on the job.

3. Manufacturer’s descriptive literature, cut sheets and use instructions for all materials, including grouts, resin anchoring systems, surface patching mortars, structural steel mill certificates, and fastener mill certificates.

4. A statement of all plant to be used in the performance of the work.

5. Welding procedure and performance qualification records.

6. A schedule of values to be used by the Corporation when making progress payments. The schedule of values shall reflect the contract items breakdown per Section B.

7. A detailed, project-specific health and safety plan.

8. The preconstruction meeting will be tentatively scheduled for May 16th, 2019. Time and date will be finalized with the contractor at the time of award.

C.20. PREPARATORY WORK

a. Tower. Before the Contractor starts work, SLSDC will place a temporary navigational aid which will be in service while the work is being done under this contract. The Contractor shall remove the Light 199 tower from the base and set it aside, out of the way, preserving intact the existing anchors as these will be used for the new reinforcement structure.

b. Concrete Surface Preparation. The Contractor shall remove (chip) any loose and weathered concrete from that part of the existing concrete base surface that the new reinforcement structure base frame will set on. The removal shall be carried to "sound concrete" which is defined as solid, clean, unweathered concrete, free from visible cracks, spalling, or flaking. If necessary to restore the original surface profile, perform concrete surface patching per Paragraph C.22.

c. Embedded Items. Reinforcing steel and embedded rock anchors are present in the concrete base as shown on the reference drawings and may be encountered in drilling. The existing anchor bolts that currently secure the tower on the top of the base will be used to anchor the new reinforcement structure base frame. Care shall be taken to prevent damaging these anchor bolts. If any anchor bolt is damaged to the point where it is no longer usable, it shall be cut off flush and a new anchor installed at an offset per Paragraph C.21.c and the contract drawings.

d. Exploratory Boring and Bedrock Evaluation. The length of the pedestal column portion of the reinforcement structure and depth of the borehole into which this pedestal column goes will be determined in the field pursuant to the evaluation of bedrock quality through an exploratory boring performed at the beginning of this project. The Contractor shall perform this boring in accordance with the contract drawing, using a double tube NX core barrel in conformance with ASTM D-2113. The boring will be carried to a depth that gives at least 6 feet penetration into sound bedrock. Sound bedrock is that which has a Rock Quality Designation (RQD) of 90% or better. The RQD is defined as the percentage of the NX core run that is composed of pieces 4 inches or longer. The pedestal column length shall be adjusted as necessary to accommodate the final depth at which 6 feet sound bedrock has been penetrated.

1. In lieu of the NX exploratory boring discussed above, the Contractor may elect to perform a single core boring of the final diameter. In this case, the Contractor shall use a thinwall coring technique that can recover all core and sound bedrock is defined as that which gives at least 90% recovery of pieces having the full diameter of the boring. (NOTE: This option is not mentioned on the Contract Drawings but is nonetheless applicable as described here.) No water or cuttings from any drilling process shall enter the River.

C.21. STEEL REINFORCEMENT STRUCTURE

a. Fabrication (Contract Item No. 2). If awarded by the SLSDC, perform this work in accordance with the contract drawings.

All steel shapes, plate and pipe shall conform to the contract drawings. All welding required for the performance of the work shall be performed by welders currently certified in accordance with American Welding Society (AWS) Dl.l Structural Welding Code (for structural or plate steel). Welding shall conform to the applicable provisions of the above code and use low-hydrogen E70XX procedures where applicable. After fabrication, the steel shall be painted as shown on the contract drawings.

b. Borehole. The borehole to accommodate the pedestal column portion of the structure shall be performed in accordance with the contract drawings. The borehole diameter shall be sufficient (~12-14 inches) to accommodate grout in the annular space between the column and the borehole walls. The borehole shall be performed using rotary or core drilling methods. No water or cuttings from the drilling process shall enter the River. The borehole shall be carried to the depth that corresponds to six (6) feet of sound bedrock as established per C.20.d and the contract drawings. The borehole shall be plumb within ¼ inch and the bottom shall be reasonably flat with no rock projections. See contract drawings for full requirements.

c. Installation.

Column Length: Adjust the length of the pedestal column pipe as/if necessary to accommodate the final depth of the borehole. If necessary to shorten the column the pipe may be flame cut. If the column needs to be lengthened, an extension that is the same pipe size as the column shall be field-welded onto the column end. This weld shall be a full penetration weld with a single vee groove weld, using E70XX low hydrogen procedures per sub-paragraph C.21.a above. A backing ring may be used for this splice weld. It is not necessary to grind the splice weld smooth but surface slag shall be chipped.

Base Anchors: First, install lower anchor nuts onto the threaded anchors that stick out of the concrete base so the base frame will sit on these nuts. If there isn’t enough thread on the anchors to accommodate the total thickness of both nust and the base frame flange with two threads remaining, use a die to lengthen the threaded portion as needed. If the anchor is too short, then either lengthen with a sleeve or splice nut through appropriately enlarged holes in the flange with washers or install a second offset anchor as described immediately following. If any original base anchors are damaged so that they are unusable, or longer anchors are needed per the preceding, install new resin-adhesive type anchors at a ~2” offset to the original, in accordance with the contract drawings. Use HILTI Ice® or equal epoxy or Simpson AT® or equal acrylic adhesive anchors, in accordance with the manufacturer’s instructions. The new anchor shall be stainless steel. Drill new holes in the base frame lower flange as needed to match new anchor locations. Use a drill, do not use a torch to make new anchor holes in the base frame.

Column Insertion:. Lower the structure onto the base, inserting the pedestal column into the borehole. As the base frame is lowered close to the concrete surface, align the base frame lower flange anchor bolt holes with the anchor bolts so these stick through the lower flange holes and rest on the lower anchor nuts when the structure is lowered all the way.

Adjust the lower nuts as necessary to align and plumb the pedestal assembly, then install the upper anchor nuts.

Grouting: Non-shrink structural grout such as Five Star® shall be used to completely fill all interfaces between the pedestal column and base frame and the existing concrete and bedrock. Grout shall be placed in the annular space between the pedestal column and the borehole walls, between the base frame and the base concrete surface, and inside the pedestal column. The grout shall be placed in accordance with the manufacturer’s instructions and the contract drawings. The grout in the annular space shall be pumped into place using a tremie inserted into the annular space to a point a few inches above the bottom of the hole and withdrawn as the grout column rises so that the space is completely filled. Alternatively, grout may be pumped through a packer or plate inside the pipe. such that the grout is forced up the annular space. If the packer/plate method is used, the pipe column should be set at least ½ to 3/8 inch above the bedrock at the borehole bottom so the grout can flow out of the pipe column end and up the annular space. Continue grouting the annular space until the grout is level with the surface of the concrete and then fill the inside of the column level with the top of the base frame.
