About this file

This document is an Amendment (0001) to a federal solicitation for conservation, relocation, and display of a historical painting at the United States Merchant Marine Academy. The amendment modifies key details of the original solicitation, including extending the period of performance from July 15, 2025 to October 17, 2025, and removing references to a Request for Quotation (RFQ) from the description section. The solicitation is a total small business set-aside for a firm fixed-price purchase order, with a North American Industrial Classification System (NAICS) code of 711510 and a small business size standard of $9.0 million.

The amendment includes a detailed questions and answers section addressing contractor inquiries about the painting's relocation, site visits, work hours, and evaluation criteria. The government will award the contract using a lowest price technically acceptable (LPTA) method, with technical acceptability determined by meeting the requirements in the Statement of Work. Potential contractors must be registered in the System for Award Management (SAM), submit quotes via email by July 11, 2025, and be prepared to conserve, relocate, and display a historical painting from the Mariner's Chapel to Wiley Hall at the USMMA in Kings Point, New York.

QUESTION AND ANSWERS

1. On the SAM.gov webpage, under “Description,” it states, “The period of performance is from July 9, 2025 to September 5, 2025” AND “Signed quotes are due NO LATER THAN 9:00 A.M. Eastern Standard Time (EST) time on Tuesday, July 8, 2025.” If the bid is awarded on July 9, 2025, including July 9, this will provide only 42 business days to complete the work on this project. There is an extensive amount of conservation work needed to have this painting go back to its 2023 specs (pre 2023 conservation/move).

Realistically, this is not enough time to complete the work safely and properly. Can a potential bidder provide a different timeline for the work to be done within their bid?

Answer: A potential Contractor may propose a different timeline for the work to be done.

2. On the SAM.gov webpage, under “Description,” it states, “ANY ADDITIONAL

QUESTIONS SHOULD BE EMAILED TO: porterd@usmma.edu NO LATER THAN 9:00 A.M. EASTERN STANDARD TIME(EST) ON Wednesday, July 2, 2025…” Assuming you will have answers back in 24 hours, that gives any prospective bidder 2 days to write up their bid in conjunction with a federal holiday weekend (a day before the holiday weekend and the day after). This timeframe is unrealistic in providing ample time to send in a professional bid. Would you consider extending the bid due date to accommodate for ample time to provide answers to questions as well as a bid response?

Answer: Yes, the Government will extend the date that all quotes are due to Friday, July 11, 2025 @ 0900 a.m. EST.

3. Are there any dates during the current timeframe for this project that would preclude us from working in the Chapel and/or Wiley Hall?

Answer: Yes, no work is permitted on Saturday, Sunday and Federal holidays

4. What are the daily work hours a contractor is allowed to be at your facility?

Answer: Daily work hours are Monday-Friday from 0800-1600 EST

4. On the SAM.gov webpage, under “Description,” it states, “See Attached Request for

Quotation (RFQ) and Statement of Work (SOW). The only attachment provided is an SOW. Can you provide the RFQ attachment?

Answer: A Request for Quotation will now be attached.

Solicitation 6923G225Q000010/AMENDMENT 0001 Page 4 of 7

6. The SOW states, “Relocate the painting “Serving the Nation from Sea to Stars” and its accompanying bronze plaque, description of the painting, and letter from Senator Kelly to the east (opposite) wall of the Elliot See Room, taking necessary precautions to protect and preserve the painting during execution of this contract. This includes repairing any scuffs, abrasions, or tears to the painting or canvas.”

a. How heavy is this painting?

Answer: The weight of the painting is unknown. A site visit was held on Thursday, June 26, 2025. Additional site visits will be held on July 3, 2025 and July 7, 2025 from 0900 a.m. to 1200 p.m. EST.

b. How is this painting attached to the wall?

Answer: Please see attached pictures

c. Are there any photos showing the installation of this painting? If so, can they be provided?

Answer: Please see attached pictures

d. Are there any photographs of the backside of the painting? If so, can they be provided?

Answer: There are no photos of the backside.

e. When it says, “includes repairing any scuffs, abrasions, or tears to the painting or canvas,” does this mean they exist currently or does this mean if we damage the painting during the move?

Answer: It means repairs to any damage caused during the moving and installation of the painting.

f. The east wall of the building is an exterior wall. What is it made of? This information is needed to safely and properly hang this painting.

Answer: The east wall area where the painting is scheduled to be installed consists of an area that is framed with structural lumber with plaster and cast sandstone as the finish. As you continue further on the wall it appears the substrate changes to brick with plaster over that and the cast sandstone as the finish.

7. The SOW states, “Provide and erect any USMMA approved display elements, to include a museum-grade plaque with a brief history of the painting and its significance and a brief biography of its painter…” The plaque(s) and/or display elements need to be determined

Solicitation 6923G225Q000010/AMENDMENT 0001 Page 5 of 7 before the bidding process so any prospective bidder can provide an accurate cost for this.

What is the exact plaque(s) and/or display elements specifications?

Answer: The wording for the plaque is provided in the SOW. The material for the plaque should be metal, ideally aluminum with laser-printed text using a 24-point san serif font for the main text with title in 36 point san serif font. Exact dimensions to be determined in cooperation with the Museum director. Ideally, this signage shall be affixed with museum-grade double-sided adhesive tape.

8. What is the thickness of the outer edge of the original stretcher (pre 2023 conservation)?

Answer: The thickness of the outer edge of the original stretcher is unknown. A site visit was held on Thursday, June 26, 2025. Additional site visits will be held on July 3, 2025 and July 7, 2025 from 0900 a.m. to 1200 p.m. EST.

9. How are the submitted bids being evaluated, i.e. best value, lowest price, qualifications, etc.?

Answer: As indicated in the solicitation, a Single Firm Fixed Price Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest price technically acceptable (LPTA). For purpose of Technical Acceptability, the Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the Quoter’s meet the requirements described in the Statement of Work.
