Solicitation 6923G224Q000007/AMENDMENT 0002 PAGE 3 OF 7

QUESTION AND ANSWERS

1. Can you confirm if any contractors attended the site visit, and if there were any questions that arose from the walkthrough?

Answer: It was requested at the site-visit that any questions be emailed in writing and answers would be posted as an amendment to the solicitation on sam.gov

2. Do you have a budget for this event?

Answer: This solicitation is being competed on SAM.Gov and is open to all small businesses. As a result, Contractors should sharpen their pencils accordingly when submitting their quotes.

3. Is there an incumbent and if so, what was their last contract number and award amount?

Answer: While the Academy has held similar events in past years, this year’s requirements differ. You can find past year award information on sam.gov.

4. Will AV and lighting be needed on the 20th the day of bbq?

Answer: No, lighting is not needed the day of the BBQ

5. Will the US flag be provided?

Answer: As per the Statement of Work (SOW), the Contractor is responsible for providing the U.S. Flag

6. Will wifi be provided or hardwiring? Will USMMA IT techs be onsite as well?

Answer: No

7. Should each four angle roof tent (for VIP, faculty and staff) individually have dimensions of

20x50?

Answer: Requirement is stated in the Statement of Work (SOW)

Solicitation 6923G224Q000007/AMENDMENT 0002 PAGE 4 OF 7

8. Are cement and concrete blocks allowed for weigh down?

Answer: Yes as long as they have protection for the turf underneath

9. Please confirm the total number of white plastic chairs required

Answer: Requirement is stated in the Statement of Work (SOW)

10. Can the Contractor transfer plastic chairs from the barbecue area to the commencement area?

Answer: According to the SOW setup on Tomb Field must be completed NTL Wednesday 6/19/24 which is before the BBQ.

11. What are the payment terms?

Answer: Payment terms are SB NET 30

12. Will the government consider providing a deposit for services?

Answer: The Government doesn’t provide deposits. Invoices may be submitted for payment after all services have been received and accepted by the Government.

13. Project requirements, item d- the requested stage curtains will be 56' wide (same as the stage) but how high are they requested to be as the roof of the tent is sloped. There will likely still be areas at the rear of the stage where the open background will show through.

Answer: Contractor shall provide common dimensions for curtains and avoid custom specs. Likely there will be a small/open triangle at the top – but this must be agreed upon in advance with the Contracting Officer’s Representative (COR).

14. Can the requested stage curtains be hung from a horizontal pipe that is then hung from the tent roof.

Answer: This would be up to the Contractor.

15. The stage curtains will move in the wind normally and this cannot be controlled. Even if they are weighted down with a pipe or chain pocket, they will still blow and billow in the wind at that location and be distracting to the program on the stage. A ridged structure

Solicitation 6923G224Q000007/AMENDMENT 0002 PAGE 5 OF 7 solution such as a LED wall would be a better choice and allow for a stable backdrop with the ability to have varied images and vivid content as a backdrop. This was done successfully in the 2020 graduation.

Answer: As per the revised Statement of Work (SOW) in amendment 001, we would like curtains. The LED screen was removed from the original Statement of Work (SOW).

16. Project requirements, item g, 2, b- Lighting at Podiums- Is this solicitation requesting task lighting at the podiums? The overhead lighting to illuminate the stage will not provide direct light at the podiums for reading. Those lights will light the readers at the podiums, not specifically the podium reading surface.

Answer: No, it is not necessary.

17. Will the three podiums again be very short as they were last year? That extreme low height made audio pickup at the podiums difficult and inconsistent for all but one of the presenters. This is not a situation where "the needs of the one outweigh the needs of the many" (Wrath of Khan, 1982) If this condition still exists, mics on floor stands with mic booms may be a better choice than gooseneck mics at these podiums., although not preferred from an aesthetic perspective.

Answer: All three (3) podiums will be at standard height

18. Project requirements, item g, 2, c- Backdrop lighting- is the client requesting floor based up lighting to accent the requested curtains?

19. At the site survey it was suggested the curtains be a solid dark color. Is the requested backdrop lighting to illuminate the entire stage curtain, or specifically for the USMMA Seals or other items to be hung from or in front of the stage curtain. This can better be accomplished with lighting "specials" that are used for that specific function.

Solicitation 6923G224Q000007/AMENDMENT 0002 PAGE 6 OF 7

20. Project requirements, item g, 3, - Are the 3 microphones that are to be used to "capture individual commands and voice during the ceremony" intended to be wired or wireless mics, and where will they be located?

Answer: Microphones should be wired.

21. Are the 2 microphones that are to be used "at the band tent" requested to be wired or wireless mics?

Answer: The two (2) microphones should be wired.

22. Project requirements, item g, 6- In the requirements, does the request for "decorative security fence" suggest that patriotic RWB bunting should be attached to all or portions of this fence?

Answer: No

23. Inclement Weather Plan- If this plan is elected, does this mean that here will be no outdoor setup whatsoever, or does this mean that a dual set up is requested in both locations as a contingency for poor weather that will have the location decided a day or two before the graduation?

Answer: If the Inclement Weather Plan is implemented, we will have a dual set-up. We are requesting Contractors to indicate to us, when the latest date that the Academy can request to implement the Inclement Weather Plan could be. For example: ACADEMY CAN NOTIFY

CONTRACTOR UP TO 48 HOURS PRIOR TO EVENT IF THEY PLAN ON IMPLEMENTING THE

INCLEMENT WEATHER PLAN.

24. Inclement Weather Plan- item 3) Should this backdrop be the entire width of the stage .

Answer: Yes

25. How big is the flag owned by USMMA that has been used in that location in the gym?

Answer: The Government will not be providing the Flag. As per the Statement of Work (SOW), the Contractor will be providing the U.S. Flag.

Solicitation 6923G224Q000007/AMENDMENT 0002 PAGE 7 OF 7

26. Essentially the sound and lighting package outdoors or indoors is the same, less a few microphones. However at the tent, the truss is hung from the tent. In the gym, the truss can be ground supported or possibly hung from the ceiling beams. Are there documents for ceiling beam load bearing specifications for the gym? There is less audience blockage of events if the truss can be flown.

Answer: The Government doesn’t have the documents that is being requested.

27. Does the facility have a two man lift available that can be used to reach the taller areas of the gym during set up or will the contractor have to provide?

Answer: No, the Contractor should include that in their quote.

28. Would the USMMA like to have a cost estimate for a 20-25' wide video wall to be used as a backdrop on the outdoor or indoor stage with the ability to play digital content during the event. Direct sunlight is not a problem for a video wall and all content will be very vivid.

Answer: No, the video wall is not part of the requirement. Contractors should only quote on what is being requested in the Statement of Work (SOW).
