8:00 AM to 2:00 PM, Monday through Friday.

Statement of Work
Trash Removal Services
I. Project Scope
The Contractor shall provide all labor, equipment, transportation, and incidentals necessary to deliver and position dumpster-type containers and perform trash pickup and disposal services for solid wastes and recyclables generated by the Saint Lawrence
Seaway Development Corporation (SLSDC) at various sites located in Massena, New
York, for the period 10/01/2018 through 09/30/2019 with options to extend for up to four (4) additional years.
II. Schedule
The Contractor shall provide the SLSDC a consistent schedule of trash removal services by location. The schedule shall include the name of the location and the day of the week or month services will be performed as identified in Section IV. Trash removal services shall be scheduled Monday through Friday between the hours of 8:00 AM and 2:00 PM.
Each location will vary in frequency of trash removal as specified in Section IV. If scheduled day of pick up occurs on a Federal holiday, trash removal services shall be conducted on an alternate day within the same week per the available days and hours as indicated above. Any changes to the schedule must be coordinated and approved by the
Contracting Officer before taking affect. Trash removal services are excluded for the following Federal holidays:

III. Container Type
The Contractor shall provide trash containers to include covers and/or doors with the ability to open and close while disposing of trash. The containers shall have covers and/or doors capable of staying closed and secured during periods of high winds.
IV. Container Sizes and Frequencies
The Contractor shall provide containers and perform trash removal services for each location with the following recommended sizes and frequency per the table below:

V. Container Conditions and Maintenance
All containers must be rodent proof, leak proof, fire retardant, and present a clean orderly appearance. Containers must be free of rust and excessive dents.
The Contractor shall be responsible for all maintenance and repair, and maintaining proper working condition of containers, unless damage is caused by the negligence of
SLSDC personnel.
VI. Regulatory Compliance
The Contractor will assume full responsibility for compliance with all federal, state, city and county laws, rules and regulations governing trash and recyclables.
VII. Transportation and Safety
Upon arrival, the Contractor shall ensure that drivers follow any instructions provided by
SLSDC personnel. The driver shall report any obstructions to SLSDC personnel to ensure the Contractor’s truck operates safely within the areas of operation.
During the performance of work, the Contractor shall comply with procedures prescribed for control and safety of persons visiting the site.
The Contractor shall provide for the safe and efficient handling of all equipment. All equipment will be in good operating condition and repaired if required for safety measures.
The Contractor shall avoid interruptions of SLSDC operations while on site. The
Contractor shall be responsible for all loss and damages to government-owned or controlled property if due to fault or negligence of the Contractor or its employees, which shall be required to replace at Contractor’s expense.
The Contractor shall not create or drop litter on any of the SLSDC location grounds and container locations during transportation. The Contractor shall immediately clean up hydraulic fluid leaks and/or spills caused by the Contractor’s equipment while on SLSDC property. Any such clean up shall be in compliance with Federal EPA, state and local regulations.
VIII. Period of Performance
Base Year: 10/01/2018 to 09/30/2019
Option Year 1: 10/01/2019 to 09/30/2020
Option Year 2: 10/01/2020 to 09/30/2021
Option Year 3: 10/01/2021 to 09/30/2022
Option Year 4: 10/01/2022 to 09/30/2023
IX. Reporting Requirements
The Contractor shall provide a quarterly report itemizing the weights of materials picked up for disposal and zero-sort recycle from all SLSDC facilities. The weights shall be totaled per location and reported in tons or pounds at the convenience of the Contractor.
The report shall be emailed to the individual designated by the Contracting Officer or designee, no later than ten (10) business days following the close of the prior quarter.
X. Scrap Metal Recycling
The Contractor shall supply an appropriately sized container for scrap metal recycling at no charge, to be located at the SLSDC Maintenance Building at 251 Fregoe Road, Massena, NY 13662. The Contractor shall provide pick-up and transportation to recycle the scrap metal on a periodic basis, dependent on the rate the material is generated. All pick-ups shall be scheduled prior to Contractor arrival through the Contracting Officer or designee. The Contractor shall pay the SLSDC for the recycled scrap metal on a per ton basis at a rate determined by the recycling facility. The Contractor shall make associated payments for recycled scrap metal to the SLSDC within thirty (30) business days of pick up and include a copy of the recycle or transfer facility receipt with each payment. In addition to the disposal/recycle report as described above, the Contractor shall provide a quarterly report of the weight of scrap metal picked up for recycle during the quarter.
XI. Additional Submittals
• At least three (3) references for work with similar requirements including point of contact information (i.e. names, addresses, telephone numbers, and email addresses).
• A tentative schedule indicating day(s) of week the Contractor intends to pick up trash and recyclables. The Contractor is required to meet the collection frequency as listed on page 4 of the SOW. Any variations may deem the offer unresponsive.
XII. Performance Metrics
The Contractor shall be evaluated quarterly in regards to performance measures and quality of work. If the Contractor fails to pick up trash as scheduled and/or falters on frequency of pick up, payment(s) for the respective month will be deducted by proration of rate depending on location and frequency of schedule.
The SLSDC will perform an evaluation of Contractor performance 60 days before each term expires, in consideration of option year renewal.
XIII. Evaluation and Award
The SLSDC will make award to the Offeror whose proposal conforms to the requirements of this solicitation and is the most advantageous to the SLSDC, considering price, past performance, and geographical location of the offeror’s operations.
For the purposes of evaluating the price, the SLSDC shall add the total price for all options to the total price of the basic requirement. Evaluation of options will not obligate the SLSDC to exercise the option(s).
The SLSDC intends to award a fixed price contract with economic price adjustment as a result of this solicitation. The Contractor shall notify the Contracting Officer if, at any time during contract performance, the monthly rate for the landfill, recycling, or environmental fee as shown in the Schedule either increases or decreases. The notice shall include the Contractor’s request for an adjustment in the contract unit prices and supporting data explaining the cause, effective date, and amount of the increase or decrease. The Contracting Officer reserves the right to negotiate any adjustments. A modification to the contract will be issued upon agreement by both parties.
XIV. Option Periods
The SLSDC may extend the term of this contract by written notice to the Contractor within 30 days before the contract expires. The Contracting Officer may exercise options only after determining that funds are available; the requirement covered by the option fulfills an existing SLSDC’s need, price and other factors considered.
If the SLSDC exercises this option, the extended contract shall be considered to include this option clause.
The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.

XVI. Instructions
Prospective Offerors are to submit any requests for clarification to the Contracting Office no later than 1:00 PM on September 24, 2018. Requests may be sent by e-mail to jason.brockway@dot.gov. Any information given to a prospective Offeror concerning a solicitation will be furnished promptly to all other prospective Offerors as an amendment to the solicitation, if that information is necessary in submitting quotations.
Offerors are responsible for submitting quotes, and any modifications or revisions, so as to reach the Contracting Office by the response date, September 26, 2018 no later than
1:00 PM EST.
