About this file

This is a Questions and Answers document for RFQ 6923g226Q000028 issued by the Department of Transportation Maritime Administration (USMMA) for the removal and scrapping of three steel underground No. 2 heating oil storage tanks located at Delano Hall and O'Hara Hall. The solicitation requires permanent extraction and disposal of three USTs containing approximately 33,843 gallons total (O'Hara: 5,963 gallons; Delano Tank #1: 11,207 gallons; Delano Tank #2: 16,673 gallons), along with all associated piping, wiring, components, and monitoring systems. Work includes fuel handling and disposition, soil sampling and potential remediation, excavation and backfill operations, concrete and asphalt restoration, and reconfiguration of existing day tanks to support emergency generators at both facilities. The contract is structured as a firm fixed price requirement with a 60-calendar-day performance period beginning from the Contracting Officer's Notice to Proceed, with no overtime permitted.

Key requirements and clarifications from the Q&A include: the contractor is solely responsible for obtaining all federal, state, county, and local permits and licenses; no tank tightness testing, historical records, or environmental documentation is available, so bidders must base proposals on observable site conditions; if fuel is determined unsuitable for reuse, the contractor assumes full responsibility for managing disposition and regulatory compliance with no government support; clean fill is required for backfill operations; analytical soil testing is mandatory regardless of spill suspicion; and the contractor must return all work sites to pre-project condition and assume liability for any damage to Academy property or vegetation. The RFQ closing date was extended to September 11, 2026 at 2:00 PM ET (Amendment One), with anticipated award by end of September 2026. A mandatory site visit was held August 25, 2026, and 100% performance and payment bonds are required. Proposals and past performance questionnaires must be emailed to durba.ray@dot.gov and cc'd to brian.wiley.ctr@dot.gov.
