Section C - Statement of Work
C.1 Introduction The DOT/MARAD Warehouse at Poland Avenue (the Facility) has confirmed leaks in the fire water main distribution pipe, indicating failure of a section(s) of pipe buried below grade. These leaks compromise the water supply to the Facility’s automatic sprinkler systems and adjacent fire hydrants, creating significant risk to life safety and property. Until the leaks are repaired, there is no water available within or adjacent to the warehouse to suppress fires.
Figure 1 below displays the original site plan showing the fire water system, with the approximate section of buried pipe highlighted in yellow, and the general areas with the identified leaks circled in green. This segment connects to the city’s 8” main on the left (upriver) side of the drawing below and has two connections originating from a separate parcel of property across the street, further downriver. This property is undergoing redevelopment that resulted in water shutoffs, rendering the MARAD facility reliant on a potential single point of connection to the city’s main water pipeline, “upstream” from the active leaks.
Figure 1: Water System Original Diagram circa 1960 (source: U.S. Army, drawing provided by the Port of New Orleans)
Previous exploration into resolving the leaks included site visits to identify the locations of the active leaks, and a subsequent site visit identified that there may be insufficient clearance beneath the wharf deck for excavating equipment or specialized equipment.
Once repaired, restoring water pressure to the system may provide adequate water pressure at the hydrants serving the warehouse, or reveal additional system deficiencies. Resolving the known leaks will inform understanding of the condition of the remaining water distribution system and provide motivation for subsequent spot repair(s) or more comprehensive system replacement.
The highlighted section of the fire main is approximately 5 to 10-feet below grade, below the embankment adjacent to the wharf where it connects (still below grade) to vertical riser sections supplying water to areas above the wharf deck including adjacent fire hydrants and the warehouse’s sprinkler system.
The objective of this SOW is to conduct targeted excavation(s) of the leaking area(s) to identify failed sections of pipe and perform repairs/replacement of failed sections of pipe. Excavations shall be typical for pipe repair of 6- to 10-inch diameter buried water pipes with depth and width of trench(es) minimized to the maximum extent practicable, while providing clearance for hand tools and repair actions. See image below for example of anticipated dimensions or clearances:
Figure 2: Typical trench dimensions for water pipe excavation.
Excavations shall ensure sufficient clearance from footings or other structural support elements associated with areas near the wharf structure.
This project is not intended to facilitate wholesale replacement of the water distribution piping.
Once active leaks are identified and repaired, pressure measurements and other testing procedures can inform hydraulic calculations, to guide future efforts to repair or replace the fire water distribution system and fire suppression sprinkler system.
Repaired sections of pipe shall tie into the existing distribution piping, restore water supply to the external fire hydrants adjacent to the warehouse, and restore water supply to the fire suppression sprinkler system in the warehouse.
C.2 Requirements The Contractor shall provide all labor, materials, equipment, and supervision to perform the following tasks:
C.2.1 CLIN 00100 – Preparation and Excavation C.2.1.1 Project Preparation and Mobilization o Permitting: DOT obtained the construction permits from the Port of New Orleans, US Army Corps of Engineers (USACE), local flood authority / levee board, and City of New Orleans. The contractor is required to follow all requirements and restrictions of these permits.
o Mobilization: Move required labor, materials, equipment, and tools to the site.
o Site Safety and Security: Establish a physical safety and security barrier around the work areas to prevent against accidents and unauthorized access. Due to a legacy of unauthorized access to areas beneath the wharf, Contractor equipment and materials are recommended to be secured or removed at the end of each workday. A laydown area will be provided within the warehouse Facility.
o Follow local regulations to identify and mark underground utilities, to prevent damage during excavation. Notify Louisiana 811 two to five business days before digging. Mark work areas with paint, flags, or stakes as appropriate.
o Inspect the site area as needed. Coordinate with the City of New Orleans Sewerage and Water Board to manipulate water valves to facilitate locating the leaks.
o Prior to excavation, ensure the City of New Orleans Sewer and Water Board has closed all necessary valves to turn off water flow to the affected area.
o Provide support for adjacent structures or utilities that may be affected by the work.
C.2.1.2 Excavation o Excavation: Trench or dig to expose the broken pipe, ensure safety standards are met and preserved (e.g., Occupational Safety and Health Administration – OSHA requirements).
Ensure excavation is clear of restricted areas and performed in accordance with applicable USACE guidance.
Only hand tools or soft digging methods may be used within 18-24 inches of marked utility lines.
o Shoring: Shoring is required for excavation greater than 5-feet in depth.
o Dewatering: Remove groundwater from the excavated area using submersible pumps, if needed.
C.2.2 CLIN 00200 – Pipe Repair for Known Leaking Locations C.2.2.1 Pipe Repair and Replacement o Remove the broken pipe, valves, or fittings.
o Install new pipe sections, fittings, and couplings.
Use approved piping materials compliant with NFPA 24.
Existing drawings indicate 8” diameter pipe.
Repair sleeves are permitted (mechanical or stainless steel) for localized breaks.
o If needed, install or repair existing concrete thrust blocks as required at bends and T-fittings for underground pipe stability.
C.2.2.2 Testing and Commissioning o Hydrostatically test the repaired system at 200 psi or 50 psi more than the system working pressure, whichever is greater, per NFPA 24. Maintain pressure at gauge pressure of ±5 psi for at least 2-hours to ensure integrity.
o Coordinate with City of New Orleans Sewer and Water Board to reopen valves to restore water supply from city water main and verify system performance.
o Check for leaks at joints and connections.
o Perform visual inspection of the site to identify any additional obvious fire main leaks.
o Open the hydrants located on the wharf proximate to the Facility to ensure water is flowing to the affected hydrants and pressure is restored.
o Flush the system to remove contaminants per NFPA 24.
C.2.2.3 Final Site Work and Closeout o Remove shoring elements, backfill the trench and compact soil to original grade.
o Restore landscaping, paving, concrete, aggregate, etc. that was removed. Ensure disturbed areas and grounds are restored to original condition.
o Remove all tools, equipment, and debris from the site.
o Provide as-built drawings and completed test reports, ensuring compliance with NFPA standards.
C.2.3 OPTION CLIN 00300 – Additional Pipe Repairs CLIN 00200 requires the Contractor to perform visual inspection of the site to identify any additional obvious fire main leaks outside of the original scope of work, after completion of the contracted repairs and restoration of fire main water. DOT also anticipates independently performing additional leak detection investigations after fire main water is restored, utilizing ground penetrating radar, acoustic leak detection, and/or other technologies.
For OPTION CLIN 00300, the Contractor shall provide all labor, materials, equipment, and supervision to perform the following tasks:
C.2.3.1 Repairs o For the additional leaks located under CLIN 00200 or identified by the DOT through other leak detection technologies, the Contractor shall excavate the additional areas with fire main leaks, repair the pipe sections, test and commission the fire main as required by CLIN 00100 and CLIN 00200 above.
If OPTION CLIN 00300 is exercised, this CLIN will be fully funded as a Not-to-Exceed CLIN. The Contractor shall perform additional leak excavation and repairs up to $50,000. Any unallocated costs will be descoped from the contract at contract closeout.
Note that repair of any additional leaks will first require the DOT to modify the construction permits from the Port of New Orleans, US Army Corps of Engineers (USACE), local flood authority / levee board, and City of New Orleans prior to commencing any additional construction activities.
