About this file
This document outlines the Technical Evaluation Criteria for Request for Quotation (RFQ) 6913G626Q300045. Offerors must submit pricing for CLINs 00100 through 00400 and optional CLINs 00500 through 02400, providing a total proposed firm fixed price for all CLINs (00100-02400).
Evaluation will be conducted using two technical, non-price criteria ranked in order of importance: (1) Technical Understanding and (2) Past Performance. Technical Understanding is weighted as more important and will assess the offeror's approach to mitigating risk associated with Tasks 1-9 in the Statement of Work and performing required macroeconomic modeling, either by developing or expanding current macroeconomic models to meet specified requirements or by discussing new model simulations addressing high-priority research questions. Past Performance will be evaluated based on the relevancy and quality of identified work relative to the work required under the RFQ. Award will be made to the responsive and responsible offeror whose offer provides the best value to the Government, considering technical understanding, past performance, and price in that order of importance.

TECHNICAL EVALUATION CRITERIA
The Offeror’s written proposal must include the following:
PRICE QUOTATION
The Offeror shall provide pricing for CLINs 00100 through 00400 and Optional CLINs 00500 through 02400 as reflected in the CLIN structure in the combined synopsis/solicitation notice and provide a total proposed firm fixed price for all CLINs (00100-02400).
The following factors, in order of importance, shall be used to evaluate offers:
(1) Technical Understanding
(2) Past Performance
The Offeror’s technical proposal will be evaluated relative to the following two technical, non-price criteria:
Technical Understanding:
The Government will evaluate the offeror’s technical understanding and proposed approach to:
a) Mitigate risk associated with Tasks 1-9, in the Statement of Work
b) Perform required macroeconomic modeling, including:
(1) Develop or expand its current macroeconomic model to meet the requirements listed in Tasks 1-9; and/or
(2) Discuss new model simulations addressing the high-priority research questions to be covered in Tasks 1-9.
Technical Understanding is considered more important than Past Performance.
Past Performance:
The Government will evaluate past performance based on:
a) The relevancy of the identified work to the work required under this RFQ, and
b) The quality of that work.
Basis for Award
An award will be made to the responsive and responsible Offeror whose offer, conforming to the solicitation, is determined to offer the best value to the Government in terms of: 1) technical understanding; 2) past performance; and 3) price.
