About this file

This document is a Sole Source Justification for Procurement Request No. V3332134 issued by the Department of Transportation's Volpe National Transportation Systems Center (Volpe Center), Structures and Dynamics Division.

The Volpe Center seeks advanced, highly specialized engineering consulting services to support the Federal Railroad Administration (FRA) Track Safety Research Program. The required scope includes eight deep-dive, one-hour recorded consultations per year and comprehensive technical presentations on materials and electronic data files. The work encompasses two core research tasks: Task 1 addressing Track Buckling and Rail Longitudinal Force Management, and Task 2 covering Rail Breaks, Slow Crack-Growth Life, and Rolling Contact Fatigue Integration. The contractor must integrate emerging Rail Neutral Temperature (RNT) monitoring field data into complex fracture models, specifically the Orringer slow crack-growth model and FRA CWR-Safe and RNT-Restore software environments. The Volpe Center proposes Dr. David Jeong as the sole source contractor.

Market research conducted between May 11 and May 22, 2026, evaluated GSA Multiple Award Schedules, commercial engineering vendors, and specialized industry track stability consultants. The analysis determined that alternative sources lack the required dual-domain expertise combining track stability dynamics with advanced rail integrity and fracture mechanics. Dr. Jeong is identified as the original researcher and sole expert possessing intimate knowledge of the Orringer model derivations, rail flaw growth mathematics, and historical FRA research validation. The justification asserts that educating an alternative contractor would be unfeasible, require 18 to 24 months of delay to review 40 years of track safety research, and necessitate over $150,000 in redundant training costs with no guarantee of success.

V220T.12 (01/19)

Source Evaluated Research Channel / Vehicle Technical Capability Assessment & Findings panel shift mechanics but lack the required academic and technical background in rail integrity, stress-intensity factor derivations, and fracture mechanics. Disqualified.

Dr. David Jeong Sole Source Authority Maintains unique dual-domain expertise spanning both track stability dynamics and deep rail integrity/fracture mechanics. Possesses direct, historical validation experience with the Orringer crack-growth model and legacy FRA fracture toolsets. Fully qualified.

C. Supporting Rationale.

(1) Sole Source: Only one responsible source and no other supplies or services will satisfy agency requirements.

1. The comprehensive management of track safety requires a unified analytical framework that addresses both track buckling (compressive failure) and rail breaks (tensile/fracture failure). While track stability analysis focuses on lateral resistance and ballast consolidation, rail integrity analysis requires an elite understanding of solid mechanics, fracture mechanics, stress-intensity factors, and rolling contact fatigue. Mismodeling the slow crack-growth life of a rail defect under dynamic wheel loads can result in undetected internal defects, leading to catastrophic broken-rail derailments.

Because this scope of work demands the explicit integration of active field data into complex fracture models (like the Orringer model), a specialized expertise that joins structural track stability with advanced rail fracture mechanics, rooted in the foundational derivations of safe crack-growth life and Rail Neutral Temperature (RNT) management, is absolutely critical to the FRA Track Safety Research Program.

2. As demonstrated by the market research, Dr. David Jeong is uniquely qualified to execute this combined scope because he is the original researcher and possesses the intimate, historical knowledge of the original derivations and simplifying assumptions behind the complex fracture mechanics and rail safety models. While other prominent industry specialists are strictly limited to track buckling and thermal force management, Dr. Jeong possesses a verified track record of developing, validating, and publishing the core mathematical frameworks governing rail flaw growth, detail fractures, and fatigue life estimation for the FRA. He is the sole expert capable of providing the technical depth required for Task 2 (Rail Breaks and Slow Crack-Growth Life) while simultaneously reconciling those models with the track stability parameters in Task 1. This highly specific intersection of rail integrity research and continuous welded rail (CWR) mechanics is exclusive to Dr. David Jeong.

3. Define the impact in terms of feasibility, time, and cost of educating another contractor to obtain that expertise:

a. Feasibility: It is unfeasible to educate an alternative source. The application of the Orringer slow crack-growth model to real-time RNT monitoring data requires decades of foundational research in rail fatigue behavior and stress analysis that cannot be replicated via a standard technical transfer.

b. Time: Bringing another contractor up to speed would require them to review approximately 40 years of track safety research and field data, introducing an unacceptable delay of 18 to 24 months, stalling critical safety support deliverables for the FRA Office of Railroad Safety.

c. Cost: Training another source would result in a substantial and wasteful duplication of cost. To develop proficiency in specialized rail fracture and the mechanics of how rails bend would require an estimated expenditure of over $150,000.00 in redundant engineering and validation hours, with no guarantee of success.

The cumulative effect of unfeasibility, significant time delay, and substantial cost duplication would pose substantial and unnecessary risk to the successful completion of this contract.
