BRAND NAME SAP JUSTIFICATION
A. Description of Supplies/Services. The Defense Threat Reduction Agency (DTRA) is currently executing a project to enhance maritime domain awareness in the Black Sea, specifically through the expansion of Automatic Identification System (AIS) capabilities along the coast of the Republic of Georgia. The U.S. DOT Volpe Center supports DTRA by collaborating with the Georgian Coast Guard to install AIS equipment. This comprehensive effort includes systems requirements development, design review and testing, materials procurement and integration, site selection, installation, verification, and sustainment training. This initiative is critical for global maritime domain awareness and the detection of illicit activity within the Black Sea. This specific procurement is for microwave data link hardware required to network remote AIS receive stations with the Volpe Center’s Maritime Safety and Security Information System (MSSIS). To ensure interoperability, the procured hardware must be compatible with existing microwave data links already deployed in Georgia. Furthermore, the North Atlantic Treaty Organization (NATO) is currently conducting a substantial acquisition to expand Georgia’s microwave infrastructure; consequently, this procurement ensures continued compatibility with both current systems and upcoming NATO-funded upgrades.
The purpose of this request is to purchase two units of a PTP 78700 Fixed Wireless Backhaul Microwave Data Link developed by US company Cambium in support of the US Defense Threat Reduction Agency (DTRA).

B. Market Research. The Volpe Center team responsible for this project is located within the Situational Awareness and Logistics Division (V332). Following consultations with the Georgian Coast Guard, the equipment manufacturer

(Cambium), and NATO’s MARCOM, Henry Wychorski of Volpe V332, determined that only Cambium microwave hardware is compatible with the systems currently installed in-country. To support this determination, Mr. Wychorski conducted market research in March and April 2026 to identify authorized vendors capable of supplying the required Cambium Microwave Data Links.
Cambium is a US-based company, and its products are resold through 3rd-party vendors in the US and all over the world. However, defense/security and customs constraints at DTRA, NATO, and the Republic of Georgia make it advantageous to the project to purchase the Cambium Microwave Data Links through a vendor based in the Republic of Georgia. A quote to this effect is provided as an attachment. The equipment would be purchased through a local vendor and shipped to the US Embassy and inspected/accepted by Mr. Wychorski as the Volpe technical point of contact (TPOC).

C. Supporting Rationale.
(1) Sole Source: N/A.
(2) Brand Name:
(i) It is essential to the Government that the Volpe Center purchase the Cambium Microwave Data Link in order to meet the Government’s requirement, therefore precluding consideration of products manufactured by another manufacturer.
(ii) While numerous manufacturers produce microwave data links, including BridgeWave, DragonWave, Fastback Networks, and Aviat—Cambium offers the most extensive product line capable of meeting the diverse requirements of the various installation environments found in this region.
(iii) The Volpe Center has supported the Defense Threat Reduction Agency (DTRA) for 11 years in expanding global Maritime Domain Awareness (MDA). This mission is critical to DTRA’s objective of countering the movement of weapons of mass destruction. The Cambium PTP 700 series provides the specific technical architecture required to network remote maritime sensor systems, such as AIS, into a cohesive surveillance network.
(iv) The Cambium Microwave Data Link is the only system fully compatible with both the existing infrastructure in the Republic of Georgia and the substantial expansion currently being undertaken by NATO. Utilizing this specific hardware ensures seamless interoperability with NATO’s efforts to bolster Georgian military readiness, thereby enhancing Black Sea security for the U.S. and its Allies.
