SECTION C – STATEMENT OF WORK
C1. Overview This contract provides funding to continue research execution with Partnership for Analysis and Research in Traffic Safety (PARTS) members and the trusted third party to performing analyses of vehicle safety performance using non-federal vehicle-level information augmented with non-sensitive federal information, including U.S. Department of Transportation (USDOT) highway crash data. The Contractor is responsible to the government as defined in this Performance Work Statement. The Contractor shall perform to the standards herein.
C2. Background Safety and innovation are top priorities for the USDOT. In support of safety and innovation activities, the Volpe Center has been actively engaged in research examining the impact of deploying automated driving features within the new light-vehicle fleet. Recently, this included research encompassing collision avoidance warnings, active crash avoidance or injury mitigation safety systems, and sustained lateral and/or longitudinal vehicle control, considered advanced driver-assistance systems (ADAS) within a limited operational envelope. One aspect of this research track includes the execution of a novel data trust, PARTS, as a collaborative non-regulatory approach that uses independent data stewardship to share aggregated sensitive data amongst participants. PARTS enables the discovery of insights of transportation safety and technologies at a level of granularity that is not otherwise possible.
The National Highway Traffic Safety Administration (NHTSA) initiated a Phase I prototype of PARTS in 2017. In Phase I, facilitated by the MITRE Corporation (MITRE), participants explored the feasibility of a data trust with auto-industry original equipment manufacturers (OEMs), and the Volpe Center administered the contract for Phase I.
PARTS Phase I established collaborative and trusting working relationships amongst the partners. NHTSA and participating OEMs had securely shared a limited amount of data as a basis for collaboration on automatic emergency braking (AEB) analyses to discern its safety performance. MITRE aggregated, de-identified, and processed the partner data to allow for analysis. The scope of data sharing and Information Technology (IT) used in Phase I were both relatively limited.
PARTS Phases II and III built upon the model established in Phase I, expanding the scope of the data trust to examine the effectiveness additional technologies, incorporating additional crash data and vehicle data from former and new OEM members that have joined the partnership. This contract will enable the continued PARTS research between the Volpe Center, USDOT, OEMs, and the trusted third party responsible to maintain and execute research per the PARTS Governance Board. The MITRE corporation’s Center for Advanced Aviation System Development (CAASD) was selected by the government to serve as PARTS’ trusted third party in PARTS Phases I, II, and III.
CAASD, as a Federally Funded Research and Development Center (FFRDC), by law, cannot compete with industry and does not profit from the government’s decisions.
C3. Quality Control The Volpe Center Contracting Officer’s Representative (COR) and Project Manager (PM) will:
Measure the quality control for this contract against the contractor’s quality assurance plan.
Review all deliverables developed under this contract, which will receive an independent peer review when appropriate.
Once the review is complete and all necessary notations have been made to the deliverables, the COR will return the draft deliverables to the contractor. The contractor shall then incorporate any changes needed to address the government’s comments and shall submit the final deliverables to the COR.
C4. Scope Under this contract, the Contractor shall expand the scope and complexity of the data aggregation, anonymization, and preparation needed to enable future analyses. The contractor shall advance the level of maturity of the partnership and the trusted third-party role by deepening the level of collaboration between the partners, maturing the data-sharing platform to accelerate independent analyses for comparison, and increasing the number of participant organizations. As such, the work performed under this contract is non-severable. Specifically, the Contractor shall:

FAR 52.204-21 BASIC SAFEGUARDING OF COVERED CONTRACT INFORMATION SYSTEMS
(NOV 2021)
(a) Definitions. As used in this clause—
Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
Information means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information ( 44 U.S.C. 3502).
Safeguarding means measures or controls that are prescribed to protect information systems.
(c) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
FAR 52.211-11 LIQUIDATED DAMAGES-SUPPLIES, SERVICES, AND RESEARCH
OR DEVELOPMENT (SEPT 2000)
(a) If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of $20 per calendar day of delay [Contracting Officer insert amount].
(b) If the Government terminates this contract in whole or in part under the Default-Fixed-Price Supply and Service clause, the Contractor is liable for liquidated damages accruing until the Government reasonably obtains delivery or performance of similar supplies or services. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
(c) The Contractor will not be charged with liquidated damages when the delay in delivery or performance is beyond the control and without the fault or negligence of the Contractor as defined in the Default-Fixed-Price Supply and Service clause in this contract.
FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.
The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to the end of the period of performance.
FAR 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 913 days.
