About this file

This document is a Request for Quotation (RFQ) for the upgrade of the sensing platform of the DROV Smart Trailer currently owned by the Federal Motor Carrier Safety Administration (FMCSA). The objective is to update the smart trailer's sensing and communication capabilities to support the Volpe National Transportation Systems Center's ongoing research on advanced driver assistance systems, automated driving systems, and cooperative driving automation for commercial motor vehicles.

The contractor shall provide engineering services and any required hardware to upgrade the smart trailer with three or more new sensing and/or data integration capabilities, such as inertial measurement units, axle weight sensors, roll stability sensors, wind speed sensors, and enhanced GPS. The contractor shall also adapt the data to be transmitted via CAN, OpenCAN, and Ethernet outputs, and broadcast selected data wirelessly for display in the cabin. The period of performance is 10 months, and the place of performance is the contractor's office and a test facility. Pricing is requested on a firm fixed price basis for project management, the smart trailer platform upgrade and travel, and documentation deliverables.

STATEMENT OF OBJECTIVES

DROV Smart Trailer

C.1. BACKGROUND

The Volpe Naonal Transportaon Systems Center (Volpe Center) has been providing technical support to the Federal Motor Carrier Safety Administraon’s (FMCSA) Office of Analysis, Research, and Technology in the analysis, test, and independent evaluaon of advanced driver-assistance systems, automated driving systems, and cooperave driving automaon for commercial motor vehicles (CMVs).

The mission of FMCSA's Office of Analysis, Research, and Technology is to reduce the number and severity of crashes involving CMVs and to enhance the safety and efficiency of CMV operaons. FMCSA accomplishes this mission, in part, by adopng, tesng, and deploying innovave driver, carrier, vehicle, and roadside best pracces and technologies.

Today’s smart trailers incorporate electronic control units (ECUs), an increasing array of sensors that monitor key safety elements, and radio frequency transceivers that communicate informaon about the trailer status and its cargo to remote locaons. Most smart trailers don’t communicate directly with the tractor/cab, since trailers can be hooked to different tractors and the variaons in tractor on-board networks make it very hard to communicate. Some smart-trailer systems offer an in-cab tablet that allows the driver to receive smart trailer data via a wireless connecon, such as Bluetooth; however, the tablet is not directly connected to the on-board tractor systems.

This Statement of Objecves (SOO) describes the tasks and objecves to upgrade the sensing plaorm of the Smart Trailer currently owned by the FMCSA. This SOO is focused on the need for adding new sensing and communicaon capabilies to the current smart trailer to enable the Volpe Center to connue their ongoing support to the ACE program. Informaon obtained from this SOO will further the development of smart trailers, improving sensing capabilies and communicaon. These improvements can support future research plans, facilitate the deployment of smart trailers with best pracces guidance, and potenally encourage connected and automated vehicle applicaons within CMVs.

C.2. PURPOSE

The contractor shall provide engineering services and any required hardware to further the Volpe Center’s goals to idenfy and promote best pracces for industry’s use of smart trailer plaorms to support connected and automated CMV operaon.

C.4. QUALITY CONTROL

The Volpe Center Technical Point of Contact (Technical POC) and Project Manager (PM) will:

• Review all deliverables developed under this contract, which will receive an independent peer review when appropriate.

C.5 REQUIRED TASKS AND DELIVERABLES

This (SOO) - consists of the following three tasks:

C.5.1. Task 1: Project Management

The contractor shall manage this work in accordance with Project Management best pracces and shall develop a Project Management Plan (PMP) for this SOO. The PMP will describe the pracces that will be employed to manage this project, including deliverable schedules, risk management, and reporng procedures. Any changes to the esmated schedule during the life of the SOO will be reported during regularly scheduled project meengs. The contractor shall present the PMP to the Volpe Center technical POC and PM one month aer the contract award.

The deliverables associated with this task are:

No. Deliverable Format Due Date

1 Kickoff Meeting & Project Management Plan

Virtual/PowerPoint Presentation 30 days after award

2 Quarterly Progress Briefings Virtual/PowerPoint Presentation TBD

3 Final Briefing Virtual/PowerPoint Presentation 15 days before end date

C.5.1. Task 2: Smart Trailer Plaorm Upgrade

The objecve of this task is to update the smart-trailer plaorm. Modificaons to the government owned smart trailer are needed in order to independently assess the current state of smart-trailer technologies, areas for further research and development, and the potenal safety benefits that may be perceived. Only through an updated smart-trailer plaorm, a thorough understanding of sensing and communicaon capabilies can be obtained. The contractor shall update/add three or more sensing and/or data integraon capabilies to update and augment the exisng smart trailer’s capabilies. A potenal list of capabilies of interest (sensing and data integraon capabilies) to the government are listed below. The final selecon of specific capabilies for inclusion in this task will be discussed and agreed upon with the technical POC, PM, and other members of the government’s research team.

Sensing

1. Six degree of freedom Ineral Measurement Unit (IMU) to capture the dynamics of the trailer.

2. Axle weight sensors to capture trailer weight distribuon.

3. Roll stability plaorm/sensors.

4. Wind speed sensors.

5. Addional GNSS1 antenna(s) in open space to invesgate performance benefit.

Data Integraon

1. Add the selected sensing data (from above) to the AirBoxOne2 module.

1 global navigaon satellite system 2 htps://www.drovtechnologies.com/products/airboxone https://www.drovtechnologies.com/products/airboxone

3. Adapt all included video data to be transmissible via the Ethernet output port.

4. Broadcast the following data wirelessly for display purpose inside the cabin:

a. Video data

b. Tire pressure data

c. ABS5 alert state

d. Door sensor state

e. IMU data

f. Wheel temperature

g. Addional suggested data

5. Addional data as agreed upon between the contractor and the government.

C.5.1. Task 3: Documentaon

The objecve of this task is to document all technology updates or installaons to the exisng smart trailer and generate an Interface Control Document and reference CAN Database (CAN DBC6) files.

The deliverables associated with this task are:

No. Deliverable Format Due Date
