Amendment No. 0001 is hereby issued to answer questions submitted in response to Solicitation No. 6913G624Q300033, make changes to Part IV, Instructions to Offerors and to extend the quotation delivery date.

1. Responses are as follows:

a. Upon review the solicitation 6913G624Q300033 it specifies a requirement for pivoting axles. Is this a requirement that we can take exception to if we can prove our car spotter can navigate the 110-foot radius curve?

Government Response: Paragraph J. The Car spotter shall be designed with pivoting axles, an exception to pivoting axles shall be made if a different approach for meeting 110 foot radius curve is described. has been revised to read, Note that only the car spotter and the car spotter coupled to the 40-foot and 50-foot flatcars designed to maneuver this curve and pictured here are only required to negotiate the 110-foot radius curve. The cars identified in the SOW are only required to negotiate the 125-foot curve while coupled to the car spotter.

b. The geometry of the railcars: Per section 2, sub-section f, items 1-5 dimensions have been provided related to the geometry of the railcar and railcar coupler. We need some clarification.

I. For the “Overhang” (truck pin to coupler pin) – Could you identify the “coupler pin”

Government Response: for the 125-foot curve in the SOW. The truckset center pin closest to (same end of car) the coupler knuckle pin is 13 feet. See image below.

II. On Coupler: SBE68BC E50 – We found a drawing for SBE68 but can’t find one for SBE68BC. Could you please provide a drawing for this number with the “BC” at the end

Government Response: Coupler SBE68BC is a Type E/F bottom shelf. No drawing is available at this time. AAR Code is EFJ33B10B250BC for this coupler and it has a 31-inch shank length. See image of coupler Length

c. Can you provide dimensional drawings for the flat railcars they will using”.

Government Response: Drawings are not readily available. The cars required to be coupled to the car spotter and able to negotiate the 125-foot radius curve (not the 110 foot radius curve) are 68 foot DODX 40,000 series flatcars and 89 foot DODX 41,000 series flatcars.

d. Engineering is requesting a copy of the track layout and where the railcar mover is going to be used on the track.

Government Response: The Navy’s rail map is currently being updated and is not available to distribute at this moment. However, the tightest curve that the car spotter needs to maneuver is 110 ft, verified by the Navy’s Rail Inspector. This curve leads into the only locomotive pit so it is paramount to ensure rail equipment can negotiate this curve.

e. We kindly request your consideration in allowing us a site survey at the place of where the car spotter would be located to make the necessary assessments and learn more about the applications of the Railway car. This would greatly support us when developing our solution for this requirement, we have availability to visit the site this Friday (5/17/2024) around noon, if possible, alternatively Monday or Tuesday of next week would be just fine as well. Please let us know your schedule and if there are any further coordination we’ll need to make or instruction to follow.

Government Response: The information within this amendment and solicitation is sufficient therefore a site visit will not occur under this solicitation.

f. Solicitation number 6913G624Q3000033 states a requirement for an Emergency Stop Control. What is the expected range for functionality of this wireless Emergency Stop Control?

The expected range is 20ft.

2. Part IV, Representations and Instructions, Instruction to Offerors, page 28, paragraph 2. Is hereby deleted in its entirety and replace with “Description of the car spotter including general arrangement diagram and a description detailing the ability to conform to the requirements with the Government’s SOW. In addition, Offerors shall provide a statement confirming approach to meeting 110-foot radius curve with or without pivoting axles”.

3. Quotation Delivery date has been extended from May 24, 2024 to Wednesday May 29, 2024, 3:00pm Eastern Daylight Savings Time. Quotes shall be addressed and delivered to by email to the Contracting Officer Rachelle Faiteau at rachelle.faiteau@dot.gov .
