About this file
This document is a combined synopsis and solicitation for macroeconomic modeling services. The Department of Transportation's Volpe National Transportation Systems Center seeks a contractor to perform macroeconomic modeling to analyze the impacts of highway investments in the United States. The contractor must use its own macroeconomic model and meet requirements in the attached statement of work, including tasks to develop or expand the model and perform new simulations. The period of performance is from date of award to May 5, 2026. Offerors must provide pricing for the base and optional CLINs by January 31, 2024 and the contract will be a firm-fixed price award. Submissions will be evaluated based on technical understanding of modeling risk mitigation and requirements, as well as past performance on similar efforts.

V3212042
TECHNICAL EVALUATION CRITERIA
The Offeror’s written proposal must include the following:
PRICE QUOTATION
The Offeror shall provide pricing for CLINs 00100 through 00300 and Optional CLINs 00400 through
01200 as reflected in the CLIN structure in the combined synopsis/solicitation notice and provide a total proposed firm fixed price for all CLINs (00100-01200).
The following factors, in order of importance, shall be used to evaluate offers:
(1) Technical Understanding
(2) Past Performance
The Offeror’s technical proposal will be evaluated relative to the following two technical, non-price criteria:
Technical Understanding:
The Government will evaluate the offeror’s technical understanding and proposed approach to:
a) Mitigate risk associated with Tasks 1-7, in the Statement of Work
b) Perform required macroeconomic modeling, including:
(1) Develop or expand its current macroeconomic model to meet the requirements listed in Tasks 1-7; and/or
(2) Discuss new model simulations addressing the high-priority research questions to be covered in Tasks 1-7.
Technical Understanding is considered more important than Past Performance.
Past Performance:
The Government will evaluate past performance based on:
a) The relevancy of the identified work to the work required under this RFQ, and
b) The quality of that work.
Basis for Award
An award will be made to the responsive and responsible Offeror whose offer, conforming to the solicitation, is determined to offer the best value to the Government in terms of: 1) technical understanding; 2) past performance; and 3) price.
