The RFI outline generalizes transportation and critical infrastructure applications. Is it accurate to infer that both fixed infrastructure and mobile applications will be assessed?

Yes

Are there any specific systems output needs (i.e. should systems provide RF, serial data, NMEA, ethernet, etc to end clients)?

It’s dependent on the use case/application being tested. However, standard outputs would be sufficient for our testing (e.g. NMEA format through serial or ethernet).

The RFI request makes clear that CPNT testing will assess PNT solutions in complete absence of GNSS signals. However, what interest does Volpe have in assessing a system which provides some mitigation of GPS/GNSS interference before becoming completely reliant on backup / alternate sources?

There are other efforts within Volpe looking at mitigation of GPSS/GNSS interference, so the primary focus is on CPNT technology.

In the same vein, is there an appetite for holdover-style systems or are you looking specifically for systems which can “come up” in a completely GNSS-denied environment?

Although holdover has value, in the context of CPNT we are looking for completely GNSS-denied environments and solutions in those environments.

Is the TRL 8 threshold firm or would you be interested in hearing about a system which is close to qualification, but not quite(TRL 7)? A main objective is user adoption of CPNT technologies. Therefore, we are interested in technologies that are very mature and commercially available to users.
