US Department of Transportation The Volpe Center National Transportation Systems Center
Technical Support for US Merchant Marine Academy Campus Wide Security Lighting Upgrades Phase II
BACKGROUND
The Volpe Center National Transportation Systems Center (Volpe Center) provides program management, acquisition and technical support to the United States Merchant Marine Academy (USMMA). Support for the USMMA Department of Public Safety includes procuring and installing improved safety and security systems consisting of cameras and call boxes, perimeter fencing and security lighting to improve campus wide safety and security.
In the fall of 2021, the Volpe Center completed the first Phase of upgrading campus wide security lighting. During Phase I, 320 assorted street and parking lot lights, rooftop floods and wall packs were replaced with energy efficient LED models. As a result of the success of Phase I, the Academy is upgrading all remaining old floods and industrial lights around the campus and certain dark areas will be illuminated.
OBJECTIVE
The objective of this proposed work effort is to complete campus wide exterior security lighting upgrades started in Phase I by removing redundant lights and installing energy efficient lighting fixtures. A field survey was conducted in January 2022 to identify the remaining lighting fixtures to be targeted for replacement or removal. New lighting fixtures will be the same or equal to manufacturers fixtures and types replaced during Phase I where possible.
The Volpe Center requires the services of a contractor to complete lighting upgrades under campus wide security lighting Phase II. The contractor shall be responsible for all required permits and follow National Electrical Code guidance, New York State regulation codes and standards for professional removal and installation of all lighting fixtures. This is the responsibility of a licensed electrician throughout project planning and implementation.
Electrical wiring shall be visually inspected and tested for circuit integrity / megger insulation if deemed necessary.
TASKS
The contractor shall provide technical support and all labor and electrical supplies (wire and cable, hardware, conduit, backing plates, connection boxes, silicone, etc.) required for safe installation, replacement or removal of all lighting fixtures identified in Tasks #2 through #5.
New electrical backing junction boxes shall be provided for each light fixture installed where any existing junction box is corroded, threads or nuts are corroded or otherwise damaged or compromised to ensure proper solid mounting and safe grounding of the new lamps and fixtures.
Upon installation of wall mounted lighting fixtures, ensure lights are flush mounted, tightly secured, and apply clear 100 percent silicon sealant product to the sides and top of the fixtures back covers to prevent water infiltration. Apply 100 percent silicon sealant product to back covers of all ceiling mounted light fixtures where they contact the ceiling. Also apply 100 percent silicon sealant product to any other lighting fixture bases or mounting backing covers where mounting of the light fixture may benefit from additional protection against water ingress.
Where potential for moisture ingress of light fixtures, propose possible methods to minimize moisture buildup (i.e. – weep holes, or other best industry practices).
Electrical Lock Out and Tag Out procedures shall be coordinated through the Volpe Center representative onsite with the USMMA facility electrician. Any requests shall be made a minimum of 24 hours in advance. Power circuits shall be restored each day upon completion of related work, but no later than dusk. Any power interruptions necessary to complete the tasks in the SOW that affect normal academy operations or classroom activities may require the contractors working outside of normal daily hours at the discretion of the Volpe Center.
All work shall take place at USMMA, located at the following location:
300 Steamboat Road Kings Point, NY 11024
Task 1 Contractor’s Site Health and Safety Plan and Work Plan
The contractor shall present a Site Health and Safety Plan (HASP) describing the potential hazards of the work site, controls and work practices selected to minimize those hazards and how the HASP will be implemented when work begins onsite.
The contractor shall also provide a project Work Plan which addresses the following at a minimum:
• Installation Plan – The contractor shall develop an installation plan, showing technical understanding and approaches to the scope of work activities by tasking, get well plans, contingency plans (i.e. – new installations, weather delays, etc.) and a production schedule (resource plan). Include list of key workers, trade designations, experience and responsibilities, licenses and days/hours expected on site.
• Provide daily summaries of work progress made on site, milestones achieved, schedule status and difficulties encountered to the Volpe Technical Point of Contact (Tech POC) by email.
• Daily Safety Briefings - Conduct daily safety meetings with contractor’s team and the
Volpe Center representative each day while working on site prior to start of the day’s work activities. Report any injuries or health concerns immediately to the Volpe Center representative on site or the Volpe Tech POC.
Task 2: Replace Lighting Fixtures on Barracks, School and Administrative Buildings
Quantities of lighting fixtures provided as Government Furnished Equipment (GFE) are specified in Table #1.
All light fixtures shall continue to be automatic operating using the existing timers (most of the dormitories). Many lights or in some cases individual buildings are fitted with photo sensor cells for on /off operations. The contractor will make a recommendation how all of the lights can be on automatic timers or photoelectric cells if necessary and factor that cost.
The contractor shall install the lighting fixtures listed below in the quantities shown:
