Volpe National Transportation Systems Center

Reinforcement of Territorial Security Fence at United States Merchant Marine Academy

STATEMENT OF WORK

BACKGROUND

The United States Merchant Marine Academy (USMMA) has an immediate requirement to replace and install perimeter security fencing. The Volpe Center documented the physical condition of the USMMA territorial reinforcement measures, and made recommendations on the repair, replacement, or addition of security fence and gates. Conditions of the perimeter “clear zone” were documented and recommendations provided for the maintenance required of the perimeter fence line. The Volpe Center used Crime Prevention through Environmental Design (CPTED) strategies to help maximize the effectiveness of the site security recommendations.

The USMMA uses various types of fencing to create territorial reinforcement for the USMMA perimeter. A majority of the security perimeter fencing is used to separate the USMMA from residential property; the remaining perimeter fence resides along public right of ways. A wood stockade style fence supported with steel posts is positioned along most of the USMMA perimeter.

TASKS

All work required under this contract will be performed at the USMMA, located at 300 Steamboat Road, Kings Point, NY 11024. Existing fence must remain in place to maintain perimeter security until new fence and gates are installed. The following tasks will be performed by the contractor:

Task 1 – Removal and installation of fence at Department of Public Works (DPW) laydown area along Steppingstone Lane

Remove and replace approximately 70 linear feet of perimeter wooden stockade fencing and a sliding gate located at the DPW laydown area along Steppingstone Lane. All damaged fence posts (about 10%), may be cut at or below ground level for ease of removal. Reuse approximately 90% of existing metal vertical posts that are not damaged on this fence line. All old fencing must be disposed of and removed from the property, while keeping the grounds as clean as possible during the takedown and removal of fencing.

New fencing must match the 6 foot tall black reinforced chain link fence that incorporates black turf design visual and wind barriers that was previously installed on the academy perimeter (South and Northeast). A reinforced steel tension wire will be used along the

bottom horizontal edge to keep the chain link fence tight against the fence posts. The contractor will use an approximately 3” OD black metal sleeve post over the existing metal vertical posts.

A filler may be used to ensure a snug fit between the old metal post and new sleeve. Dig out and use fresh concrete to set all fence posts.

Install a new 6 foot tall x 15 foot wide black chain link double swing gate that incorporates black turf design visual and wind barriers and matches the new fencing. Exact measurements to be confirmed by the contractor.

Task 2 – Removal and installation of fence at DPW Yard adjacent to Elmridge Road Gate

Remove and replace approximately 120 linear feet of wooden stockade fencing at the DPW yard adjacent to Elmridge Road Gate. Fencing starts at Elmridge Road Gate, runs approximately 15 feet along the street and turns 90 degrees to the right along the perimeter of the DPW Yard and extends to the corner of the tennis courts.

A reinforced steel tension wire will be used along the bottom horizontal edge to keep the chain link fence tight against the fence posts. The contractor will use an approximately 3” OD black metal sleeve post over the existing metal vertical posts.

A filler may be used to ensure a snug fit between the old metal post and new sleeve. Dig out and use fresh concrete to set all fence posts. Exact measurements to be confirmed by the contractor.

Task 3 – Fence top extension along South perimeter

Add matching fence fabric to the top of the existing 6 foot tall black reinforced chain link fence in four places along the South perimeter fence. The added fence fabric will serve to visually soften the fence line transition to the adjoining fence section. The locations are both ends of the parking lot behind Furuseth Hall and the ends of the double high fence by the power switch.

The tapered fence fabric extension will start either at the top edge of the higher fence section or maximum of 40” tall, whichever is less, and extend at a 45 degree angle to be attached in a suitable manner to the adjacent fence top. Exact measurements to be confirmed by the contractor. The contractor will provide the initial fence fabric extension design for government approval prior to installation.

The contractor must match the same black reinforced chain link fence fabric that incorporates black turf design visual and wind barriers that was previously installed on the

academy South perimeter fence line. A matching color pipe or reinforced steel tension wire will be used along the edges to keep the transition chain link fence fabric tight and rigid.

Task 4 – Removal and installation of fence from Barstow Gate to the waterline

Remove old perimeter fencing and replace with approximately 320 linear feet of new perimeter chain link fencing along the North side of USMMA. Fencing starts at Barstow Gate on Sunset Road, runs approximately 20 feet away from the street and turns 90 degrees to the right down the hill to extend to the waterline at Long Island Sound and stop just short of the high tide mark. All old fencing materials must be disposed of and removed from the property, while keeping the grounds as clean as possible during the takedown and removal of fencing.

New fencing must match the 6 foot tall black reinforced chain link fence that incorporates black turf design visual and wind barriers that was previously installed on the academy perimeter (South and Northeast). A reinforced steel tension wire will be used along the bottom horizontal edge to keep the chain link fence tight against the fence posts. The contractor will use 3” OD black metal fence posts. Use fresh concrete to set all fence posts. The new fence must remain on academy property, left of the staked easement, from the Barstow Gate down to the waterline. Refer to recent land survey provided. Exact measurements to be confirmed by the contractor.

Task 5 (Optional) – Replacement of Barstow Gate

Replace the approximately 20 linear feet of iron gate and fence sections securing the rear entrance of the William Barstow House. The Barstow Gate rear entrance is located on Sunset Road. Replace with a combination black decorative aluminum vehicle gate and fence sections.

Make repairs to the left and right deteriorated pillars of the gated entrance in order to restore them to like-new condition.

Install a black decorative aluminum swing gate and matching fence with the following design features:

• similar to the Alumi-Guard model Arch 04 Series

• pressed spear ornaments on top of swing gate and associated fence

• swing gate must be a minimum of 10 feet wide and conform to the width of the driveway

• fence sections right and left of swing gate must secure remaining area between gate pillars

• swing gate sections must open minimum of 120 degrees without contacting the driveway curb

• provide locking latch to secure swing gate when closed

• provide drop rods to secure swing gate when open or closed

• maximum 3” clearance under the swing gate when closed

• swing gate and fence sections must be minimum 6 feet in height

• lifetime warranty on swing gate function and appearance

The contractor will properly dispose of the old iron gate and fence sections while keeping the grounds as clean as possible during the takedown and removal of fencing. The contractor will confirm measurements and provide the initial gate design for government approval prior to installation.

NOTE: The existing iron gate and fence are 100+ years old and suspected to have been painted with lead paint. This paint is now peeling and flaking and in generally poor physical condition.

The contractor must follow Environmental Protection Agency (EPA) and New York safe work practice guidelines and use lead-safe practices during total demolition activities. Lead-safe work practices minimize lead-based paint dust and debris generated during demolition activities.

These practices include:

• containing dust inside the work area

• using dust-minimizing work methods

• conducting a careful cleanup during the demolition

• at a minimum, EPA suggests that surfaces should be wetted when possible to control the spread of leaded dust into the air.

The contractor will also make repairs to the two deteriorated pillars at each side of the gate. The repairs are subject to initial government review and approval. The repairs will include the following:

• Remove damaged and rotted wood and repair the pillar roofs. The government has matching replacement roof shingles and will supply them for this task as Government Furnished Material (GFM).

• Repair the surfaces of the two cracked and deteriorated pillars using similar stucco/mortar patching material. The guidelines provided in National Park Service Brief No. 22 – The Preservation and Repair of Historic Stucco ( https://www.nps.gov/tps/how-to-preserve/briefs/22-stucco.htm ) will be followed when repairing the stucco on the gate columns.

Task 6 (Optional) – Install perimeter fencing along Sunset Road

Install approximately 470 linear feet of new perimeter fencing inside an existing staked line running along Academy property on Sunset Road. This fencing starts at Elmridge Road vehicle gate and extends to Barstow Gate.

New fencing must match the 6 foot tall black reinforced chain link fence that incorporates black turf design visual and wind barriers that was previously installed on the academy perimeter (South and Northeast). A reinforced steel tension wire will be used along the https://www.nps.gov/tps/how-to-preserve/briefs/22-stucco.htm https://www.nps.gov/tps/how-to-preserve/briefs/22-stucco.htm
