Procurement Request No. V3202003

U.S. Department of Transportation Volpe National Transportation Systems Center

Aircraft Emissions CO2 Standard Support

STATEMENT OF WORK

BACKGROUND

The Volpe National Transportation Systems Center (Volpe Center) in support of the Federal Aviation Administration’s (FAA) Office of Environment and Energy (AEE-300) is developing a certification standard for airplane CO2 emissions based on the consumption of fuel. This certification standard will be incorporated into the International Civil Aviation Organization’s (ICAO) Committee for Aviation Environmental Protection (CAEP) Annex 16 as Volume III. In addition, guidance and information on procedures and methods for determining airplane fuel consumption for use in determining compliance with the CO2 emissions standard will be provided in an Environmental Technical Manual (ETM).

Objective

The goal of this project is to resolve remaining technical work items for the CO2 emissions standard as within the Annex 16 Vol. III and the associated Environmental Technical Manual Vol. III guidance document. The work will be conducted in the form of information exchanges on teleconferences and webexes regarding procedures and methods for flight testing as well as data analysis necessary for determining airplane fuel consumption.

Staffing Approach The contractor shall provide an individual that has prior/current experience in the following areas:

· Flight test and analysis methods for determining airplane fuel mileage

· Airplane certification requirements and procedures

· ICAO working methods and procedures

· Title 14 Code of Federal Regulations (CFR) part 25

· Draft ICAO Committee on Aviation Environmental Protection (CAEP) Annex 16 Volume III CO2 emissions standards

· Advisory Circular (AC) 25-7

GOVERNMENT FURNISHED MATERIAL

All materials to be reviewed as part of this work will be provided to the contractor by the Volpe Center by email or direct mail.

Title 14 CFR part 25 and AC 25-7 information can be found online at the following links:

Task 1: Aircraft Emissions eLMS Support The Contractor shall support the continuing development of an electronic Learning Management System (eLMS) on-line course titled “Aircraft Emissions”. Support will take the form of reviewing draft versions of the course with respect to technical content and accuracy, course flow, and other commentary to enhance the accuracy and student experience with the course. Draft versions of the course will be available for download with individual preparation needed prior to joint review with other team members supporting course development. Contractor support will be primarily focused on compliance with the Aircraft Emissions CO2 standard. Input on compliance with other aircraft emissions (HC, CO, etc.) is within the scope of the course, to which support may also be solicited.

Deliverables: Deliverables will include monthly participation in conference calls, review of the materials pertaining to the course and tools, and submission of written comments via email. All results will be captured in a summary quarterly report.

Schedule: All work on Task 1 will be completed by July 31, 2023 (if all options are exercised).

Task 2: Aircraft CO2 EDAP Support The Contractor shall support the continuing development of Emissions Data Assurance Program (EDAP) products including an MS Excel spreadsheet tool that calculates CO2 emissions from aircraft flight data; a user guide for the spreadsheet tool; and procedural checklists that support conformance with test procedures pursuant to ICAO Annex 16, Volume III. The work will include the engagement of aircraft manufacturers to learn details about their acquisition and management of flight data required for compliance with ICAO Annex 16, Volume III, including manufacturer-specific corrections to data.

Deliverables: Deliverables will include monthly participation in conference calls, review of the materials pertaining to the spreadsheet, user guide and checklists, and submission of written comments via discussion and email. All results will be captured in a summary quarterly report.

Schedule: Work on Task 2 will continue through July 31, 2023 (if all options are exercised).

Task 3: ICAO CAEP CO2 Standard Support

The Contractor shall support the continuing maintenance of an ICAO CAEP CO2 standard by offering specialized technical support for ICAO Working Group 3 meetings in such areas as aircraft performance and handling qualities. This support will involve ad-hoc support via email and participation in teleconferences and web meetings, as well as upkeep of the eLMS training materials and EDAP products described in Tasks 1 and 2.

Deliverables: Deliverables for this task will include monthly participation in conference calls, review of the materials pertaining to the CO2 standard, and submission of written comments via email. All results will be captured in a summary quarterly report.

Schedule: Work on Task 3 will be completed by July 31, 2023 (if all options are exercised).

DELIVERABLES AND PERIOD OF PERFORMANCE

Project deliverables will be required according to the format and dates outlined in the following table. All work will begin upon date of award and, if all options are exercised, will be completed by July 31, 2023.
