U.S Department of Transportation Volpe National Transportation Systems Center
Marine Electronics Training
STATEMENT OF WORK
Objective
The John A. Volpe National Transportation Systems Center requires training in marine electronics and networking installation for several staff members. This training is required for a minimum of 10 and a maximum of 24 seats. Contractor shall identify a price per seat for a maximum of 24 seats.
Scope of Work
The Contractor must furnish all personnel, materials, equipment, and services necessary to perform the tasks described below. Contractor training support is required in the following four areas: Basic Marine Electronics Installer, Basic NMEA 2000 Installer, Advanced Marine Electronics Installer, and Advanced NMEA 2000 Installer. Each Task described below is a one-day class. Each participant will be taught all four classes (Tasks 1 through Task 4).
Task 1 - Basic Marine Electronics Installer training (MEI) Provide an introductory one day course in marine electronics installation that clarifies and defines competent installation practices. Topics include: Ohms law, grounds, battery and battery chargers, DC wiring, EMI, coaxial cables, antennas, AIS, marine VHF radios, transducers, radar, heading sensors, and NMEA data interfacing. Training suitable for installers, product designers, surveyors, etc. is required.
Course Materials Included: NMEA 0400 Installation Standards version 4.00 and supplemental course materials.
Task 2 - Basic NMEA 2000® Installer Training (N2K)
Basic NMEA 2000® Installer one day Training targeted for the beginner or those who have been installing NMEA 2000® but would like more information, clarity, and an opportunity to share ideas with others who have installed NMEA 2000® networks. Topics include: cables, connectors, specifications, physical planning and documentation, power sources and distribution, voltage drop calculations, data messages (parameter group numbers), connecting to other data sources, network setup, and troubleshooting.
The training should describe the near-term and long-term benefits of NMEA 2000® certified equipment, accepted installation practices for NMEA 2000® backbone cable and products;
including selection of cable, power application point, and alternatives that make it work best.
Also provide a working knowledge of NMEA 2000® so the student can successfully troubleshoot problems when they arise and correctly identify/repair/replace the faulty device(s) or network cabling problems.
Course Materials Included: Basic NMEA 2000® course materials and excerpt from 0400 Installation Standards.
Task 3 - Advanced Marine Electronics Installer Course (AMEI) Provide a one day Advanced Marine Electronics Installer Training (AMEI) for the Marine Electronics Installer (MEI) to achieve competency in advanced topic areas and concepts. Provide mid-level technician with a working knowledge regarding commissioning of a boat and troubleshooting marine electronic devices.
Topics include: Marine Computer Installations, Data & Ethernet, Electromagnetic Interference (EMI), VHF, DSC, SSB Installations, Non-Magnetic Heading Sensor Installation, Antenna Placement / Satellite Communications, AIS, Radar and Autopilot Installations.
Course Materials Included: NMEA 0400 Installation Standards version 4.00 and supplemental course materials.
Task 4 - Advanced NMEA 2000® Installer Training (AN2K)
Provide the NMEA 2000® advanced course one day training to focus on installations, setup, and diagnostic troubleshooting of moderately complex NMEA 2000® networks. The class should consist of a presentation followed by "hands-on” training. Students should be split into small groups at classroom work stations equipped with NMEA 2000® networks. Provide students with hands-on opportunity to demonstrate proficiency in the ability to build, configure, backup network files, and evaluate network conditions using the diagnostic tools shown in the class.
The training class should feature NMEA 2000® certified products from major manufacturers such as Furuno, Garmin, Navico, Raymarine, Maretron, and Actisense - including multi-function displays (MFDs), instruments and sensors of the same function which require instancing. Allows students to get familiar with the diagnostic tools used in the training.
Place of Performance
Contractor shall provide training at the Volpe Center, 55 Broadway, Cambridge, MA 02142.
The Volpe Center will provide a training room with chairs and tables for up to 24 students and power outlets to support the contractor’s training equipment for hands-on marine electronics training.
Period of Performance
Period of Performance for this service will be date of award through June 30, 2019. The training shall be provided on June 18-21, 2019 or June 25-28, 2019 based on mutual agreement of the contractor and the Government.
