About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a contract to acquire an Unmanned Aircraft System (UAS) with Bathymetric Survey System. The Federal Highway Administration, Western Federal Lands Highway Division seeks to award a contract for a Freefly Alta X UAS platform, a Yellowscan Navigator Bathymetic LiDAR platform, calibration, software, and training. The total estimated value of the contract is $280,000 over a 6-month period of performance. The justification cites that only two UAS platforms and one bathymetric LiDAR system meet the agency's legal, statutory, and physical requirements. The procurement will be conducted as a simplified commercial acquisition under FAR Subpart 13.5 due to the unique qualifications of the required systems. The agency conducted market research, including attending a trade show and reaching out to vendors, but determined the acquisition must be brand name due to the specialized nature of the required capabilities.
