In section B.2 5-YEAR RATE TABLE of the RFP, the Burden Unit Rate for Off-Site (Remote Work) is blocked out, does this mean the hourly rate for On-site and Off- Site (Remote Work) staff are the same?
Burdened Labor Rate for Line item 1 and 2 is for on-site personnel, as well as off-site personnel if allowed by the Division Task Order. Line items 3 and 4 are for only off-site work. 23-Apr-2023

In section C.4 MINIMUM REQUIREMENTS BY LABOR CATEGORY under the Contract Manager subsection, the requirements seem to imply the Contract Manager will be tasked with specific responsibilities that would require a considerable amount of effort on weekly/monthly basis to accomplish. How many hours a month do you estimate the Contract Manager will dedicate to fulfil the job requirements as described?
Anticipate minimal hours per month managing the contract, depending on the skill levels and training needed for the contract employees to do the work associated with the IDIQ and Division TOs.

In section C.4 MINIMUM REQUIREMENTS BY LABOR CATEGORY under the Business Intelligence (BI) Report Developer subsection, how many years of experience or level of expertise is required for the Microsoft Power BI requirement?

5 Does the FLHD plan to implement an Earned Value Management System?
Each Division generally follows an Earned Value Management System, although each division concentrates slightly differently on how they managing and report on project scope, schedule and budget.

If we use all available pages in Part I, that will put us at 50 pages, which does not leave any pages for Part II – Past Performance. The RFP currently states “Volume I shall consist of the following, not to exceed 50 pages total (combined) between Part I and Part II.” Can you please increase the maximum page limit from 50 for Volume I – Non-Price Factors?

What is the specific tier level support required? Will the contractor act as a liaison with Oracle’s Primavera Support Technicians and Developers as a requirement for higher tier support?
The Contractor is required to have tier levels I-III and be prepared to act as a liason with Oracle's Proimavera Support Technicians and Developers.

Is there an Enterprise Resource Management process and existing Resource Pool? If so, is there an Enterprise Resource Planning software that integrates with Oracle Primavera? Other than assigning and maintaining resources in Oracle P6, will the contractor have any requirements maintaining enterprise resources?
Other than assigning and maintaining resources in Oracle P6, the contractor will not be required to maintain any external enterprise resources. See Users, Roles and Resource Administration (pg 57-81) in the SOP WFL Project Controls.

Is the historical database referring to changes between baselines, P6 schedule data, or backups of the P6 database environment? If referring to P6 schedule data (other than baseline updates), is there an available Data Warehouse environment or is the government able to provide one?
The historical database refers to the management of archived P6 schedules in the P6 EPS, which includes baseline management. Projects must be closed and archived properly for later data mining and analysis. See Archiving Projects (pg 55-56) in the SOP WFL Project Controls. Back up management of the P6 database is managed by FHWA IT and is not a requirement in this contract.

17 x Can the government provide more information about the goals and objectives for the historical database content?
The goal of maintaining historical projects it to analyze past performance and cost data. See question 16, above. 24-Apr-2023

Can the Government confirm that the contractor will be responsible for inputting and applying actual resource usage or provide training support for users to report actuals via the Team Member Timesheet?
The contractor is not responsible for entering resource actual hours into the project schedules. Employees enter actual hours into the schedules via Team Member. The actual hours are imported into the project schedules via the apply actual process, as described in the SOP WFL Project Controls document. The contractor is responsible for training support and issue resolution for users of Team Member.

Will the contractor be directly responsible for downloading, installing, and configuring on-going Primavera upgrades or is there an IT group with FLH that will lead the effort?
The IT group with FHWA will download, install, and configure of Primavera upgrades, with input/recommendations or support from the contractor's Primavera Specialist.

Are there multiple database environments that the P6 Specialist is required to manage, such as a development, testing, or staging environments? If so, how many? Are they housed on virtual servers?
FLH has 2-3 database environments for Oracle Primavera. FHWA IT group manages these databases that are on-prem in Washington DC.

Is there a requirement to install and manage the Oracle Data Warehouse and P6 Analytics for maintaining historical P6 Data and Trend Analysis? Will the contractor be required to provide training on the use of BI Publisher, the Data Warehouse, and P6 Analytics? If so, will the contractor be required to provide role-based training or expert-level training?
The contractor is not responsibly for installing and managing the Data Warehouse and P6 Analytics. The contractor will be used to provide FLH IT support when changes are needed to these systems, as it impacts P6 users. The contractor is not responsible for training BI Publisher, the Data Warehouse, and P6 Analytics. The contractor is not required to provide role-based training or expert level training, only training users on P6 and making sure that the contractor's employees have the expert level training to run the system and provide support for users.

The submittal instructions state if there is not past performance information available in CPARS, offereors shall submit copies of any completed past performance evaluations made available to the from the contrat owner/representative. Will the government please confirm there is not a prescribe template for the non- CPARS past performance evaluations.

Subfactor #1.e states the offeror shall provide a narrative on their demonstrated approach to best implement and manage the principles listed in subparagraph f of this paragraph, and how they would approach implementation and management of these principles while serving the three FLH divisions. Part f states Include the following principles: 1. Earned Value (a) Cost Management (b) Schedule Management 2. Change Management 3. Resource Loading 4. Labor Rate Management 5. Project Templates 6. Risk Management.
Will the government confirm if the request is to apply these prinicples specifically using Primavera?
This does not mean that these principles will be implemented into the division's current processes, only that the contractor is able to demonstrate their understanding of these principles, and how they can be applied to the FLH divisions use of Primavera P6.

Subfactor #1.f lists key personnel as Contract Manager, Primavera Specialist, and Business Intelligence (BI) Report Developer however, section G.14 part (b) has a blank table for the key personnel. Will the government please confirm the key personnel required for the RFP.

Per FLH Divisions SOW, the pricing summary table for each division calls out ‘Travel Expenses’ annually. How frequently does the divisions expect travel from the contractor? Will quarterly suffice?
