Sole Proprietorship Requirement
An Offeror/Principal that is a sole proprietorship must submit an offer signed by the sole proprietor, or by one duly authorized to sign for the sole proprietor. B.1 This contract and associated task orders are governed by the Service Contract Labor Standards formerly referred to as the Service Contract Act.
B.2 H & W Rate: The health and welfare rate is set by the Department of Labor through Wage Determinations. This rate is adjustable at option years. See FAR Clause 52.222- 43 -- Fair Labor Standards Act and Service Contract Labor Standards -- Price Adjustment (Multiple Year and Option Contracts). This must be paid directly to the employee or provide acceptable Service Contract Act fringe benefits of equal value and is subject to Government inspection for contract compliance. Note: The H&W rate shall be included in the burdened rate but not the unburdened rate.
B.3 Unburdened Rate: This is the minimum hourly rate that shall be paid to the employee, not including health and welfare or other fringe benefits. This rate is the minimum wage determination plus an additional wage premium determined by FLH in order to receive and maintain the highest quality of staff. If at any time during the life of the contract the wage determination rates surpass the unburdened rate established in the contract, the contractor will be required to pay the higher rate. If this occurs the contractor will receive an adjustment to the contract upon request by the contractor. See FAR Clause 52.222-43 -- Fair Labor Standards Act and Service Contract Act – Price Adjustment (Multiple Year and Option Contracts).Highway Division Office).
B.3.1 Fringe Benefits: The Contractor shall provide to its employees no less than the fringe benefits required by the applicable wage determination, regardless of whether the employee is a professional or non-professional employee.
B.3.2 Overtime: The Contractor shall pay its employees overtime for all hours worked in excess of 40 hours per week, regardless of whether the employee is a professional or non-professional employee.
B.4 Burdened Rate: This is the rate that the contractor will bill the agency for hours ordered.
B.5 Minimum Guarantee: The minimum guarantee for this contract is $75,000.00.
B.6 Contract Ceiling: The contract ceiling is $2,000,000.00
B.7 Excise Tax: Please note that Washington, Colorado, and Virginia require businesses that receive income from sources in their state to file tax forms and pay any applicable taxes.

B.13 The prices entered on the Schedule of Items above are binding. The prices entered on the attached sample task order must match the prices entered above. The quantities listed in the sample task order reflect the number of hours of each classification that the Government expects to order over the life of the contract, including option periods.
Some classifications listed in the Schedule of Items are not included in the sample task order because the Government does not -- at this time -- expect to require the services covered by those classifications. Should any mathematical check made by the Government show a mistake in the classification amounts on the sample task order, the burdened price on the schedule of items shall govern. Positions for the Central Federal Lands and Eastern Federal Lands Highway Divisions are not included in the sample task order for the same reason. The sample task order will be used for price evaluation purposes, and only for price evaluation purposes.

SECTION I -- Description/Specifications/Performance Work Statement
1.1 Objective (NAICS 541340)
This Indefinite Delivery/Indefinite Quantity (IDIQ) contract is for providing non-personal Computer Aided Design and Drafting (CADD) services for the Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA) in the facility located at 610 East Fifth Street, Vancouver, Washington. There may be a need for these services at the additional locations in Sterling, VA and Lakewood, CO. There is no anticipated need for the services at the additional locations at the time of contract award. Work will be set forth in this contract and in individual Task Orders.
Government standards for performing CADD services are contained in:
• PDDM Supplement, 9.6.5 STANDARD FORMAT FOR PLANS (https://flh.fhwa.dot.gov/resources/design/pddm/wfl/ch09/9.6.5-1.pdf); and
• Sample Plans (https://flh.fhwa.dot.gov/resources/design/plans/wfl/sample/SamplePlans.pdf)
1.2 Definitions
1.2.1 Contract – A mutually binding legal relationship obligating the seller to furnish the supplies or services (including construction) and the buyer to pay for them. In addition to bilateral instruments, contracts include (but are not limited to) awards and notices of awards; job orders or task letters issued under basic ordering agreements; letter contracts;
orders, such as purchase orders, under which the contract becomes effective by written acceptance or performance; and bilateral contract modifications. Contracts do not include grants and cooperative agreements covered by 31 U.S.C. 6301, et seq.
1.2.2 Contract Clause – Both the Solicitation Provisions and Contract Clauses, are collectively referred to as Contract Clauses.
1.2.3 COR – The Contracting Officer's Representative (COR) who has the authority to administer the contract and task orders. The COR is WFLHD's primary contact with the Contractor. The terms “COR” and “COTR” may be used interchangeably within this document and refer to the same position.
1.2.4 FAR – Federal Acquisition Regulation.

1.2.8 Resume - As used in this contract, a list of information about an individual’s qualification as required to meet the requirements of this contract.
1.2.9 TAM – Transportation Acquisition Manual supplement to the TAR.
1.2.10 TAR – Transportation Acquisition Regulation supplement to the FAR.
1.2.11 Task Order – Written order by the Contracting Officer (CO) requiring the Contractor to provide specified services.
1.3 Days Off And Substitutions
The Contractor shall provide for coverage of the position when the employee is on leave, unless otherwise agreed to by the COR. The Contractor shall notify the COR one week in advance of an employee’s scheduled leave and as soon as practical whenever an employee is on unscheduled leave. Except when the COR agrees that coverage is not needed, the Contractor shall provide a substitute for the time the regular employee is on leave. Substitute personnel shall be qualified to meet the general occupational descriptions and must have the approval of the COR. All substitute personnel must have security clearances pursuant to paragraph 3.2 prior to performing work at the site.
1.4 Change Of Personnel And Transitions
1.4.1 The Contractor should make every effort to utilize reliable, long-term employees for the purpose of this contract. When a change in personnel is needed, the Contractor shall notify the COR, when possible, no later than fourteen (14) working days prior to the change of regularly assigned personnel (see TAR Clause 1252.237.73, Key Personnel).
When 14 working days prior notice is not possible, the Contractor shall provide notification as soon as possible.
1.4.2 Proposed replacement personnel shall meet the qualification requirements of this contract and be screened by the Contractor’s Lead prior to submitting resumes to the COR for verification. The Government will notify the Contractor within 5 days of receipt of the resume on the proposed candidate’s acceptability.
1.5 Replacement Of Contractor Personnel
The CO shall have the authority to require the dismissal from work of those employees deemed incompetent, careless, insubordinate, unsuitable, or otherwise objectionable, or whose continued employment is deemed contrary to the public interest or inconsistent with the best interest of national security (see TAR Clause 1252.237-70, Qualifications of Contractor Employees).
Proposed replacement personnel for personnel removed due to Government determination of unsuitability shall be identified within no more than seven (7) calendar days after removal.

1.6 Removal Of Contractor Employee By Government Request
The Contractor must comply with any removal request. A determination to remove an employee will be made for, but is not limited to, incidents involving the most immediately identifiable types of misconduct or delinquency as set forth below:
a. Failure to receive a suitability determination, temporary clearance, or clearance from
FHWA.
b. Violation of Federal, State, or local law.
c. Violation of the Rules and Regulations Governing Public Buildings and Grounds, 41 CFR 101-20.3. This includes the carrying or possession of explosives, or items intended to be used to fabricate an explosive or incendiary device.
d. Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records, or concealment of material facts by willful omissions from official documents or records.
e. Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words or actions, fighting, or participation in disruptive activities, which interferes with the normal efficient operations of the Government.
f. Theft, vandalism, immoral conduct, or any other criminal actions.
g. Selling, consuming, or being under the influence of intoxicants or substances which produce similar effects while in or on Federally-controlled property.
h. Improper use of Government identification.
i. Unauthorized use of Government communication equipment on Government property.
j. Violation of security procedures or regulations.
k. Violation of Title 18, U.S.C., Section 930, which prohibits the knowing possession or the causing to be present of firearms or other dangerous weapons in Federal facilities and Court facilities.
The CO will make all determinations regarding the removal of any employee(s) from work site(s), except under certain conditions, with concurrence by the contractor. When a CO is not available, either during the day or after hours, or in situations where a delay would not be in the best interest of the Government or is identified as a potential threat to the health, safety, security, general well-being or operational mission of the facility and its population, the COR will have the authority to notify the contractor for concurrence in immediate removal of the contractor employee from the work site.

1.7 Contact Person
The Contractor shall designate a contact person, other than the Lead Drafter, for this contract.
This person shall be the Government’s primary contact for Task Orders, invoices, and any other information required for this contract. The contact person shall be designated in writing. Any substitution of the contact person must be provided by written notice to the Government.
1.8 Contractor’s Supervisory Oversight
1.8.1 The Contractor shall control, manage, and supervise performance of Contractor employees while performing the services required under this contract.
1.8.2 The Contractor shall provide written notification to the CO of the name and contact information of the Contractor’s supervisor for each task order. The supervisor can be the local Drafting Lead or a level higher than this position.
1.9 Protection Of Information
1.9.1 Performance under this contract may require contractor access to data and information proprietary to FHWA, to another government contractor, or of such nature that its dissemination or use, other than as specified in this contract, would be adverse to the interests of the Government and/or others. Employees shall not divulge or release data or information developed or obtained under performance of this contract, except to authorized government personnel or upon written approval of the CO. Employees shall not use, disclose or reproduce proprietary data other than as specified in each task order.
1.9.2 Inquiries received by the Contractor for work performed under this contract shall be referred to the COR for evaluation under the Freedom of Information Act. The determination of whether records will be released shall remain with FHWA. The Contractor is responsible for search and submission of records upon request by the COR.
1.9.3 Contractor personnel requiring access to WFLHD computer systems shall receive, as a minimum, initial training on protection of information and the implications of the Economic Espionage Act of 1996 (Sections 1831 thru 1839) and the Privacy Act.
Documentation of the training shall reflect the date of the training and the names of the individual(s) in attendance and forwarded to the CO. The Economic Espionage Act can be found at http://www4.law.cornell.edu/uscode/18/1831.html.
1.10 Staffing
The Contractor is responsible for recruiting, screening, and hiring qualified employees, and is encouraged to collaborate with local technical colleges and trade schools that offer computer-aided design and drafting degrees or certificates.
Proposed personnel shall meet the qualification requirements of this contract and be screened by the Contractor’s Lead prior to submitting resumes to the COR for verification. The Government http://www4.law.cornell.edu/uscode/18/1831.html
Page C-7 will notify the Contractor within 5 days of receipt of the resume on the proposed candidate’s acceptability.
1.11 Training
1.11.1 Contractor employees shall be trained prior to performing work under this contract. The
Contractor is responsible for ensuring that its employees are kept current on the latest standard office CADD technology. The Contractor shall establish and implement a Training Program to assure the requirements of the Contract are met and that cross-training is provided where back up is necessary. The Contractor shall provide training for all personnel, at no cost to the Government.
1.11.2 The Training Program shall include, at a minimum:
a. New employee training
b. Technical skills training. Each employee shall receive a minimum of 20 hours of training on an annual basis on content pertinent to this contract.
c. Required annual training.
1.11.3 The Contractor will develop a Training Program Plan that will be incorporated into the contract that includes, at a minimum:
a. Description of how and when employees will be trained.
b. Description of how gaps between agency needs and employee skills will be identified, and how training content will be developed. At a minimum, the contractor is expected to conduct a skills gap analysis on an annual basis.
c. Means for conducting the training (contractor led, vendor, etc._)
1.11.4 The Contractor will have unlimited access to Bentley Learn Lessons to train their employees performing work under this contract. Bentley Learn is a learning/training module within the Bentley design software used by the agency. Access to Bentley Learn will be provided at no cost to the contractor. The contractor will train their employees at no cost to the Government at an off-site location. The Contractor shall use the Government’s access to Bentley Learn only to train employees who are performing work under this contract.
1.12 Quality Control
1.12.1 The Contractor is responsible for the quality of deliverables provided by their employees.
The Contractor shall establish and implement a complete Quality Control Plan (QCP) that will be incorporated into the contract to assure the requirements of the Contract are met.
The QCP shall be prepared by the Contractor and provided to the CO as part of the
Page C-8 offeror’s proposal for review and acceptance by the Government.
1.12.2 The QCP shall include, at a minimum:
a. Process or means for communicating quality standards.
b. Criteria for assessing whether deliverables meet quality standards.
c. Process for identifying and correcting unacceptable work, and verifying it meets quality standards, including responsibilities of Contractor employees with respect to quality control.
1.12.3 The QCP shall be practical, consider, agency standards (Sample Plans and WFL PDDM
Supplement 9.6.5-1), and produce results consistent with the Quality Assurance Surveillance Plan (QASP) as described in paragraph 4.3
1.12.4 The QCP is a living document and may be subject to change depending on the needs of the contract. When the QCP is revised, the Contractor is required to provide an updated QCP to the Contracting Office and COR for acceptance.
SECTION II -- Government-Furnished Property And Services (On-Site Support)
2.1 Office
The Government will provide office space with furnishings. Utility bills will be the responsibility of the Government.
2.1.1 The Government will provide access to telephone, FAX and computer necessary to perform the work requirements. Contractor employees may not use Government long distance telephone services for communication on Contractor matters or personal matters.
The Contractor shall provide its employees with alternative means to contact the Contractor (i.e. a calling card, an 800 number, a cell phone, etc.)
2.1.2 The Government will provide all office supplies and equipment (paper, pencils, staplers, etc.). Some property will be assigned to the Contractor for the exclusive, or near exclusive, use by Contractor employees for use on Government work. Upon completing this contract/task order, the Contractor shall follow the instructions of the CO regarding the disposition of all such Government-furnished property not consumed in performing the contract/task order or previously delivered to the Government for use on Government work.
2.1.3 The Government will provide all standard issue furniture. Any other furniture or appliance required by a contractor employee beyond standard issue in order to satisfactorily perform assigned duties will be the responsibility of the contractor.
2.1.4 The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor’s failure to
Page C-9 use reasonable care causes damage to any of this property/equipment, the Contractor shall replace or repair the damage at no expense to the Government as the CO directs. If the Contactor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
2.2 Services
The Government will provide printing/reproduction services and pick-up/delivery of official FHWA mail. Office copiers are provided for official Government use only. Contractor personnel may not use Government provided envelopes or postage, except as permitted by the CO and only for official Government mail.
2.3 Security
2.3.1 Access to the FHWA facility is strictly controlled and requires all non-federal personnel entering the site to wear either a visitor badge or a DOT identification badge.
2.3.2 Electronic entry devices shall be issued to each Contractor employee whose workstation is located within the WFLHD facility. The COR is responsible for coordinating with office administration for the issuance of entry devices to new hires, and the return of devices upon contract employee termination.
2.3.3 Contractor personnel receiving electronic entry devices shall only utilize those devices for entry in support of duties to meet the requirements of this contract. These electronic entry devices shall remain in the possession of the individual it is assigned to and shall not be “loaned” to any other person. Any Contractor personnel abusing the use of these devices may be removed from this contract. The electronic entry device shall be returned to the COR upon the individuals release from the contract or contract completion, whichever occurs first.
SECTION III -- General Information
3.1 Safety
3.1.1 All work performed by contractor and Contractor employees shall be performed safely.
The COR will provide safety training to the Contractor Supervisor that describes actions to take in the event of an emergency at FHWA. The Contractor Supervisor will be responsible to provide safety training to the Contractor staff.
3.1.2 Each Contractor employee provided by the Contractor is expected to have full command of the English language and be able to provide clear communications to emergency responders and FHWA staff in the event of an emergency.
3.1.3 The Contractor shall maintain safety and health standards. FHWA reserves the right to conduct investigations of all mishaps which occur as a result of contractor operations in which there is reportable damage to government property or equipment, or occupational
Page C-10 injury or illness to personnel.
3.2 Security Clearance
3.2.1 Contractor Employees who will work in FHWA facilities and who will have access to the DOT network, access sensitive information, or access to DOT resources cannot begin work until all of the following has been completed:
a. The “Required Security Documentation” listed in the table below is received by FHWA directly from the Contractor Employee. The government will provide the security clearance investigation forms to the Contractor for completion by the Contractor Employee; and
b. The COR issues a Notice to Proceed or other official notification that the Contractor Employee is cleared to report for duty.
3.2.2 The Contractor Employee shall submit Items 1-8 of the “Required Security
Documentation” listed in the table below directly to the WFL COR Security Liaison within ten (10) days of selection for a position. Neither the Contractor Employee’s supervisor nor other Contractor Company personnel may have access to the information in Items 3, 4, 5, 7, 9, and 10 in the table below.

3.2.3 Upon receipt of Items 1-8, FHWA Personnel Security will send an email to the
Contractor Employee’s address entered on the DOT 1600.8 with a link to the eQIP system. The link provides the Contractor Employee with access to item #9 above (SF-
85) and eQIP application. The link is only valid for three (3) days. If the Contractor Employee does not receive the eQIP email within four (4) days from the date the documentation for Items 1-8 is sent to WFL, the Contractor Company shall immediately email the COR and WFL COR Security Liaison (WFLCORSecurityLiaison@dot.gov).
3.2.4 The Contractor Employee must access the link and follow the instructions to complete the questionnaire and forms within the three (3) day limit. At the end of the eQIP questionnaire, the Contractor Employee must print, sign, release the application and scan the signature pages to upload into eQIP. If documentation cannot be scanned, the Contractor Employee must send the hard copies to the WFL COR Security Liaison.
3.2.5 FHWA will not reimburse the Contractor for the time and expense incurred by the
Contractor Employee to complete the paperwork or the eQIP questionnaire. The Contractor Employee will not have access to a government computer until the process is completed and the employee is cleared.
3.2.6 Once all of the items listed in the table above are received and processed by FHWA
Personnel Security, the COR will notify the Contractor whether the Contractor Employee is cleared to report for duty. If the Contractor Employee is required to report to duty in less than four (4) days from the date all of the documentation has been submitted to FHWA, the Contractor Company should request expedited processing and ensure that all documentation has been completed and submitted to FHWA. The FHWA will consider requests for expedited clearance on a case by case basis.
3.2.7 This clearance process enables the Contractor Employee to report for duty. Final clearance is granted by the Office of the Secretary of Transportation (OST) after the background investigation is complete. Completion of the background investigation can take months depending upon the actual investigation findings and the depth of the investigation that results from those findings.
3.2.8 The Contractor Company will be notified when an employee is determined unsuitable and will be required to withdraw or remove the Contractor Employee from all duties under this contract.

3.2.9 The Contractor Company should contact the COR to determine the required documents for Contractor Employees who previously have been assigned to a contract with FHWA.
3.2.10 Contractor Employees who do not need to have and will not have connectivity to the DOT network, access to sensitive information, or access to DOT resources are exempt from the requirement to obtain a security clearance.
3.2.11 The Government will provide the contractor employee with a Federal Government issued photo identification card. While on the government worksite, the contractor shall prominently wear at all times either a Temporary Federal ID Card or the Permanent Federal ID badge once it is received. It should be displayed on an outer garment at all times at the workplace.
3.3 Office Closure/Unforeseen Shutdown
3.3.1 In the event the FHWA offices are closed due to official Government closures such as
Federal Holidays, a lack of appropriations or authority, natural disasters such as an earthquake, flood, etc., or a pandemic epidemic, the Contractor shall not bill the Government for any time following closure of the office. Contractor and Contractor employee costs on such designated days shall be included in the Contractor’s overhead and are not billable to the Government.
In the event the FHWA offices are closed due to extra holidays granted by Presidential Order, weather, Government Administrative leave, or other reasons not listed in the first paragraph of this subsection, contractor employee costs can be billed to the Government.
When the office is shut down after the start of a workday, the contract would be allowed only bill the Government for those contractor employees who had reported to work on the day the office was shut down.
The Contractor and Contractor Employees can call the toll free FHWA Emergency Line for status of office opening/closure at (866) 935-8262.
3.3.2 Legal Holidays – the following holidays are observed by the Federal Government and contract employees will not have access to the Government facilities on these days:

3.4 Prohibited Political Activity
Contractor personnel shall not engage in any political activity while at the FHWA facility or while using Government equipment. Such activity includes the wearing of campaign paraphernalia, discussing partisan political issues, campaigning, or soliciting funds or votes.
SECTION IV -- Work Description
Provide drafters/CAD operators who are proficient in drafting and CAD operations.
Drafters/CAD operators shall meet the requirements set forth below, including both the Service Contract Act Directory of Occupations for Drafter II, III and IV and the Agency Specific Performance Work Statement. The drafters/CAD operators will be responsible for generating and providing design drawings for FHWA in a timely manner, as requested under task orders issued by the CO. FHWA anticipates a need for two (2) Drafter/CAD Operator II positions and one (1) Drafter/CAD Operator IV Lead position. The Eastern Federal Lands office in Sterling, Virginia and the Central Federal Lands office in Lakewood, Colorado, do not anticipate an initial need for drafters, but this is subject to change in the future.
4.1 US Department Of Labor Wage And Hour Division (WHD) Service Contract Act
Directory Of Occupations:
Drafter II (29062)
Prepares various drawings of such units as construction projects or parts and assemblies, including various views, sectional profiles, irregular or reverse curves, hidden lines, and small or intricate details. Work requires use of most of the conventional drafting techniques and a working knowledge of the terms and procedures of the occupation. Makes arithmetic computations using standard formulas. Familiar or recurring work is assigned in general terms.
Unfamiliar assignments include information on methods, procedures, sources of information, and precedents to follow. Simple revisions to existing drawings may be assigned with a verbal explanation of the desired results. More complex revisions are produced from sketches or specifications which clearly depict the desired product.
Typical assignments include:
• From a layout and manual references, prepares several views of a simple gear system.
Obtains dimensions and tolerances from manuals and by measuring the layout.
• Prepares and revises detail and design drawings for such projects as the construction and installation of electrical or electronic equipment, plant wiring, and the manufacture and assembly of printed circuit boards. Drawings typically include details of mountings, frames, guards, or other accessories; conduit layouts; or wiring diagrams indicating transformer sizes, conduit locations and mountings.
• Draws base and elevation views, sections, and details of new bridges or other structures;
revises complete sets of roadway drawings for highway construction projects; or prepares block maps, indicating water and sewage line locations.

Drafter III (29063)
Prepares complete sets of complex drawings which include multiple views, detail drawings, and assembly drawings. Drawings include complex design features that require considerable drafting skill to visualize and portray. Assignments regularly require the use of mathematical formulas to draw land contours or to compute weights, center of gravity. load capacities, dimensions, quantities of material, etc. Works from sketches, models, and verbal information supplied by an engineer, architect, or designer to determine the most appropriate views, detail drawings, and supplementary information needed to complete assignments. Selects required information from precedents, manufacturers' catalogs, and technical guides. Independently resolves most of the problems encountered. Supervisor or design originator may suggest methods of approach or provide advice on unusually difficult problems.
Typical assignments include:
• From layouts or sketches, prepares complete sets of drawings of test equipment to be manufactured. Several cross-sectional and subassembly drawings are required. From information supplied by the design originator and from technical handbooks and manuals, describes dimensions, tolerances, fits, fabrication techniques, and standard parts to use in manufacturing the equipment.
• From electronic schematics, information as to maximum size, and manuals giving dimensions of standard parts, determines the arrangement and prepares drawing of printed circuit boards.
• From precedents, drafting standards, and established practices, prepares final construction drawings for floodgates, navigation locks, dams, bridges, culverts, levees, channel excavations, dikes and berms; prepares boring profiles, typical cross-sections, and land profiles; and delineates related topographical details as required.
• Prepares final drawings for street paving and widening or for water and sewer lines having complex trunk lines; reduces field notes and calculates true grades. From engineering designs, lays out plan, profile and detail appurtenances required; and notifies supervisor of conflicting details in design.
• Excludes drafter performing work of similar difficulty to that described at this level but who provide support for a variety of organizations which have widely differing functions or requirements.
Drafter IV (29064)
Works closely with design originators, preparing drawings of unusual, complex, or original designs which require a high degree of precision. Performs unusually difficult assignments requiring considerable initiative, resourcefulness, and drafting expertise. Assures that anticipated problems in manufacture, assembly, installation, and operation are resolved by the drawing produced. Exercises independent judgment in selecting and interpreting data based on a knowledge of the design intent. Although working primarily as a drafter, may occasionally interpret general designs prepared by others to complete minor details. May provide advice and guidance to lower level drafters or serve as coordinator and planner for large and complex drafting projects.

4.2 Agency Specific Performance Work Statement
4.2.1 Drafter II/CAD Operator II
a. Requirements
i. Two (2) years of CADD software working experience; and
ii. Completion of two years of college with coursework demonstrating proficiency in CADD software applications
b. General Duties – The drafter will be required to prepare various drawings using Bentley
Open Roads Technology and MicroStation for highway and bridge construction projects, including various views, sectional profiles, , hidden lines, and small or intricate details.
Work requires use of conventional drafting and CADD techniques and a working knowledge of the terms and procedures of the occupation. The drafter makes arithmetic computations using standard formulas. Familiar or recurring work is assigned in general terms. Unfamiliar assignments include information on methods, procedures, sources of information, and precedents to follow. c. Specific Duties – Duties include or are comparable to the following:
i. Drawing plan and elevation views, sections, and details of new bridges or other structures; revising complete sets of roadway drawings for highway and bridge construction projects; and preparing vicinity or block maps, indicating water, sewage and other utility line locations.
ii. Preparing and modifying standard drawings in US Customary and metric units.
iii. Preparing graphics for exhibits, public hearings, publications, and manuals.
iv. Drafting plan sheets, cross sections, structural details and technical drawings.
v. Converting "as-designed" plans to "as-built" plans.
vi. Collection of data from CADD drawings.
vii. Other miscellaneous CADD assignments.
d. Documentation Requirements
i. Track and invoice time spent on work for each CADD project during each pay period.
Round time to the nearest 1/4 hour and record on the form provided by the COR.
ii. Submit a bi-weekly work report on Friday by 4:00 pm to the Lead.
