3. Evaluation Method and Basis for Award
The Government intends to evaluate quotations and make award without discussions. The Government will award a contract resulting from this solicitation to the contractor whose quote is the lowest price, conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
Technical Compliance with Solicitation Requirements Price Relevant Past/Present Performance
Technical compliance and past performance, when combined, are significantly less important than price.
http://www.sam.gov/
By submission of its quote, the contractor accepts all RFQ requirements, including terms and conditions, representations and certifications, and technical requirements. All quotes determined unacceptable may not be considered for award. Failure to meet a requirement may result in a quote being determined unacceptable. The Government intends to select ONE Contractor for award of this requirement.
a. Evaluation Criteria
The criteria provided below will be used to evaluate the Offeror’s ability to meet all requirements identified in the SOW.
i. Technical Compliance with Solicitation Requirements
To be evaluated on the technical compliance factor, the Contractor must submit ALL items identified in paragraph 2.c.
Quoters will be evaluated on a pass/fail basis with respect to this evaluation factor based on the quote representing a reasonable effort to address the minimum requirements of the Statement of Work (SOW). Those that fail will be excluded from consideration. Quoters that pass will be further evaluated based on price and relevant past performance
ii. Price
The Government will evaluate offers for award purposes by adding the total price for all options, if any, to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
The Government may reject any quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price, or are unbalanced, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the technical requirements.
iii. Relevant Past Performance
The Government will review past performance based on the ability and history of successfully completing mail meter system rental contracts, meeting projected deadlines and the experience in the installation of similar mail meter systems determined by information obtained from references submitted by the quoter as well as information obtained from other sources such as CPARS, FAPPIS, SAM and any other sources deemed necessary by the Contracting Officer.
• Past Performance Ratings o Acceptable – The Offeror’s performance of previously awarded relevant contract(s) met contractual requirements. If the assessed prior performance was accomplished with some problems for which corrective actions taken by, or proposed to be taken by, the Contractor were, or are expected to be, for the most part effective. Performance over completed contracts was consistently of adequate, or better, quality or exhibited a trend of becoming so. The Offeror’s past performance record leads to an expectation of successful performance.
o Unacceptable – The Offeror’s performance of previously awarded relevant contract(s) did not meet most contractual requirements and recovery did not occur within the period of performance. The assessed prior performance reflected serious problem(s) for which the Offeror either failed to identify, or implement, corrective actions or for which corrective actions, implemented or proposed to be implemented, were, or are expected to be, mostly ineffective.
The Offeror’s past performance record leads to a strong expectation that successful performance will not be achieved or that it can occur only with greatly increased levels of Government management and oversight.
o Neutral – No past performance available for evaluation. Offeror has asserted that it has no directly related or similar relevant past performance experience.
Proposal receives no merit or demerit for this factor. The quote will receive a neutral rating
Evaluation of past performance may be based on information obtained from references submitted by the quoter as well as information obtained from other sources. Only ongoing contracts and contracts completed within the past three years will be evaluated with respect to past performance. Quoters that lack relevant past performance will be evaluated neither favorably nor unfavorably on past performance.
The Government is not obligated to contact all references provided.
