STATEMENT OF WORK FOR THE PURCHASE OF AN AUTOMATED SOLID PHASE EXTRACTION SYSTEM
Description: This Statement of Work (SOW) is for the purchase of a system and associated accessories to perform automated solid phase extraction (SPE). The required system will allow concurrent method development of automated SPE during method development for EPA drinking water methods.
SCOPE: This item description establishes the minimum requirements for the purchase and installation of a commercially available automated solid phase extraction (SPE) system. The complete system will be primarily used for concurrent development of automated SPE methods during development of drinking water methods. The instrument may also be used for ambient water (lakes, rivers, streams) requiring the ability to filter a sample before loading onto the cartridge. These contaminants may include any past or future contaminant from the Contaminant Candidate List (CCL). The system may also be used to test extraction procedures on emerging contaminants deemed necessary by the Agency. All necessary components and materials for a complete automated SPE system will be included with the following salient characteristics.
SALIENT CHARACTERISTICS:
Design: The system/instrumentation shall be of the manufacturer’s current design. It shall be a new unit and include any additional features necessary to comply with the requirements specified herein. Additional features which are not specified herein, but are part of the manufacturer’s current design, shall be included in the furnished equipment.
Safety: The system/instrumentation shall be equipped with all necessary safety devices per National Electric Code for protection against electrical shock hazard. It shall have any other protective devices as necessary to prevent injury to the operator, damage to the equipment, or erroneous data input or output. The equipment should be UL approved or equivalent.
Shipping: The price will include all shipping costs to deliver all required parts to: U.S. EPA, 26 W. Martin Luther King Dr. Cincinnati, OH 45268.
Warranty: The product shall be free of defects in materials and workmanship for a period of one year from date of shipment by the seller.
General Specifications: The automated SPE unit will consist of the following specifications to maximize sample throughput, recovery, and give increased flexibility for method development in drinking water and/or ambient water.
· The user must be able to change the plunger easily
· The system must have direct positive pressure fluidics
· The system must have direct, zero dead volume connection to the sorbent bed
· The system must be able to accommodate 1, 3, or 6 mL standard cartridges from any vendor
· The system must be able to accommodate up to 12 samples
· The system must be able to handle up to eight unique reagents for conditioning, washing, or eluting the cartridges
· The system must be able to detect the presence of reagents
· The system must have a mixing chamber to automatically mix solvents
· The system must be able to load and detect sample with optical sensor
· The system must be able to calculate sample volume loaded
· The system must be able to collect from one to four separate elution fractions for each sample/cartridge
· The system must be able to handle sample volumes form 1.0 mL to 1 L
· All sample and solvent pathways, valves, tubing, and internal components must be made of inert materials
· Must allow any size/shape sample container and solvent reservoir
· Must be able to rinse the original sample container. The rinse valve must be able to spray into the bottle neck to effectively rinse the bottle
· The system must accommodate in-line filters in case filtering of the original sample is required
· The system must be able to deliver nitrogen or room air to the cartridge
· The software must be capable of issuing alert messages if an error is detected
· Must be able to accommodate eight independent modules with one software instance
· Each instrument must be able to run up to 12 unique methods
· Must have the ability to dilute and/or add reagent and mix sample
· Must have separate independent waste lines
· Must work independently without a computer
· Must provide USB communication from computer to equipment
· Software must be included with the instrument
· Must allow for pre and post run methods for preparing and self-cleaning
· The software must generate reports in PDF, CSV, and TXT formats
On-Site Instrument Verification and Training:
· The vendor shall provide on-site verification of instrument operation by demonstration that the instrument is in working order and meets the salient characteristics of this item description.
· The vendor shall provide one additional day of instrumentation training and one additional day of applications training for up to four people to familiarize end users with the instrument and its operation.
