STATEMENT OF WORK
3-13-2019
TITLE: Facilitating Community Input on USEPA Superfund Activities on the Northeast Church Rock Mine, Quivira Mine, and Surrounding Areas.
Purpose
The purpose of this work is to assist USEPA in obtaining meaningful input from the affected community on all stages of the Superfund process including planning, decision making, and implementation in the Red Water Pond Road area of the Navajo Nation.
Per the CERCLA regulations, USEPA is required to obtain input from the community on our proposed actions. USEPA cannot effectively plan and implement removal actions without the active participation and engagement of the affected community. As such, the residents have formed the Red Water Pond Road Community Association (RWPRCA), an organization incorporated under the laws of the Navajo Nation. With the support of this contract, the group will have the resources available to help facilitate the critical input needed by USEPA.
The group holds monthly community meetings, reviews, and provides community input on technical documents, observes the progress of field work and notifies USEPA and Navajo Nation EPA of problems or community concerns that arise related to the Superfund Sites (e.g. concerns related to drainage, erosion, fencing). In addition, the community appoints representatives to participate in both general and technical conference calls or meetings along with a community technical assistance representative provided under EPA’s Technical Assistance Services for Communities (TASC) contract. These community liaisons discuss issues related to the local Superfund Sites with EPA and the TASC representative, take information back to the community for discussion, and then report the community’s concerns or input back to EPA. This effort provides a valuable service to EPA by facilitating the flow of information between US EPA and the larger Red Water Pond Road community. While participating in these activities, the group as a whole and its individual members volunteer their time and incur out-of-pocket costs. This contract values members’ time and supports reimbursement of their eligible costs.
* Note: The TASC contractor separately attends many of the same meetings and conference calls as the community liaisons to help facilitate information exchange between US EPA and community representatives. Close coordination is needed to ensure that there is no duplication in funding or tasks.
Background
The Red Water Pond Road Community is located in close proximity to the Northeast Church Rock (NECR) Mine, the Quivira Mine and the United Nuclear Corporation Mill site. USEPA has found elevated levels of radioactivity on the NECR and Quivira mine sites as well as along the southern portion of the Red Water Pond Road. US EPA has conducted multiple Interim Removal Actions in 2007, 2009-2010, and 2012 to address contamination on the Navajo Reservation from the NECR and Quivira Mine Sites. UEPA is planning conducted additional removal actions in the residential area during the summer of 2016 to address Quivira Mine vent holes and make improvements to the bridge crossing at Unnamed Arroyo #2. Temporary housing was provided for various households for all of these removal actions from a period of weeks up to five months and for up to 75 residents in the community.
USEPA also issued an Action Memo in September of 2011 and a ROD in March of 2013 for the long-term cleanup of the NECR mine waste disposal at a repository at the UNC Mill Site. EPA is currently evaluating options for addressing contamination at the nearby Quivira Mine site. As a result of these ongoing EPA-initiated actions, local residents are significantly impacted by these cleanup activities on a long-term basis. This contract with the Red Water Pond Road Community Association provides assistance with EPA’s community outreach in relation to the NECR Mine Site and related UNC Mill Site as well as the Quivira Mine Site. Costs for the contract are split equally between the EPA accounts for the two mine sites.
