R10 START IV, Unrestricted Pre-solicitation Notice

The United States Environmental Protection Agency (EPA) Region 7 will issue a solicitation for Superfund Technical Assessment & Response Team (START) services to support EPA Region 10 which covers the following four state area: Alaska, Idaho, Oregon and Washington. The purpose of the Superfund Technical Assessment and Response Team (START) contract is to provide nationally consistent advisory and assistance services to EPA On-Scene Coordinators (OSCs) and other federal officials implementing the Environmental Protection Agency’s (EPA’s) responsibilities under the National Response System.

Services include, but are not limited to, emergency response, preparedness and prevention, site assessment and inspection, training, data management, health and safety and quality assurance/control, facility and logistical support, and related technical and administrative services. The contractor will provide services to support response and site assessment activities related to the release or threat of release of oil, petroleum products, hazardous substances, weapons of mass destruction or pollutants and contaminants that pose an actual or potential threat to human health or welfare, or to the environment. It is the Government's intent to award one, Fixed Rate Indefinite Delivery/Indefinite Quantity (IDIQ) contract from this solicitation. The acquisition will not be set-aside and will be conducted on the basis of full and open competition using FAR Part 15 procedures. The contract period of performance will be a five-year base period with one two-year option for a total possible period of 7 years. The estimated ceiling is expected to be between $75 - $90 million for the 7-year period. The official solicitation 68HE0720R0023 is expected to be released on or before March 13, 2020. The anticipated award date is on or about June 2020. Award will be made on a best value / tradeoff basis. The North American Industry Classification Standard (NAICS) code 541620 applies.
