III. Authorization

This Performance Work Statement (PWS) is in accordance with Task 2.2 Field Sampling and Analysis, REPA 6, Zone II Contracts.

IV. Period of Performance

The period of performance for this Task Order (TO) is from the date of award through August 31, 2020.

V. Place of Performance

This TO will involve sampling and analysis support at AGI Facility, 102 Miller Street, Bald Knob, Arkansas

VI. Background

The property is located at 102 Miller Street within the city limits of Bald Knob, Arkansas (see Figure1). There are several residences near the facility. Arkansas General Industries (AGI) began manufacturing electric motors used primarily in the appliance and automotive industries at the Bald Knob site in the late 1950’s. The facility has used 1.1.1.- Trichloroethane (TCA), Trichloroethene (TCE), and xylenes as solvents in their processes.

Xylene was the solvent used at the site in 2003. The property was previously leased for storage by a gas pipeline company but is now vacant. The responsible party has limited assets to use on investigation or cleanup.

Groundwater contamination is present both onsite and offsite. The Environmental Protection Agency (EPA) has provided Arkansas Department of Environmental Quality (ADEQ) assistance with this facility on several occasions in the past consisting of: a limited groundwater assessment in 2010, a groundwater bio-remediation pilot study in 2015 that included the installation of 8 injection wells, the injection of an electron donor and microbes, and in 2016 follow-up groundwater sampling.

VII. Objective/Purpose

61 Forsyth St. SW Atlanta, GA 30303-8909

EPA Region 6 RCRA is primarily working with our states on Government Performance Results (Modernization) Act (GPRA) 2020 corrective action sites that are stalled in the corrective action process. However, non-GPRA sites also constitute a significant part of states corrective action workload and may contribute to risks in communities and the environment.

This is not a GPRA facility. ADEQ has requested EPA to sample 22 (onsite and offsite) groundwater monitoring wells for chlorinated solvents and two wells for monitored natural attenuation (MNA) parameters. The purpose is to monitor the progress of the degradation of the chlorinated solvents after the bio-remediation pilot study. ADEQ will use this information to help develop plans for another round of amendments if needed.

VIII. Assumptions and Constraints

A kickoff meeting will be held within 5 working days after award;

EPA will provide the contractor will the appropriate documentation (maps, previous sampling results, etc.) for the site;

QAPP and Trip Report will require 1 revision;

A contract lab will analyze the samples;

A Level 3 type data package will be required;

The EPA TOCOR or ADEQ personnel will determine the groundwater monitoring wells to be sampled, with up to 22 monitoring wells to be sampled;

Most of the monitoring wells are cluster wells, with each well having 3 different vertical screened depths. For example, at the MW-01 location, (there is a MW01-A, MW01-B, MW01-C series) there will be three samples taken (3 out of the total 22 samples taken).

The monitoring wells are mostly flushed mounted;

The monitoring wells are at various vertical depths, some at approximately 50 feet or greater in depth; therefore, an appropriate pump should be used to sample the wells.

There will need to be vegetation clearing at some wells and it may be difficult to locate some of the wells. ADEQ and EPA will assist in locating the wells.

Analytical results will not be verified and validated by an external 3rd party data validator.

IX. Scope (Note: Exhibit 1, references the Quality Assurance Surveillance Plan in addition to the performance standards outlined Task 01 through 05 below. The TOCOR will monitor performance of the Contractor based on applicable tasks found in Attachment 4 of the Quality Assurance Surveillance Plan (QASP) in the Base Contract Award).

• Effective, efficient, and responsive support in relationship to planning, organizing, administering, and coordinating all technical support ordered under this task order;

• Identification and resolution of problems arising during performance of this task order and how each offeror’s corporate and project management team will participate in identifying and resolving such problems.

3. Key Personnel/Capacity to Perform the Tasks Order

The proposed Key Personnel resume and experience will be evaluated as indication of the ability to perform in accordance with the RFTOP. The proposed Key Personnel will be evaluated on the extent to which they demonstrate the appropriate technical credibility in relation to designated tasks as described in the PWS.

4. Price

The Offeror is expected to propose a reasonable price. An evaluation of lowest price technically acceptable proposal will be made to determine if it is reasonable for the work to be performed, reflects a clear understanding of the requirements, and is consistent with the objective of the PWS.

61 Forsyth St. SW Atlanta, GA 30303-8909

Offerors are placed on notice that any pricing proposed which is unrealistic in terms of technical acceptability or unrealistically low in price may be deemed reflective of an inherent lack of technical competency or indicative of failure to comprehend the requirements and may be grounds for the rejection of the submission. Offered price is an estimate of the cost to perform all time and materials tasks and will be used to evaluate the price proposal.
