PERTINENT TECHNICAL SECTIONS OF SOLICITATION

Offerors are encouraged to carefully read the entire Solicitation by scrolling downward. The solicitation includes all pertinent sections imbedded in the document as well as the terms, conditions and instruction required for submitting a proposal.

USAID/Senegal SPA Solicitation No. 685-] O-P-O I Page 2

USAID/Senegal is seeking to put in place a Blanket Purchase Agreement (BPA) with one or a group of firms that would allow USAID to contract simply and quickly with this firm to provide small-scale professional services (i.e. maximum of $1 00,000 per individual order). This competition for the BPA allows offerors to submit their proposals to USAID describing how their firm is capable and qualified to perform the duties outlined in the BPA. The winning firm would then have a signed award with USAID (which includes a minimum order guarantee of $1 00,000), through which future task/delivery orders could easily be issued. The selected BPA holder must be able to perform all activities specified in the scope of work in support of USAID programs including education, health, economic growth, democracy and governance and analytical studies conducted by the program office.

The combined value of all orders placed over the five (5) years of this BPA shall not exceed U.S.

$2,000,000, and there is no guarantee that full-time work will occur during the entire period of performance (especially during the start-up first year). However, since it is difficult to determine USAID needs in advance, an option shall be included to potentially increase the total estimated cost (TEC) of the initial 5-years award by up to $5,000,000 total. In addition, if the need arises and if funds are available, USAID may exercise a second option to extend the period of performance for an additional three years and/or to increase the TEC by another $3,000,000.

Note: USAID is encouraging interested Senegalese firms to participate in this call for proposals.

For example, teams/partnerships between a US Firm and Senegalese sub-contractors which can provide a unique set of skills at a reasonable cost are encourage to apply. Also, since USAID wants a single award which can provide all needed tasks/competencies, a team and/or subcontract arrangement might be necessary. This BPA solicitation will be advertised both within Senegal and via www.fedbizopps.gov.

Sincerely

~~jJ~ Contracting Officer

AUTHORITY

This BPA is entered into pursuant to the Federal Acquisition Regulation Part 13 .303-2.

DESCRIPTION OF AGREEMENT

Under this agreement, the BPA holder shall provide services to carry out a series of studies, analyses and to provide expert advice with the goal of increasing economic growth, agriculture and natural resource management, improving the quality of education, and supporting good governance and democratic processes in Senegal. In addition, the BPA holder may be called on to support studies and analyses in other USAID/Senegal offices and sectors. It is estimated that 50% of total work may be in the social sectors. Also, the work may involve assistance with commodity acquisition as well.

1. Introduction

The U.S. Agency for International Development in Senegal (USAID/Senegal) is soliciting proposals to carry out a series of studies, analyses and to provide expert advice with the goal of increasing economic growth, agriculture and natural resource management, improving the quality of education and supporting good governance and democratic processes in Senegal. The contractor would have to show the ability to respond quickly to a specific task order and carry out the work in a satisfactory manner. USAID aims to put in place a Blanket Purchase Agreement (BPA) with one firm or team/group of firms with Senegalese sub-contractors to carry out specific tasks to be determined at a later date.

2. Background

USAID's strategy for transformational development in Senegal seeks to boost economic growth by improving the enabling enviromnent to attract more investment, increasing the volume of trade, and creating wealth through better management of Senegal's natural resources.

Strategic Objective II (SOli) within the Mission's strategic plan is "Increased Economic Growth through Trade and Natural Resource Management." SO 11 expects to expand economic opportunities by helping citizens generate income from local resources, connect to markets, manage the country's natural resources, and govern more effectively. Activities to achieve the overall SO focus on four Intermediate Results (IRs): IRl: Increased trade capacity; IR2: Improved sustainable management of natural resources and biodiversity; IR3: Improved enabling enviromnent for sustainable growth; and IR4: Improved transparent and accountable management of resources.

Economic development remains one of the USG's highest priorities in Senegal. Poor infrastructure, a weak and unnecessarily complex judicial system, and labor code issues are key challenges for Senegal's economic development. Finally, environmental degradation is deteriorating the agricultural and natural resource base, which threatens the source of livelihoods of the majority of the population. USAID assists Senegal in reversing these trends by developing a more competitive

USAID/Senegal BPA Solicitation No. 685-1 O-P-O 1 Page 6 business environment, increasing trade and investment, promoting public-private partnerships, and enhancing the sustainable and profitable use of natural resources. USAID anticipates that further success in expanding trade for several targeted markets and transferring responsibility for management of their natural resources to local communities will encourage sustainable private sector investment on a broader scale.

Senegal has recently been included as a focal country under the U.S. President's Global Food Security Response to High Food Prices (GFSR). The GFSR is intended to address the impact of high global food prices, increase agricultural productivity and alleviate barriers to the movement and procurement of food both locally and regionally in key vulnerable countries in Africa. The GFSR places a particular focus on staple foods and improved access to agriculture inputs and finance; these GFSR objectives complement and reinforce USAID/Senegal's SOlI existing strategic framework, and for the present time are being pursued as part of the SO 11 portfolio under an "increased food security" rubric.

USAID/Senegal's education program was developed in close collaboration with the Ministry of Education and addresses the two main sector objectives presented in the Strategic Framework for Africa: (i) promote equitable access to quality basic education; and (ii) improve access to productivity-increasing job skills. USAID/Senegal will assist the GOS to expand access to middle school education, build students' information technology skills, provide vocational training for youth, and improve educational opportunities for our-of-school youth and street children. The education program also increases girls' enrollment and completion rates through scholarship programs and community-level work. In addition, USAID/Senegal will work closely with the GOS to identify strategies for increasing the percentage of women teachers.

The education program addresses governance through revising middle school curriculum on civic education, governance and ethics. It works with local governments to strengthen capacity to manage education resources and supports parent-teacher association participation in local school governance. Information and communication technology will be greatly expanded upon between 2009 and 2011. In particular, USAID expects to make wireless internet available to all middle schools in Senegal.

In accordance with the priorities outlined in the Foreign Assistance Framework, USAID/Senegal's health program is organized under five essential and mutually reinforcing components: 1) malaria prevention and control through the President's Malaria Initiative 2) maternal and child health; 3) Family Planning and Reproductive Health 4) HIV & TB prevention and control; and 5) Health Policy and Finance which focuses on decentralizing services to improve accountability, transparency and financing. Senegal's high maternal mortality rate is primarily due to women having too many children too close together and to poor antenatal care and birthing services.

USAID's health program will improve the quality of care for mothers and newborns, increase the prevention and treatment of malaria during and after pregnancy, and expand the availability and use of contraceptives to help mothers better space the birth of their children. Malaria is the largest cause of morbidity and mortality in Senegal.

USAID/SenegaJ BPA Solicitation No. 685-1 O-P-O] Page 7

USAID/Senegal's program is firmly rooted in the Foreign Assistance Framework: Helping build and sustain democratic, well-governed states that will respond to the needs o/their people and conduct themselves responsibly in the international system. The new strategic objective reconfigures the current cross-cutting DG theme into a full "Good Governance Advanced" Strategic Objective. The new SO represents an approach that will enable USAID to focus activities and develop a more robust program in four DG areas: conflict mitigation and management, including peace and reconciliation processes in the Casamance; anti-corruption/transparency/accountability at the national level; civil society and civic participation; and local government and decentralization.

Note: The proposed BPA award is expected to be housed in the Program Office within USAID/Senegal in order to facilitate future work orders coming from multiple offices (i.e. Program, Health, Economic Growth, General Development Office, etc).

3. Partnership

USAID works in partnership with the GOS, civil society groups and the private sector. In addition to the bilateral agreement with the Ministry of Foreign Affairs and the Strategic Objective Grant Agreements signed with the Ministry of Finance and Economic Planning, USAID works closely with the GOS line ministries. These include: Ministry of Environment, Nature Protection, Retention Ponds and Artificial Lakes (MEPNBRLA) and its Departments of Forestry and National Parks; Ministry of Maritime Economy; Ministry of Commerce; Ministry of Agriculture, and the Ministry of Labor. There are key implementing agencies with whom USAID works including the Investment Promotion Agency (APEX), Export Promotion Agency (ASCEPEX), and others. For the socials sectors, USAID works in partnership with the Ministry of Education and the Ministry of Health. In the Democracy and Governance sector, USAID will work with those Ministries involved in Decentralization, Local Government, Interior and the independent Electoral Commission, as well as a broad base of civil society actors.

4. Scope of Work (SOW)

As the spirit of collaboration is important to USAID, when possible and within the strategic interest of USAID, to respond to requests for assistance from our partners. It is the purpose of this blanket purchase agreement (BPA) to enable USAID to respond quickly to certain types of pertinent issues.

USAID envisions that the work conducted under this BPA will mostly be the provision of short term teclmical assistance on an as-needed basis to accomplish activities as outlined below.

All activities below will potentially be to support USAID/Senegal programs including education, health, democracy & governance, economic growth and analytical studies conducted by the program office.

Activities to be included under this BPA:

a. Project Evaluations and Monitoring - USAID funds a number of projects as mentioned above. Proper monitoring and evaluation procedures require independent reviews of project effectiveness and efficiencies that may be implemented through this BPA.;

USAID/Senegal BPA Solicitation No. 685-1 o-p-o I Page 8

b. Project Design - Developing new project designs requires wide discussion and input from a wide variety of actors, which is time consuming. Tasks under this component will be to assist USAID to solicit input for project design, to develop pre-project concept papers procurement ready statement of work or activity descriptions.

c. Analytical Studies - It is important that USAID be able to have the most up to date information on the economic, political and social environment in Senegal. This would include topics as diverse as macroeconomic policies and trends, business enabling environment, monitoring electoral and political events, customs procedures, gender, household consumption surveys, land use surveys, etc.

d. Workshops and event planning - Gathering donors, GOS officials, USAID-funded partners and/or the private sector to discuss and resolve critical issues is instrumental in achieving USAID and partner goals. The BPA will provide event planning, facilitation and reporting of these workshops or seminars.

e. Technical and Coordination Support to Donor's Working Group - USAID is the lead donor for the Private Sector and Environment Donor's Working Group. The working groups are a forum for donors and others to discuss issues of mutual interest. It is important that USAID is aware of other donor activity in a specific area. Gathering this sort of information is important, yet time consuming. Tasks under this component could include surveying other donors on their activities, arranging meetings, writing synthesis reports, meeting with GOR and other stakeholders. For the DG sector, donor coordination on the democracy sector in general, and specifically on elections planning and monitoring will require some support and information gathering.

f. Technical and Coordination Support with partner Ministries - There is an increased emphasis on getting project support into the budgets of partner Ministries through the Cadre de Depenses aMoyen Terme (CDSMT). USAID may need assistance to ensure that all its implementing partners are incorporated or accounted for in the CDSMT for the Ministry of Environment and Agriculture.

g. Strategy Development - Similar to economic analyses, strategic planning is key for both USAID and its partners in achieving the objective of increased economic growth and improved wellbeing of Senegalese citizens.

h. Commodity Purchases (Including Vehicles) - Based on both good practice procedure and USAID regulations and guidelines (i.e. Mission blanket waiver for vehicle purchases), commodities can be purchased for USAID/Senegal projects and programs at the request of the Mission.

The above described services and/or supplies shall be provided when ordered by an authorized Contracting Officer during the specified period stated in the paragraph titled "Term of BPA". This BPA is for support to USAID/Senegal only.

(b) Cost proposal price is assigned a numerical weight. Evaluation Factors includes 20 evaluation points (out of 100) related to the cost control plan. The cost control plan will guide/illustrate how financial management and control will contribute to work/cost efficiency and enhancement of the award. Following are examples of what USAID feels might possible be included in such a plan:

• Proposed expatriate personnel vs local consultants/staff

• Proposed rates for person/position/level specified in the cost template (Armex 1)

• Proposed Percentage of fixed fee (if applicable)

• Administrative cost if (applicable)

• Indirect cost rates (if applicable).

Offerors are reminded that the Government is not obliged to award a negotiated contract on the basis oflowest proposed cost, or to the Offeror with the highest technical evaluation score. Under this procurement technical factors, when combined, are equal to cost/price in deciding who might best perform the work.
