About this file

This document is a Request for Programmatic Qualifications (RFPQ) issued by Multnomah County, Oregon, specifically from the Talent Development Team, seeking professional services in training, facilitation, mediation, and coaching. The solicitation was open from November 9, 2018, to January 16, 2019, with the goal of establishing a pool of qualified suppliers who can provide services across various departments. The contract term is five years, with the county reserving the right to terminate the contract on any anniversary. The RFPQ covers generalist training topics relevant to all nine county departments, including communication, time management, diversity and equity, team building, and professional development.

The compensation structure is fee-for-service, with Multnomah County anticipating a single hourly rate that includes all expenses. Hourly rates will be protected from increases for the first year, with potential adjustments thereafter based on inflation. Proposers must meet specific minimum requirements, including being legally registered in Oregon, providing proof of insurance, and meeting specialized certification requirements for coaching (360-evaluation feedback) and mediation (32-40 hours of training). The allocation process considers multiple factors such as county strategic priorities, system of care needs, proposer experience, past performance, and certification status. Importantly, qualifying under the RFPQ does not guarantee any specific volume of work, and the county strongly encourages participation from Minority-Owned, Women-Owned, and Emerging Small Businesses.

PURPOSE AND OVERVIEW

The Multnomah County Talent Development is seeking proposers from whom it may purchase Professional Training, Facilitation, Mediation, and Coaching services. This array of services promotes and sustains a county-wide culture of continuous learning and improvement, professional development, effective leadership, and organizational health.

INTRODUCTION AND PROGRAM HISTORY

Multnomah County, in north-central Oregon, is one of the county's that make up the Portland Oregon metropolitan area. Multnomah County employs approximately 5,000 people who work in six (6) general program areas:

1. Health Services (including health clinics and regulatory health);

2. Social Services (including services for seniors, juveniles, families, and other populations with special needs);

3. Justice Services (including juvenile and adult correctional facilities, Community Corrections, and Law Enforcement;

4. Library Services;

5. Environmental Services (including public works); and

6. Administrative Support Services.

The professionals in Talent Development are collaborators, facilitators, and internal consultants who design and deliver training and organizational development initiatives. They promote organizational adaptability and health by providing and coordinating innovative and effective training opportunities that create an energized workforce.

Through leveraging expertise and partnerships both inside and outside the government, Talent Development strives to create a culture of lifelong learning, critical thinking, and continuous performance improvement for all employees in all departments. In order to provide current and relevant training and meet the demand across a broad range of interests that the County employees have, professional trainers, facilitators, and coaches are brought in as contracted partners. Projects can be varied and specialized dependent on the needs and initiatives of the County and employees.

In 2012 Multnomah County issued the original RFPQ initiating this county-wide initiative which received a vast response. Over time the County had developed and continues to develop, a robust program for professional growth and continuous improvements. The intent if this RFPQ is to continue this initiative by providing a platform to which new ideas and suppliers can gain access to the County programs through a formal solicitation process.

GOALS, VALUES, AND OTHER IMPORTANT CONSIDERATIONS

Talent Development champions five (5) interdependent initiatives that help Multnomah County meet its business needs and achieve the following organizational goals:

1. Developing and implementing a Competency-based Performance Planning and Review System across all County departments to ensure a consistent process for developing employees through performance planning, feedback, and regular evaluations;

2. Researching, designing, delivering, and coordinating County-wide Employee Training to facilitate professional growth, strengthen skills, and inspire lifelong learning

3. Researching, designing, delivering, and coordinating a supervisory training series to ensure that exempt staff can manage employees' work in a manner that is fair, effective, collaborative, and thoughtful;

4. Offering Leadership Development and Enhancement classes and opportunities to ensure that at all levels of the organization, Multnomah County has employees prepared to lead as well as to advance into executive level positions; and

5. Organization Improvement Consultation, as needed, including facilitation, strategic planning, team-building, mediation, and assistance with other workforce improvement processes.

FUNDING

Funding for services described in this RFPQ is not guaranteed. Fluctuations in funding year to year should be expected. The County cannot assure that any particular level of work will be provided and the contract will permit the County to add or remove work as necessary depending on availability of funding.

SCOPE OF SERVICES

This RFPQ will recruit vendors who have expertise in four (4) areas:

1. Training. Organized activities provided by one or more instructors within a structured setting aimed at improving employee performance through acquisition of new knowledge, skills, tools, and experience.

These activities may include but are not limited to; lecture, demonstration, role-play, self-reflection, small and large group discussion, practice, and other creative activities consistent with adult learning theory.

a. For this RFPQ, training content is restricted to generalist topics that would be relevant to all nine departments, regardless of line of business (i.e., communication, time, diversity and equity, management, building effective teams, etc.)

b. For most training provided at Multnomah County by external vendors, there is a minimum or no allocation to compensate for time spent developing or customizing materials.

2. Facilitation.Process and discussion moderation by a neutral facilitator aimed at helping groups or teams effectively engage in focused dialogue and/or specific activities to achieve a desired outcome.

Facilitators typically need to be able to collaborate, brainstorm, mediate, create agendas, build23 July 201923 July 2019 consensus, keep groups on task, set boundaries, and designing and implement a process. Processes that groups or teams may need facilitation for generally include but are not limited to:

a. Building effective teams;

b. Improving communication and cooperation;

c. Resolving conflict; and

d. Other process improvement activities.

3.Mediation.Mediators provide employees in conflict with a voluntary opportunity to resolve their own issues with the support of a supportive neutral consultant before other options are considered. Mediators are bound by confidentiality and can only speak to the information that participants mutually agree is appropriate to share with others.

a. For this RFPQ, mediators are typically compensated for approximately 15-20 hours of work with clients and referral sources.

b. Mediators must meet the minimum qualification and training requirements established by the Oregon Dispute Resolution Commission and set out in Oregon Administrative Rules (OAR Chapter 718). Mediators must document that they have completed a 32-40 hour basic mediation training as well as mentoring from experienced mediators.

4. Coaching. Coaches typically work with managers, supervisors, and senior leaders (and sometimes employees without direct reports). It is a formal, confidential collaboration between coach and client to assess and understand the client and their needs and challenges as a leader, build a developmental plan, and support and mentor the successful implementation of the plan and the client's professional growth over time. Coaches may offer expert opinion and advice on organizational, business and workforce issues aimed at supporting the client to deliver effectively upon the organization's mission, vision, values, and goals. Coaches typically need to be able to assess, analyze, problem-solve, model, and also provide recommendations, business case scenarios, resources, reports, or tools.

a. For this RFPQ, coaches are typically compensated for a 12-15 hour engagement.

b. With limited exceptions, coaches generally are certified to administer 360-evaluation feedback through the Center for Creative Leadership, which provides the suite of 360 instruments used at Multnomah County

Multnomah County has developed Competency Models that guide manager and employee appraisal, development, and career planning. These Competency Models (see Attachment A), are the cornerstone of Multnomah County's values and were developed with broad stakeholder impute. A competency is defined as a behavior or set of behaviors that links interpersonal skills, capabilities, and personal characteristics to excellent performance in a particular work context. Multnomah County evaluates all managers using the manager competency model, and it is in the process of rolling out the model for employees. All Multnomah County training and development activities are mapped to these competency areas.

FISCAL REQUIREMENTS AND REPORTING

This Request for Programmatic Qualifications (RFPQ) will not be the correct venue for consultants who deal in large scale organizational change and strategic planning, which would go through an independent soliciation process. Although the value of this sourcing event will exceed $150,000 generally contracts for these services does not exceed $150,000 for the duration of the contract. County programs for trainers, facilitators, mediators, and coaches that have historically exceeded $150,000 would go through an independent solicitation process.

PERFORMANCE MEASURES/PERFORMANCE CONTRACTING

Successful proposers that are awarded a contract will be monitored for performance in alignment with Multnomah County goals and priorities. Performance measures may depend on the type of services provided and the detail of the individual proposals. Final performance measures will be negotiated between the County and the selected proposers. Trainers will be subject to post-session evaluations from the participants which will be shared with qualified proposer. The feedback received from participants and/or Talent Development partners will play a major role in future and ongoing allocation planning.

CONTRACT AWARD AND ALLOCATION PROCESS

Once selected in the allocation process, the County will initiate contract negotiations with the proposer.

Multnomah County may, at its option, elect to negotiate general contract terms and conditions, services, pricing, implementation schedules, and such other terms as the County determines are in the County's best interest. If negotiations fail to result in a contract, the County reserves the right to terminate the negotiations and initiate contract negotiations with another qualified proposer(s). This process may continue until a contract agreement is reached.Multnomah County strongly encourages the participation of Minority-Owned, Women-Owned, and Emerging Small Businesses and Organizations in providing these services.

ALLOCATION PROCESS

Entirely separate from this qualification process, Talent Development will initiate and award requirements contracts to those qualified proposers who demonstrate the desired experience, skills, proficiency, certifications, and area of specialty that will best meet the scope of training, facilitation, mediation, and coaching required for any specific project or initiative. Talent Development will conduct rigorous funds allocation process to distribute available funds according to know system requirements and priorities.

Allocations will only be made to proposers who previously qualified under this RFPQ. The funding allocation process will be a formal one, requiring Talent Development to document their findings and determinations in writing that lead to specific funding allocations or to the continuation of funding allocations. Proposers may not protest funding allocation decisions. Funding allocation decisions will be made from an overall County system of care perspective. Allocation priorities and selection criteria may include:

• County and Department strategic priorities;

• Overall system of care needs and deficiencies;

• RFPQ proposal information and evaluation input from the RFPQ raters;

• Proposers/system stability;

• Proposers experience;

• Past performance;

• Certification status; and

• Other factors as deemed appropriate by the funding allocation team.

Since the allocation process considers a variety of factors, funding may go to qualified proposers who did not earn the highest overall RFPQ qualified score. Therefore, it will be possible to qualify under this RFPQ process and not receive a funding allocation due to resource limitations and other factors. The Talent Development Department cannot predict a workload for these services and does not guarantee any particular volume of business will be offered to any proposer who qualifies to provide services, nor is there any guarantee that Talent Development will use the services of any proposer who is issued a contract by virtue of this RFPQ.

After Purchasing provides written solicitation results to all proposers and with the completion of the separate allocation process by Talent Development, Talent Development staff will contract the successful and qualified proposer(s) who will receive an allocation for contract negotiations. The County will be awarded Requirements Contracts for these services. Requirement Contracts do not guarantee any level of funding and funding levels may change from year to year.

All proposers seeking to provide services must submit a proposal and receive a minimum seventy percent (70%) of the total points possible for each category proposer is responding to in order to qualify. For example, a proposer who is responding to Training and Coaching must receive 70% of the total point for Training (70%) and for Coaching (70%). At no time will a combined score of all categories be used for qualification consideration.

The County reserves the right to qualify additional suppliers for these services as it deems necessary. All qualified suppliers will be added to one supplier pool, from which contracts will be awarded through the allocation process.
