About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition under Simplified Acquisition Procedures (SAP) for FAR 13.106-1(b).
The Coast Guard seeks to procure 100 Pressure Transmitters, Part Number 060G3747 (NSN: 6620-22-625-9462), valued at $88,338.00 total. These transmitters are components of the 154-foot Fast Response Cutters' Ships Service Diesel Generator Engine. The justification cites brand name authority under FAR 5.102(a)(6), FAR 11.105, and FAR 13.106-1(b)(1), asserting that the item must conform to specific design, materials, and operational requirements of the original equipment manufacturer, DANFOSS A/S. The Coast Guard contends that substituted parts could cause equipment failure, fire hazard, and mission failure, thereby jeopardizing vessel and crew safety. The proprietary nature of the OEM's manufacturing drawings, specifications, and technical data, which have not been purchased, supports the single-source justification. Two suggested sources are listed: RS Americas INC (Fort Worth, TX) and CHAND Corporation (Mathews, LA). The document indicates the Technical and Requirements Point of Contact signed on 02/11/2026, and multiple contracting officers digitally signed the authorization in August 2026. No fair and reasonable price determination method was selected on the form.
