About this file
This is a Scope of Work document for the Texas Department of Transportation (TxDOT), Odessa District Maintenance Contract Office, soliciting bids for bridge preventative maintenance and repair services on Interstate 20 and various state highways across Ector, Crane, Ward, and Winkler Counties, Texas. The contract encompasses non-site-specific work with multiple concurrent work orders to be issued for maintenance and repair activities at locations to be determined during the contract period. Work orders will be classified as either Emergency or Routine, with Emergency Work Orders taking precedence over Routine Work Orders as directed by the Engineer. The contract structure allows for flexibility in work assignment based on operational needs and priority levels across the four-county service area.
The document establishes a framework for competitive bidding on bridge maintenance services with work to be awarded through individual work orders rather than as a single lump-sum project. Specific pricing terms, contract duration, renewal options, set-asides, incumbent information, and funding sources are not detailed in the available summary information. Bidders should anticipate receiving work orders throughout the contract term for both emergency response activities and scheduled preventative maintenance, with the understanding that emergency priorities will govern work sequencing and resource allocation.

Contractor. Perform contract work only when the “On the Job Superintendent” is on the job site.

ITEM 4: SCOPE OF WORK
This contract includes non-site-specific work. Multiple concurrent work orders will be issued to procure work of the type identified in the contract at locations that have not yet been determined.
For each repair, the Engineer will determine the work to be done and specify this on the work order issued to the Contractor.
Provide a minimum of twenty-four (24) hour notice prior to performing work to the requesting
Maintenance Section or appropriate contact person. Failure to provide prior notification may result in nonpayment of work performed.
No lane closures on major roadways will be allowed during peak hours unless approved by Area

Dispose of waste generated from servicing equipment on the project properly.
Existing utilities (public, private and TxDOT) are present throughout the project. Investigate to determine the utility locations and use caution when excavating in those areas.
If access to the project is required through a new or unapproved driveway (i.e. Material sources stockpile location, field office, etc.), obtain an approved “Permit to Construct Access Driveway
Facilities on Highway Right of Way” (TxDOT Form 1058) before beginning any construction operations.
ITEM 8: PROSECUTION AND PROGRESS

Once work has started, prosecute the work continuously to completion.

When a repair involves multiple surfaces, such as a corner, measurement will be made of all surfaces repaired. Bridge deck repairs will be measured by the square foot in place of the completed repair.
ITEM 500: MOBILIZATION
