About this file

This is a proposal document and bidding package issued by the Texas Department of Transportation (TxDOT) for a tree removal and brush maintenance contract in the Atlanta District covering Harrison, Marion, and Upshur Counties, Texas. The project (Control 6502-12-001, Project RMC - A00221700, Highway SH 49) consists of non-site-specific callout work for tree trimming, tree and stump removal, and brush removal at various undetermined locations. The contract is for 365 calendar days of performance, with work to be issued via work orders specifying locations, quantities, and allocated working days. Bid items include mobilization (4 callouts), traffic management assistance (50 days), tree trimming and brush removal (50.385 centerline miles), stump removal (25 units), and tree removal across thirteen categories ranging from 4-inch to 72-inch diameter trees (totaling 1,535 individual trees), plus general debris removal (500 cubic yards). Initial work must begin within seven calendar days of notification, with subsequent work orders requiring start within three working days. A pre-construction conference will be held prior to operations commencement.

A proposal guaranty of $9,000 is required in the form of a cashier's check, teller's check, or bid bond. Unit prices must be submitted for each line item; the example total bid amount shown is $2,664.00. The contract is exempt from construction general permit requirements as routine maintenance disturbing less than one acre. Liquidated damages apply for failure to complete work orders within specified timeframes, calculated per the Schedule of Liquidated Damages based on total contract value. Contractors must be prequalified or submit a completed Bidders Questionnaire at least ten days prior to the letting date. The contract includes standard federal-aid provisions, Davis-Bacon wage requirements, nondiscrimination and equal opportunity employment obligations, E-Verify certification, and various certifications regarding conflict of interest, lobbying activities, Israel boycott, energy company boycott, firearm discrimination, and foreign adversary restrictions. Payment for work items not originally included in work orders will be determined through force account procedures per Article 9.5 of specifications. Work is subject to suspension by the Department without charge if a competent English-speaking superintendent is unavailable.
