About this file
This is a Sole Source Determination document from the State of Oregon establishing justification for a non-competitive procurement of saxitoxin analysis services for fish and shellfish tissue samples. The determination outlines the technical and scientific requirements for analyzing marine biotoxins in seafood products, a critical function for public health and food safety purposes. The procurement is being conducted on a sole source basis, meaning only one vendor has been identified as capable of meeting the specialized analytical requirements. The document establishes the framework for direct contract award without competitive bidding, with the contract term and specific deliverables tied to the analytical testing needs of Oregon's seafood safety monitoring program.
The sole source justification is based on the unique technical capabilities and certifications required to perform saxitoxin analysis, which involves specialized laboratory equipment, validated methodologies, and regulatory compliance standards specific to marine biotoxin testing. The determination document demonstrates that exhaustive market research was conducted and that no other qualified suppliers are available to perform these services, justifying the non-competitive approach. Funding for this procurement comes through Oregon's public health and food safety budget allocations dedicated to shellfish and fish safety monitoring programs. The contract will ensure continued analytical support for the state's ongoing surveillance of harmful algal bloom toxins in commercial and recreational seafood products.
