About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP) under FAR 13.106-1(b).

The Coast Guard is procuring one hundred (100) Electric Lanterns (NSN 6230-01-628-1741, Part # 100.3L) with an estimated total value of $46,625.00. These battle lanterns serve as emergency lighting throughout Coast Guard cutters during power outages. The justification is based on a brand name authority, citing that the lanterns are peculiar to one manufacturer and essential to meet the Government's specific requirements. Seacoast Development Group, Inc. is identified as the Original Equipment Manufacturer (OEM) of the Electric Lanterns used on the 154' WPC Fast Response Cutters. The Coast Guard asserts that proprietary design, materials, manufacturing processes, and technical data are not available for sale, and that any failure of substituted parts would jeopardize vessel and crew safety. The suggested source is CHAND Corporation LLC., located at 157 Highway 654, Mathews, LA 70375 (UEI: J8ATNVMEGLK1). The document is signed by Technical and Requirements POC Scott W. Henk (dated 01/23/2026), Contracting Officer Amanda M. Wood (dated 08/17/2026), and Donna M. Scandaliato (dated 08/17/2026). No specific fair and reasonable price determination method was selected by the Contracting Officer on the form.
